star this property answer text <p>‘Local Support Services’ and ‘Universal Support’ are the same. We started referring to the service as Universal Support in 2014/15.</p><p> </p><p>We published the Local Support Services Framework on 11 February 2013. The evidence from the Universal Support trials around joint working to support the needs of our disadvantaged customers informed the DWP Improving Lives policy paper (April 2017).</p><p> </p><p>There are no current plans to commission research in to the effectiveness of Universal Support but as announced by Secretary of State on 23 November 2017, we are exploring the scope for greater collaborative working with Citizens Advice and Citizens Advice Scotland to help claimants locally as they move to Universal Credit, within the Universal Support framework approach.</p><p> </p><p>Annual funding provided to Universal Credit for delivery of Universal Support is:</p><p> </p><p>• 2013/14 - £1.3m</p><p>• 2014/15 - £8.4m</p><p>• 2015/16 - £15.4m</p><p>• 2016/17 - £13.1m</p><p>• 2017/18 - £21.5m</p>

We are continuously reviewing and improving the service for vulnerable people to ensure that it is accessible and responsive to their needs.</p><p> </p><p>Specific training and guidance is provided for all staff on working with different vulnerable groups. This includes developing the skills they need to support and communicate with a diverse range of customers, and specific training is provided for working with different vulnerable groups.</p><p> </p><p>We provide a tailored service that recognises those with complex needs at any point throughout their journey. Work Coaches will tailor conditionality, setting requirements based on what is reasonable for the individual’s circumstances. A claimant’s work search and availability requirements can be switched off for an agreed period of time, and other work-related requirements may be lifted too, where appropriate. This includes where the claimant has suffered domestic violence and abuse, or periods where a child in their care is suffering distress due to experiencing or witnessing violence or abuse.</p><p> </p><p>To assist identification and claimant support, each Jobcentre Plus site has a complex needs toolkit in place. These are maintained and reviewed locally and contain a named single point of contact for areas such as Homelessness, Care leavers and Prison leavers.</p><p> </p><p>Jobcentre staff also have access to information on services and support available in their local area for vulnerable claimants and will signpost claimants to national and local organisations who provide specialist support.</p>

star this property answer text <p>For legacy benefits (JSA, IS and ESA), where a claimant notifies DWP they are disputing liability for the debt the deductions are stopped until this is resolved.</p><p><strong> </strong></p><p>Deductions for arrears of fuel charges are taken from UC as a last resort when other recovery methods have failed and it is considered to be in the best interests of the claimant and their family to prevent the risk of fuel disconnection. However, if a claimant provides evidence that the deductions should not be made, a DWP Decision Maker would consider whether the deduction should continue. Disputes about the amount of arrears a utility company say a claimant has are to be resolved between the claimant and their utility provider.</p> more like this

star this property answer text <p>Work is the best route out of poverty and for people to be more financially independent. Our welfare reforms are part of the Government’s commitment to incentivise moves into work and progression in work, and to better support working families.</p><p>The Department completed an Impact Assessment titled ‘Welfare Reform and Work Bill: Impact Assessment of the Benefit rate freeze’ in July 2015 which included information surrounding the policy objectives and the intended effects. Benefits for the additional costs of disability, and for carers, are exempt from the benefit freeze.</p><p>Currently the weekly rate of Child Benefit is £20.70 for the eldest or only child and £13.70 for additional children.</p><p>Universal Credit is made up of a standard allowance and any additional amounts which apply to claimants with certain circumstances, such as dependent children. However, when we need to communicate with a claimant whose first language is not English or Welsh English we use interpreters This can be a customer’s own interpreter, a local community based interpreting service, a telephone interpretation service or a contracted face to face interpretation service. In addition, where there is a need we are also able to translate correspondence into languages other than English or Welsh.</p><p> </p><p>Our work coaches may also look at ways to support claimants through a range of local and national provision if a lack of language skills is likely to represent a barrier to work.</p> more like this
