As with other services CCGs commission, they should take into consideration assessments of local need and any relevant guidance.</p><p> </p><p>To help inform and support commissioners in making local decisions, NHS England published, in July 2016, ‘Commissioning services for people with hearing loss: A framework for clinical commissioning groups’. 	answer	answer is ministerial correction date of answer 26/09/2017 answer text <p>We have a world class student finance system, which has enabled record numbers of people to benefit from a university education. Latest UCAS data for 2017 shows more disadvantaged young people have been accepted to university than for the whole of the 2016 application cycle.</p><p>The student funding system removes financial barriers for anyone hoping to study, and is backed by the taxpayer. The interest rate on student loans remains significantly below the relevant Bank of England reference rate for unsecured personal lending. In addition, the repayment terms of student loans are significantly more favourable for the borrowers than commercial loans. Monthly repayments are linked to income and not to the amount borrowed or the interest rate. Borrowers earning less than the repayment threshold of £21,000 repay nothing at all. That is why this year, NHS England has invested £42 million to local areas to:</p><p> </p><p>- Improve the achievement of the National Institute for Health and Care Excellence recommended treatment targets (HbA1c, cholesterol and blood pressure) and driving down variation between clinical commissioning groups;</p><p>- Improve uptake of structured education;</p><p>- Reduce amputations by improving the timeliness of referrals from primary care to a multi-disciplinary foot team for people with diabetic foot disease; and</p><p>- Reduce lengths of stay for diabetic inpatients.</p><p>The Spending Review has made provision for significant transformation funding through to 2020/21. Following Sir Bruce Keogh’s review of the regulation of cosmetic interventions, the Royal College of Surgeons has published a set of professional standards for cosmetic surgery and has launched a new certification scheme. The guidance applies to all doctors who carry out both surgical and non-surgical procedures. The guidance says doctors must advertise and market services responsibly; give patients time for reflection; seek a patient’s consent themselves, not delegate it; provide continuity of care and support patient safety by making full and accurate records of consultations and contributing to programmes to monitor quality and outcomes, including registers for devices such as breast implants.</p><p> </p><p>The Government recommends that anyone considering accessing cosmetic interventions, chooses a registered health professional or someone who is registered with an accredited voluntary register (AVR). A number of AVRs for practitioners preforming cosmetic interventions are already established. Using a practitioner registered with an AVR provides assurance that the practitioner is appropriately qualified, registered and insured.</p><p> </p><p>On 13 September 2017 I laid new regulations in parliament to impose a duty on the Care Qualtiy Commission to rate and assess the performance of providers of surgical procedures for cosmetic purposes where the procedure requires intravenous sedation, general anaesthesia or the insertion of an implant.
