	answer	answer is ministerial correction date of answer 21/10/2015 answer text <p>The UK strongly condemns ISIL’s wanton destruction of cultural heritage in Syria and Iraq, including in Palmyra. The Foreign and Commonwealth Office helped secure UN Security Council Resolution 2199 which obliges all UN Member States to prevent the trade in Iraqi and Syrian cultural property that has been illegally removed from those countries.</p><p>But strong words and legal frameworks are not enough. As a key player in the Global Counter ISIL Coalition, the UK is committed to degrading and defeating ISIL, including through military action. By checking ISIL’s advance, the Coalition’s air campaign and support for partner military forces in Iraq and Syria has had the effect of protecting key historical sites in both countries. However, there is inevitably a limit to what we can do. The only way of safeguarding all historic sites from ISIL is by defeating them politically and militarily. That requires continued effort by the Global Coalition, as well as a more inclusive political settlement in Iraq, and an end to the conflict in Syria.</p><p>On 28 October I will be co-hosting a summit with the Secretary of State for the Department of Culture, Media and Sport, my Rt. Hon. Under PESCO, groups of participating Member States can work together to pursue specific capability projects. PESCO is voluntary and works on an opt-in basis. It is not a Common Security and Defence Policy operation or mission and there is no operational headquarters.</p><p>At the 13 November Foreign Affairs Council with Defence Ministers, 23 Member States signed a notification letter as the first step in the establishment of PESCO. It is expected that PESCO will be launched at the Foreign Affairs Council in December but there are several details yet to be decided including funding arrangements, and prioritisation and governance arrangements for PESCO projects.</p><p>The UK did not sign the notification letter but the Government supports the ambition to develop military capabilities that address the shortfalls in EU and NATO contexts. We welcome PESCO as a tool to support the development of capabilities that Europe needs for its security, provided it remains complementary to NATO and encourages EU-NATO cooperation.</p><p>Our bilateral Defence cooperation with Member States, including France through the Lancaster House Treaties, is in the interest of the whole of Europe, and PESCO will not change that. We believe that PESCO must be designed in a way that promotes an open and competitive European Defence industry. We are encouraging Member States to develop PESCO to be open to third country participation where there is clear value in doing so. Projects carried out under PESCO arrangements should remain Member State-owned and the capabilities delivered should be available not only to the EU but can also be used in support of NATO and UN operations. 	answer	answer is ministerial correction date of answer 03/11/2014 answer text In 2013, the Government of Pitcairn and Her Majesty's Government commissioned two independent pieces of analysis. One into the appetite amongst the Pitcairn diaspora for return to the island, and the other on the broader economic potential of the island. Both reports recognised that unless the population of the island increases, it will be a challenge to maintain the longer-term sustainability of Pitcairn. Her Majesty's Government fully supports the economic development of the Pitcairn Islands. The Government of Pitcairn has recently worked up a new Strategic Development Plan and a repopulation plan, and Her Majesty’s Government has given advice on both these documents. The Pitcairn Island Council is currently reconsidering those documents alongside HMG’s advice. We will continue to work in partnership with the Government of Pitcairn to support the community in Pitcairn as we consider longer-term options for the island. Assad’s regime is currently seeking to encircle Aleppo, and applying pressure to the 300,000 civilians and the moderate opposition in the area, whilst also bombarding the area with barrel bombs and artillery. The moderate opposition – many of them Aleppo civilians themselves – are in Aleppo supporting and protecting its inhabitants. At present, the moderate groups in Aleppo are holding off the assault from the regime. The Government remains longstanding and strong supporters of these groups. We are providing non-lethal support, as well as strong political backing for the National Coalition – most recently when President Hadi al-Bahra visited London from 10th-12th November. We also plan to make a significant contribution to the US Department of Defence training programme for the Syrian groups. Airstrikes are making a difference on the ground, for example, they supported ground forces in driving ISIL out of Kobane. In addition, we will make a significant contribution to the US-led effort to train and equip the moderate Syrian opposition who are fighting against ISIL.
