star this property answer text <p>In England, we have set four legally binding targets for biodiversity. We have legislated to halt the decline in species abundance by 2030 and to reverse species decline by 2042; to reduce the risk of species extinction; and to restore or create more than 500,000 hectares of wildlife-rich habitats. These targets will drive actions to support biodiversity in Romford and every other area across England.</p><p> </p><p>We have set out our plan to deliver on these ambitious targets, along with our other environmental targets, in the <a href="https://assets.publishing.service.gov.uk/media/64a6d9c1c531eb000c64fffa/environmental-improvement-plan-2023.pdf" target="_blank">Environmental Improvement Plan</a> published 31 January 2023. Here we link the different objectives, plans and mechanisms for recovering nature.</p><p> </p><p>Local Nature Recovery Strategies (LNRS) are being prepared across the whole of England to support delivery of the targets. The 48 strategies are bringing together local partners to agree priorities and propose practical actions in areas where they would have the most benefit for nature recovery and the wider environment. The Romford constituency is within the Greater London LNRS area. Preparation of the strategy is being led by the Greater London Authority, with support from the local planning authorities in the area, including Havering Borough Council, which serves the Romford constituency.</p><p> </p><p>The Environment Agency is working with partners to improve the water quality and biodiversity of waterbodies within the constituency of Romford. The agency created a backwater on the side of the main channel of the river Rom as a fish refuge. This has benefitted fish populations and improved the wider river corridor for biodiversity by creating a varied mosaic of habitats. The agency also part funded a multi-partnership project to deliver river enhancement and restoration works to the River Rom and is currently looking at a potential project that would address issues impacting the River Ravensbourne at Harrow Lodge Park.</p>

star this property answer text <p>The UK buzzard population has shown significant recovery since the 1900s and can now be found across most of the UK. With 63,000 breeding pairs across the species, it is not considered of conservation concern. However, the species can still be a victim of persecution.</p><p> </p><p>The Government takes wildlife crime seriously. Crime against birds of prey is a national wildlife crime priority and where any wild buzzard is killed illegally the full force of the law should apply to any proven perpetrators of the crime. Most wildlife crimes carry up to an unlimited fine and/or a six-month custodial sentence.</p><p> </p><p>Defra supports the work of Bird of Prey Crime Priority Delivery Group, which brings together police, government and stakeholders from conservation and country sports organisations to tackle bird of prey persecution. In 2022 Defra more than doubled its funding of the National Wildlife Crime Unit (NWCU) from a total of £495,000 over the three previous years to £1.2 million for the three-year period of 2022-25 to target wildlife crime priorities, in particular crimes against birds of prey. NWCU helps prevent and detect wildlife crime by obtaining and disseminating intelligence, undertaking analysis which highlights local or national threats and directly assisting law enforcers in their investigations.</p>

star this property answer text <p>Local authorities are responsible for the management and maintenance of public rights of way, including making sure they are in a fit state for public use, are visible and free from obstructions, as well as ensuring landowners comply with their duty to maintain public rights of way that cross their land.</p><p> </p><p>Local authorities are required to keep a Rights of Way Improvement Plan to plan improvements to the rights of way network in their area, which are usually available on the authority’s website. This must include an assessment of the local rights of way, including the condition of the network, and consulting of interested parties including local access forums.</p><p> </p><p>The Government is delivering the £14.5 million ‘Access for All’ programme, which consists of a package of targeted measures in our protected landscapes, National Trails, forests and the wider countryside to make access to green and blue spaces more inclusive. We are also working to complete the King Charles III England Coast Path (KCIIIECP) which, at around 2,700 miles, will be the longest waymarked and maintained coast walking route in the world. Over 1,000 miles are already open and we aim to make the KCIIIECP as accessible as possible. We are also designating Wainwright’s coast to coast route across the north of England as a National Trail and have considered accessibility from the start. We remain committed to implementing the rights of way reforms package which will streamline processes for the recording of rights of way, benefiting users, landowners and local authorities.</p>

star this property answer text <p>Environmental land management schemes include financial incentives for actions that are beneficial for barn owls, for example, the provision of nesting boxes. Through the Green Recovery Challenge Fund, the Government granted £123,700 to the Game &amp; Wildlife Conservation Trust’s Owl Box Initiative. The project was set up to help support barn owls by providing nest boxes for them on farms and researching barn owls’ farmland habitat use across the southwest of England.</p><p>Furthermore, from July this year, restrictions on the open use of second-generation anticoagulant rodenticides will be brought into force to avoid negative impacts on non-target species such as barn owls.</p><p>We have no records of any actions for this species specific to the Romford area.</p> more like this

star this property answer text <p>The Government remains committed to taking action to recover our threatened native species and has set a world-leading target to halt the decline in species abundance by 2030. Defra, Natural England and the Forestry Commission are signatories to the UK Squirrel Accord which aims to protect, identify and strengthen existing red squirrel populations, expand their current range, and promote better understanding and support for their conservation.</p><p> </p><p>Under the Countryside Stewardship scheme, financial support is available for farmers, foresters and land managers to support the recovery of red squirrels, such as funding for the management of grey squirrels. Conservation of the species is targeted to red squirrel stronghold areas in the north of England.</p> more like this

In England, we have set four legally binding targets: to halt the decline in species abundance by 2030; then to reverse declines by 2042; to reduce the risk of species extinction by 2042; and to restore or create more than 500,000 hectares of wildlife-rich habitat, also by 2042. We have set out our plan to deliver on these ambitious targets, along with our other environmental targets, in the revised Environmental Improvement Plan.</p><p> </p><p>The Environment Act 2021 introduced several policies, such as Biodiversity Net Gain, Local Nature Recovery Strategies, and a strengthened biodiversity duty on public authorities, which will work together to support the creation and restoration of habitat to benefit native species such as hedgehogs.</p><p> </p><p>Environmental land management schemes will also provide farmers, foresters and other land managers with financial support for a wide range of measures which will deliver positive benefits for native species. Sustainable Farming Incentives and the Countryside Stewardship grant provide financial support in return for delivering environmental benefits. This could include creating, restoring and maintaining hedgerows which are an important habitat for hedgehogs.</p><p> </p><p>We have no records of any actions for this species specific to the Romford area.</p>

star this property answer text <p>In April, we published our landmark Plan for Water, to deliver clean and plentiful water for people, businesses and nature. The Plan for Water set out a suite of policy actions to tackle every source of pollution and increase our resilience to drought. This is essential to provide habitats for biodiversity to thrive. The Plan is underpinned by three things:</p><ol><li>Increased investment for improvements, including £2.2 billion from water companies to spend on new and better infrastructure in the next two years, more funding for catchment-scale groups, and almost tripling slurry grant funding for farmers to £34 million (up from £13 million).</li><li>Stronger regulation, which includes more EA inspections of wastewater treatment works, banning plastic wet wipes (subject to consultation), and new restrictions of ‘forever’ chemicals that damage our waters.</li><li>Tougher enforcement including bigger penalties for water companies and tighter control over water company dividend payments.</li></ol><p> </p><p><strong>(A) </strong><strong>In Romford constituency</strong></p><p> </p><p>As a member of the Roding, Beam and Ingrebourne (RBI) Catchment Partnership, the Environment Agency is working with local partners to improve the water quality and biodiversity of waterbodies within Romford. Examples of current projects within Romford are:</p><p> </p><p><strong>Yellowfish and Junior River Wardens Project - </strong>The Environment Agency is working with Groundwork East to deliver a combined Yellowfish and Junior River Wardens project working with schools along the River Ingrebourne and River Rom. This unique new approach will help embed and sustain local learning, education and messaging around surface water and river health. Junior River Wardens helps participants experience the valuable role they can have monitoring water quality. Yellow Fish is shown to increase public awareness of issues affecting local rivers and the wider environment and how everyone can play a part.</p><p> </p><p><strong>Mink Eradication - </strong>The RBI Catchment Partnership is working collaboratively to deliver a catchment wide approach to Mink Eradication, building on the Mink Eradication project Essex Wildlife Trust have been running across Essex. Mink are a problematic invasive species in this location who pose a threat to water voles and other native species. Thames Chase Trust have applied for funding from the Environment Agency next financial year to further build on this catchment wide approach and deliver a project to trap Mink on the River Rom.</p><p> </p><p>Additionally, as a statutory consultee in the planning process, the Environment Agency comments on development proposals that could potentially impact main rivers in Romford. They make sure that where possible developments comply with the Water Framework Directive as embedded within the river basin management plan. This ensures that they secure benefits for biodiversity and river geomorphology.</p>

star this property answer text <p>New section 45 of the Environmental Protection Act (as amended by the Environment Act 2021) will require all local authorities in England to arrange for the collection of food waste for recycling. This must always be collected separately from residual waste and dry recyclable materials so that it can be recycled.</p><p> </p><p>This policy will make recycling food waste easier and ensure there is a comprehensive, consistent service across England. This change, alongside the wider impact of the government’s Simpler Recycling reforms, will reduce confusion with recycling to improve recycling rates, ensuring there is more recycled material in the products we buy, and the UK recycling industry grows.</p><p> </p><p>Our second consultation on Simpler Recycling In 2021 sought views on the materials in scope of collection, exemptions and statutory guidance.</p><p> </p><p>We are working to assess net additional costs of food waste collections to local authorities. Any new financial burdens introduced through new statutory duties on local authorities will be assessed in accordance with the New Burdens Doctrine and the net reasonable cost covered by the government.</p><p> </p><p>As announced in our Net Zero Strategy 2021, we are disbursing funding which will allow local authorities in England to deliver free weekly separate food waste collections from all households.</p><p> </p><p>Further details will be provided in the response to our second consultation, which we aim to publish shortly.</p>

star this property answer text <p>Ministers and officials regularly meet with water companies to discuss a broad range of topics, including sewage discharges from storm overflows.</p><p>In February, the Secretary of State asked water and sewerage companies to set an action plan on every storm overflow in England, prioritising those that are spilling more than a certain number of times a year, and those spilling into bathing waters and high priority nature sites.</p><p>I hold a Ministerial Roundtable on the Thames Tideway Tunnel project twice a year to hear progress on the project and this is attended by Thames Water. Officials also regularly attend the Tideway Liaison Committee meeting, which is also attended by Thames Water, as well as having other informal meetings on the project direct with Thames Water.</p> more like this

star this property answer text <p>We have increased the number of storm overflows monitored across the network from 7% in 2010 to 91% now monitored, and we will reach 100% cover by end of this year. In April, we launched our consultation on Continuous Water Quality Monitoring and Event Duration Monitoring. This outlines the government’s proposals to enhance the monitoring of storm overflow and final effluent discharges and to report on this in near-real time.</p><p> </p><p>The Environment Agency has instructed water companies to install new flow monitors on more than 2,000 wastewater treatment works to identify what is happening at those works during the sewage treatment process itself.</p><p> </p><p>The Environment Agency and Ofwat have recently launched the largest criminal and civil investigations into water company sewage discharges ever, at over 2200 treatment works, following new data coming to light as a result of increased monitoring.</p> more like this
