unstar this property answer text <p>The UK strongly condemns ISIL’s wanton destruction of cultural heritage in Syria and Iraq, including in Palmyra. The Foreign and Commonwealth Office helped secure UN Security Council Resolution 2199 which obliges all UN Member States to prevent the trade in Iraqi and Syrian cultural property that has been illegally removed from those countries.</p><p>But strong words and legal frameworks are not enough. As a key player in the Global Counter ISIL Coalition, the UK is committed to degrading and defeating ISIL, including through military action. By checking ISIL’s advance, the Coalition’s air campaign and support for partner military forces in Iraq and Syria has had the effect of protecting key historical sites in both countries. However, there is inevitably a limit to what we can do. The only way of safeguarding all historic sites from ISIL is by defeating them politically and militarily. That requires continued effort by the Global Coalition, as well as a more inclusive political settlement in Iraq, and an end to the conflict in Syria.</p><p>On 28 October I will be co-hosting a summit with the Secretary of State for the Department of Culture, Media and Sport, my Rt. Hon. Friend the Member for <del class="ministerial">Bromsgrove</del> <ins class="ministerial">Maldon </ins>(Mr <ins class="ministerial">Whittingdale</ins><del class="ministerial">Javid</del>) on Cultural Heritage Protection.</p>

unstar this property answer text <p>The city of Aleppo is under pressure from President Assad’s forces. Assad’s regime is currently seeking to encircle Aleppo, and applying pressure to the 300,000 civilians and the moderate opposition in the area, whilst also bombarding the area with barrel bombs and artillery. The moderate opposition – many of them Aleppo civilians themselves – are in Aleppo supporting and protecting its inhabitants. At present, the moderate groups in Aleppo are holding off the assault from the regime. But the conditions are difficult, and they will need our continuing support.</p> more like this

unstar this property answer text The moderate opposition groups in Syria are under pressure. The Government remains longstanding and strong supporters of these groups. We are providing non-lethal support, as well as strong political backing for the National Coalition – most recently when President Hadi al-Bahra visited London from 10th-12th November. We also plan to make a significant contribution to the US Department of Defence training programme for the Syrian groups. Taken together, our contribution is helping the moderate groups in their fight against ISIL and against President Assad’s regime forces, in very challenging conditions. more like this

Airstrikes are making a difference on the ground, for example, they supported ground forces in driving ISIL out of Kobane. In addition, we will make a significant contribution to the US-led effort to train and equip the moderate Syrian opposition who are fighting against ISIL. Ultimately, we need to see an inclusive political transition in Damascus which produces a Syrian government, without Assad, with which we can work to fight ISIL.</p> more like this

unstar this property answer text <p>The UK works closely with Jordan as they play a key and active role on the front lines of the fight against ISIL. Most recently, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) wrote to the Jordanian Foreign Minister, Nasser Judeh, to extend his condolences following the brutal murder of Lieutenant Al Kassasbeh and to reiterate that the UK stands shoulder to shoulder with Jordan in the struggle against ISIL. The Foreign Secretary also met Foreign Minister Judeh twice in January, including at the Counter-ISIL Small Group Conference in London on 22 January, where discussions focussed on reviewing progress, strengthening coalition coordination, and providing further support to the Government of Iraq.</p> more like this

unstar this property answer text <p>The strengthening of Iraq’s security forces forms a regular part of our engagement with the Government of Iraq, including when the Foreign Secretary hosted the inaugural meeting of the Small Group of the Global Coalition to Counter ISIL on 22 January. The meeting was attended by both Iraqi Prime Minister Haider al Abadi and Foreign Minister Ibrahim Al-Jaafari. Discussions included the need to support the Government of Iraq in its fight against ISIL, as well as the need for progress in strengthening Iraq’s political stability through addressing Sunni disenfranchisement. This would include progress on the creation of a National Guard, legislation in this regard would, in part, see Sunni tribal forces brought under the aegis of Iraq’s security forces, politically and militarily drawing together Sunni and Shia in their common fight against ISIL.</p><p>The UK is actively contributing to the Global Coalition’s efforts in support of Iraqi Forces including conducting over 150 strikes and training over 1000 members of the Kurdish Peshmerga. In addition to our earlier delivery of lethal equipment to the Peshmerga, which included 40 Heavy Machine Guns, subject to parliamentary scrutiny, we will also gift 1000 surplus VALLON Counter-IED metal detectors to Iraq, and deploy a team to provide training in their use.</p>

unstar this property answer text <p>We strongly support the efforts of the Special Representative of the Secretary-General for Libya, Bernardino Leon, and the UN Support Mission in Libya (UNSMIL), to resolve the political and security crisis and pave the way for peaceful political dialogue.</p><p>Our commitment to Libya is reflected by the Prime Minister’s appointment of a Special Envoy to the Political Transition, Jonathan Powell. Our Envoy and the UK Diplomatic network are working hard with key Libyan interlocutors and international partners to support UN efforts to facilitate a fully inclusive dialogue to reach a lasting political agreement.</p><p>The UK welcomed the dialogue talks hosted by UNSMIL in Rabat, Algeria and Brussels. We urge all participants to attend further talks with goodwill and adopt inclusive policies, to lay the foundations for a Government of National Unity. The UK is actively exploring with EU and other partners how best we can support a new National Unity Government. The improvement of the security situation in Libya is a crucial ingredient for its success.</p><p> </p>

Since the emergence of ISIL in Libya we have added further information and advice to the FCO Travel Advice. unstar this property answer text <p>I raised our human rights concerns with Ministerial interlocutors in the Egyptian Government during my trade mission to Egypt in January. This included a wide-ranging discussion with the Prime Minister of Egypt where I was clear that the UK Government wanted to see the rule of law, transparency and respect for human rights strengthened in Egypt. I also met the Minister of Defence and stressed the importance of taking into account the social and economic development needs of the local population when tackling genuine security threats in the Sinai.</p><p>I also regularly discuss human rights with the Egyptian Ambassador in London. Most recently, on 4 February I raised strong concerns about the case of 183 individuals who had their death sentences confirmed by an Egyptian court. I stressed the importance of respecting the human rights of defendants in all cases.</p><p>We continue to believe that stability and prosperity in Egypt is dependent on open and inclusive politics and on full respect for the rights contained in the Egyptian constitution. That is why in recent months Foreign and Commonwealth Office Ministers have asked the Egyptian authorities to take action to release journalists and political detainees who remain imprisoned, to review mass judicial decisions, and to remove restrictions on civil society.</p>
