	answer	answer is ministerial correction date of answer 21/10/2015 answer text <p>The UK strongly condemns ISIL’s wanton destruction of cultural heritage in Syria and Iraq, including in Palmyra. The Foreign and Commonwealth Office helped secure UN Security Council Resolution 2199 which obliges all UN Member States to prevent the trade in Iraqi and Syrian cultural property that has been illegally removed from those countries.</p><p>But strong words and legal frameworks are not enough. As a key player in the Global Counter ISIL Coalition, the UK is committed to degrading and defeating ISIL, including through military action. By checking ISIL’s advance, the Coalition’s air campaign and support for partner military forces in Iraq and Syria has had the effect of protecting key historical sites in both countries. However, there is inevitably a limit to what we can do. The only way of safeguarding all historic sites from ISIL is by defeating them politically and militarily. That requires continued effort by the Global Coalition, as well as a more inclusive political settlement in Iraq, and an end to the conflict in Syria.</p><p>On 28 October I will be co-hosting a summit with the Secretary of State for the Department of Culture, Media and Sport, my Rt. Hon. We are aware of media reporting that terrorist groups have an ambition to infiltrate migration and refugee routes. We work closely with our partners abroad to counter terrorism, including to strengthen border security against identified terrorists and terrorist suspects. Zambian Vice-President Wina Inonge visited London in November 2015 to host an investment conference and my Rt Hon. Friend the former Minister of State for International Development Minister (Nick Hurd) visited Zambia in May 2016. 	answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>Intense fighting and insecurity on the ground in Yemen has resulted in restrictions being placed on commercial and humanitarian shipping, and difficulties in distributing food and fuel to those who need it. The most important action to address the humanitarian situation, beyond a ceasefire, is to facilitate access for commercial and humanitarian goods, which all parties to the conflict have a responsibility to ensure. The UK continues to monitor this issue, and has engaged frequently with the Government of Yemen and members of the Saudi Arabian-led coalition on facilitating access. We have emphasised with all parties to the conflict the importance of the non-politicisation of aid. There has been some recent progress on shipping access, which we welcome, but this needs to be maintained and increased in the future. We encourage Iran to show it can be a constructive part of the solution through promoting stability and showing commitment to the unity, sovereignty, independence and territorial integrity of Yemen. We have raised our concerns with the Iranian government, including with President Rouhani. We have raised our concerns with the Saudi Arabian-led Coalition, and have received repeated assurances that they are complying with IHL. We continue to engage with them on those assurances. We are also concerned by reports of alleged IHL violations by Houthi-Saleh forces, including attacks on civilians in Aden and Taiz; intimidation of UN ships attempting to dock at Aden; the use of schools and hospitals for military purposes; the use of child soldiers; and the targeting of aid workers and restrictions on humanitarian access.
