	answer	answer is ministerial correction date of answer 02/03/2016 answer text <p>On 6 April 2015 the United Kingdom introduced an immigration health surcharge for non-European Economic Area nationals who come to the UK to temporarily reside for a period of over six months. At the time Australian and New Zealand nationals were granted a temporary exemption and we entered into a series of discussions with both the Australian and New Zealand Government on the introduction of the surcharge for its nationals. My Rt. hon. Friend the Secretary of State for Health wrote to both the Australian Minister for Health and New Zealand High Commissioner confirming introduction of the surcharge on 17 December 2015. Fee levels are agreed by local authorities and social care providers, reflecting local conditions. In setting fee levels, local authorities are obliged to consider the sustainability of their local social care market.</p><p> </p><p>At the Spending Review, the Government made up to £3.5 billion extra available by 2019/20 to local authorities for adult social care through the social care precept and Better Care Fund. 	answer	answer is ministerial correction date of answer 26/02/2016 answer text <p>NHS England provides a comprehensive programme of training and support for clinical commissioning groups (CCGs) to help them to develop and publish a local offer of personal health budgets by April 2016. CCGs are now also required to include their personal health budget offer in their Health and Wellbeing Strategies, which are published in the public domain. To increase public awareness further, NHS England funds a national network of people with lived experiences of personal health budgets who champion their use both nationally and locally.</p><p> </p><p>NHS England has made it clear that CCGs have a duty to inform people who are eligible for NHS Continuing Healthcare that they have the right to have a personal health budget, for example including information in the letter that informs individuals they are eligible. NHS England is currently consulting on the new CCG Improvement and Assessment framework, which will ask CCGs to submit the number of personal health budgets in their local area. In addition, last year, NHS England commissioned the world's first Learning Disability Mortality Review Programme to support local areas to review deaths of people with learning disabilities, including those with autism, and to use the information to improve service provision so that physical and mental health problems can be identified and addressed. Public Health England (PHE) has produced a toolkit to support local authorities in their responsibility to improve dental health and reduce inequalities among children and young people in their area. It supports local authorities to invest in programmes which have demonstrated improvement in children’s dental health, for example targeted community-based fluoride varnish programmes, targeted tooth brushing programmes and water fluoridation. PHE has also this year published a toolkit to support the consideration of water fluoridation as a measure to reduce levels of tooth decay.</p><p>Sugar consumption is the primary cause of tooth decay in children. The Sugar Swaps campaign was launched in January 2015, helping families reduce their sugar consumption through making simple swaps to their diets. In addition PHE has developed guidance for dental teams on preventing dental disease in young children. 	answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>Public Health England (PHE) is unable to provide the number of recorded Methicillin Resistant <em>Staphylococcus Aureus</em> (MRSA) infections by borough/district.</p><br /><p>PHE is able to provide this information by clinical commissioning groups (CCGs) and acute trusts.</p><br /><p>Table 1 details counts/rates of total MRSA bacteraemia reported by Havering, Barking and Redbridge University hospitals trust and Table 2 lists counts/rates of MRSA bacteraemia attributed to Havering CCG over the last three financial years.</p><br /><p>It is important to note that MRSA bacteraemia cases are reported by the acute trust whose laboratory processes the specimen and that this may not always reflect where the bacteraemia was acquired.
