star this property answer text <p>Funding applications from voluntary sector organisations are assessed against a number of criteria, but Departmental policy clearly states that grants will not be awarded if there is any indication within the application that some or all of any funding awarded will be used to support political activities, including political lobbying activity.</p><br /><p>It remains an important objective of the Department’s partnership with the voluntary, community and social enterprise sector that they contribute their voice and expertise to national policy making and implementation, and grant awards can support this objective.</p><br /><p>However, analysis of each individual grant awarded by the Department to ascertain the impact of this objective would be at disproportionate cost.</p><br /> more like this

star this property answer text <p>On 6 April 2015 the United Kingdom introduced an immigration health surcharge for non-European Economic Area nationals who come to the UK to temporarily reside for a period of over six months. At the time Australian and New Zealand nationals were granted a temporary exemption and we entered into a series of discussions with both the Australian and New Zealand Government on the introduction of the surcharge for its nationals. My Rt. hon. Friend the Secretary of State for Health wrote to both the Australian Minister for Health and New Zealand High Commissioner confirming introduction of the surcharge on 17 December 2015. Introduction of the surcharge for Australian and New Zealand nationals was publicly announced by the Home Office on 4 February 2016 and subject to Parliamentary approval, it will come into effect from 6 April 2016.</p> more like this

star this property answer text <p>Local authorities are responsible for commissioning adult social care services. Fee levels are agreed by local authorities and social care providers, reflecting local conditions. In setting fee levels, local authorities are obliged to consider the sustainability of their local social care market.</p><p> </p><p>At the Spending Review, the Government made up to £3.5 billion extra available by 2019/20 to local authorities for adult social care through the social care precept and Better Care Fund. This will help give councils more flexibility to meet local priorities as they see fit.</p> more like this

star this property answer text <p>NHS England provides a comprehensive programme of training and support for clinical commissioning groups (CCGs) to help them to develop and publish a local offer of personal health budgets by April 2016. CCGs are now also required to include their personal health budget offer in their Health and Wellbeing Strategies, which are published in the public domain. To increase public awareness further, NHS England funds a national network of people with lived experiences of personal health budgets who champion their use both nationally and locally.</p><p> </p><p>NHS England has made it clear that CCGs have a duty to inform people who are eligible for NHS Continuing Healthcare that they have the right to have a personal health budget, for example including information in the letter that informs individuals they are eligible. NHS England is currently consulting on the new CCG Improvement and Assessment framework, which will ask CCGs to submit the number of personal health budgets in their local area. The results of this will be used to inform the public of how many personal health budgets have been given locally and how their area compares with the rest of the country.</p>

star this property answer text <p>Out of an estimated 1.52 million adult social care jobs in England, up to 900,000 people are expected to benefit from the introduction of the National Living Wage.</p><p> </p><p>More widely across the sector, higher productivity and better-quality care through efficiency would benefit employers and care home residents and there is potential for improvements in staff retention if higher wages engendered greater job commitment.</p><p> </p><p>The Department continues to work in collaboration with delivery partners to support effective recruitment practices and improved retention of the care workforce.</p><p> </p><p>Our assessment of the effect of the National Living Wage for the Spending Review drew on projections and data on pay including information from the Office of Budget Responsibility and Skills for Care.</p> more like this

star this property answer text <p>Think Autism the updated strategy for adults with autism in England set out a clear cross Government programme of action, developed by people with autism, their families and carers, to support local authorities, the National Health Service, and other public services to improve the lives of people with autism. In addition, last year, NHS England commissioned the world's first Learning Disability Mortality Review Programme to support local areas to review deaths of people with learning disabilities, including those with autism, and to use the information to improve service provision so that physical and mental health problems can be identified and addressed. This programme is currently being piloted and will be rolled out more widely in due course.</p> more like this

star this property answer text <p>We are committed to improving the oral health of school children. Public Health England (PHE) has produced a toolkit to support local authorities in their responsibility to improve dental health and reduce inequalities among children and young people in their area. It supports local authorities to invest in programmes which have demonstrated improvement in children’s dental health, for example targeted community-based fluoride varnish programmes, targeted tooth brushing programmes and water fluoridation. PHE has also this year published a toolkit to support the consideration of water fluoridation as a measure to reduce levels of tooth decay.</p><p>Sugar consumption is the primary cause of tooth decay in children. The Sugar Swaps campaign was launched in January 2015, helping families reduce their sugar consumption through making simple swaps to their diets. In addition PHE has developed guidance for dental teams on preventing dental disease in young children. Advice on prevention of dental disease has also been published by the National Institute of Health and Care Excellence.</p>

star this property answer text <p>Public Health England (PHE) is unable to provide the number of recorded Methicillin Resistant <em>Staphylococcus Aureus</em> (MRSA) infections by borough/district.</p><br /><p>PHE is able to provide this information by clinical commissioning groups (CCGs) and acute trusts.</p><br /><p>Table 1 details counts/rates of total MRSA bacteraemia reported by Havering, Barking and Redbridge University hospitals trust and Table 2 lists counts/rates of MRSA bacteraemia attributed to Havering CCG over the last three financial years.</p><br /><p>It is important to note that MRSA bacteraemia cases are reported by the acute trust whose laboratory processes the specimen and that this may not always reflect where the bacteraemia was acquired. star this property answer text <p>In 2014 powers were given to the General Medical Council to enable them to carry out proportionate language checks on doctors from the European Union who wish to practise in the United Kingdom. This is a major step forward for quality of care and patient safety by ensuring that only doctors with adequate English language skills are able to practise in the UK.</p><br /><p>Local checks are also carried out by individual employers as part of their recruitment processes.</p> more like this
