star this property answer text <p>The Prime Minister’s Office is an integral part of the Cabinet Office.</p><p>Since 2010 the Government has been selling unnecessary properties. We have got out of hundreds of properties which were previously under-occupied or superfluous to needs. We now publish more details than ever before on how Departments are using their buildings. Our work to rationalise the Government's property estate has resulted in the exit of 2,018 buildings since 2010, raising £1.4 billion in capital receipts and generating £625 million in running costs savings up to 31 March 2014.</p><p>The Government residual estate is part of the Cabinet Office. Birch House in Bristol is office space that is currently vacant. The Government Property Unit (part of the Cabinet Office) is working to dispose of this and other unnecessary properties. We are also considering the long term strategy for 36 Whitehall and ensuring the optimum use of this building within the core Whitehall estate. The remainder of the Cabinet Office estate is defined as Core Estate and as such is fully utilised to deliver departmental functions.</p><p>Information about property valuations for the Cabinet Office's Land and Buildings, which have been audited by the National Audit Office, are contained in the Cabinet Office annual report and accounts 2013-14, available from the Libraries in the House and online at:</p><p><a href="https://www.gov.uk/government/publications/cabinet-office-annual-report-and-accounts-2013-to-2014" target="_blank">https://www.gov.uk/government/publications/cabinet-office-annual-report-and-accounts-2013-to-2014</a></p><p> </p>

star this property answer text <p>The Cyber Essentials scheme sets out the basic technical controls which all organisations relying on the internet should have in place to prevent common online attacks. The scheme is designed to be low-cost and suitable for implementation by organisations of all sizes, in all sectors. The Government has offered a range of support and advice since the launch of the scheme in 2014, including:</p><p> </p><ul><li>The Innovation Vouchers Scheme in 2015 and 2016 which offered small and medium-sized enterprises up to £5,000 to improve their cyber security, including adopting Cyber Essentials; <br></li><li>The Cyber Essentials website which offers clear information on how the scheme works and how to adopt it, and a self-assessment tool to help organisations understand the scheme; <br></li><li>The Cyber Aware (formerly Cyber Streetwise) campaign which targets small businesses with information and advice about Cyber Essentials; and <br></li><li>A range of other marketing activity, regional events and industry engagement activities.</li></ul><p> </p><p>The new National Cyber Security Centre, part of the Government’s five-year £1.9 billion National Cyber Security Strategy, will engage closely with small businesses to offer support and advice, including support for the adoption of Cyber Essentials. The Government also works closely with industry to ensure Cyber Essentials is embedded in the advice industry partners, such as trade associations, offer to their members.</p>

star this property answer text <p>The Cyber Essentials scheme sets out the basic technical controls which all organisations relying on the internet should have in place to prevent common online attacks. The scheme does not require organisations certified under the scheme to use third parties which are also compliant with the scheme, though this is something the Government would recommend where appropriate.</p><p> </p><p>The Government itself requires its suppliers to hold a Cyber Essentials certificate where contracts involve the handling of sensitive data, such as personal and financial information, or the provision of certain ICT products and services. The recently published National Cyber Security Strategy set out a success measure that all Government suppliers will meet appropriate cyber security standards by 2021.</p><p> </p><p>In addition, the Government is working with industry to ensure businesses encourage the firms in their supply chains to adopt Cyber Essentials where necessary and appropriate; for example, organisations could work with their supply chains and discuss the best way to add resilience to the end-to-end delivery of a product or service, which could include a third party adopting Cyber Essentials.</p><p> </p>

As part of the regular reviews of all cyber security standards, the Government considers whether Cyber Essentials needs to be updated to reflect other risks. The scheme requires up-to-date malware protection software to be installed on all internet-connected computers: this is designed to detect and disable the malicious software which an organisation might be exposed to via phishing attacks, and prevent users making connections to malicious websites on the internet.</p><p> </p><p>Cyber Essentials is a technical scheme and staff awareness training is therefore out of scope; however other pieces of guidance from the Government do recommend this. For example, the ‘10 Steps to Cyber Security’, the Government’s key piece of advice for organisations on managing cyber risk, sets out the importance of user education and awareness.</p><p> </p><p>The Government offers a range of free online cyber security training programmes at https://www.gov.uk/government/collections/cyber-security-training-for-business. In addition, the National Cyber Security Centre recently published a blog about phishing and user training, which explains that phishing is best tackled by implementing good technical defences and combining these with reasonable levels of user awareness, education and training: https://www.ncsc.gov.uk/blog-post/im-gonna-stop-you-little-phishie</p>

star this property answer text <p>The Government keeps the material relating to cyber security standards for which it is responsible - such as the Cyber Essentials scheme - under regular review and updates it as and when required.</p><p> </p><p>For example, following industry and customer feedback, the requirements for the Cyber Essentials scheme were recently updated and can be found at:</p><p>https://www.ncsc.gov.uk/information/requirements-it-infrastructure-cyber-essentials-scheme</p><p> </p><p>The vast majority of technical standards are owned and driven by industry, for example the ISO 27001 range of standards on cyber security. These standards are usually global in nature, and governments are part of the debate amongst many industry voices when it comes to reviewing and/or amending a given standard.</p> more like this

star this property answer text <p>A configuration error in the Pervade Software platform used by an external third party led to system logs containing 801 email addresses, user names, company name, and IP addresses from 800 companies, including assessors of and applicants to the Cyber Essentials scheme, being exposed. There has been no evidence to suggest this data was extracted. The Cyber Essential Scheme's operation has not been adversely affected. In addition, the Government has received regular updates from Equifax. The National Cyber Security Centre (NCSC), the National Crime Agency, the Financial Conduct Authority and the Information Commissioner’s Office are assessing the impact on UK consumers and are discussing the scope of the company’s consumer notifications.</p> more like this

Equifax Ltd is a separate legal entity registered in the UK. The systems and platforms used in the UK by Equifax Ltd are entirely separated from those impacted by the cyber security incident in the US and were not affected.</p> more like this

star this property answer text <p>I refer the Hon member to my answer to PQ 108123. The email was sent by IASME - not by the Government. IASME own the content of that communication. It was reported in the media that the email contained the following information:</p><p> </p><p>&quot;We would like to make you aware that, due to a configuration error in the Pervade Software platform we use for Cyber Essentials assessments, the email address you used to apply for an assessment and your company name may have been released to a third party...&quot;</p><p> </p><p>&quot;We would like to make it clear that the security of the assessment platform has not been compromised. Your account, the answers you provided in the assessment and the report you received are secure. No information other than your email address and your company name was accessible to the third party.&quot;</p><p> </p><p>&quot;An unknown person accessed a list of email addresses in a log file generated by the Pervade assessment platform and your email address, company name and the IP address of the Certification Body was on that list. No other information was accessed. The other information on the assessment portal itself was not affected in any way and no-one has accessed the system, your account, the answers you provided or the report you received. This log file became accessible through a configuration error on the part of one of the Pervade systems engineers. Pervade have taken immediate steps to address the error and have resolved the issue.&quot;</p>

star this property answer text <p>The Government's Internet Safety Strategy Green Paper sets out our expectation for social media and technology companies to protect young users from online harms. Measures include a social media Code of Practice, to address conduct that is bullying or insulting to users, or other behaviour that is likely to intimidate or humiliate.</p><p> </p><p>The Strategy also outlines the crucial role that education plays in raising the level of users' safety online. DCMS and DfE will ensure new compulsory subjects in England, Relationships Education, Relationships and Sex Education, and Personal, Social, Health, Economic education (if taken forward), address the challenges experienced by young people online. Parents, carers and teachers should be empowered to engage with young people on online issues and we are consulting on support Government can offer.</p><p> </p><p>Since September 2016 the Department for Education has provided £1.6 million to four anti-bullying organisations to support schools over two years. The Government Equalities Office has also funded anti-cyberbullying and online safety resources available to schools through the UK Safer Internet Centre.</p>

star this property answer text <p>This was not a breach of any Government data, but a configuration error in the Pervade Software platform used by an external third party, which led to system logs from companies, including assessors of and applicants to the Cyber Essentials scheme, being exposed. There is no evidence to suggest data was extracted. Cyber Essentials is an excellent scheme and an important part of our national response to cyber threats.</p><p> </p><p> </p><p>The National Cyber Security Centre has ensured the relevant third parties have taken appropriate action in response. The scheme’s Accreditation Bodies are required to take appropriate security measures through contractual obligations relating to the storage of data, including using the latest version of anti-virus software. Following the incident, an independent security audit was conducted on the Pervade software, which resulted in the implementation of a number of minor recommendations. The software is regularly penetration tested.</p> more like this
