	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>We agree that where there are complex delivery and co-ordination challenges, development corporations can be the right vehicles to drive forward high-quality new communities at scale.</p><p>That is why we passed regulations in July 2018 to enable the creation of locally-led New Town Development Corporations, overseen not by the Secretary of State as was previously the case, but by local authorities.In addition, at Autumn Budget 2018, we announced that we would launch a consultation on the legislative framework for development corporations – to ensure they have the powers they need to deliver. I have written to my counterparts in all the other devolved nations, including the Permanent Secretary of Northern Ireland, inviting them to meet to discuss this issue at the earliest opportunity. In February we launched a new national adult social care recruitment campaign ‘Every Day is Different’, and we fund Skills for Care to support the sector with recruitment, retention, and workforce development.</p><p>The Government will publish a Social Care Green Paper, at the earliest opportunity, setting out proposals for reform to ensure the social care system is sustainable for the future. 	answer	answer is ministerial correction date of answer 12/06/2019 answer text <p>As stated in the Government’s response to the Transport Select Committee report on the Thameslink rolling stock procurement, bidders for Crossrail rolling stock were required to establish an appropriate local presence to manage the delivery of the contract and to specify from where each element of the contract will be sourced. The Crossrail contract was subsequently awarded to Bombardier Transportation based in Derby.</p><p> </p><p>The procurement of the new HS2 Phase One fleet is being undertaken by HS2 Ltd in accordance with the Utilities Contract Regulations 2016. The regulations require all tenderers be treated equally on a non-discriminatory basis. This means that HS2 cannot mandate that the design and manufacture of the new fleet should be undertaken in the UK. All parties invited to tender are required to make clear in their proposals how the manufacture and maintenance of the rolling stock will add value to the UK economy.</p><p> </p><p>The Government welcomes the investment in the UK through the awarding of rolling stock contracts to UK based manufacturers.
