star this property answer text <p>Proposals are being developed to extend the definition of a ‘position of trust’ in the Sexual Offences Act 2003, to bring into that definition sports coaches who hold a position of trust in relation to a child aged 16 or 17 under their care. I also met the IBVTA on 12 March 2018 to discuss United Kingdom vaping and regulations.</p><p> </p><p>The Department does not collect data on discussions with the vaping industry from other Government Departments.</p> more like this

star this property answer text <p>The United Kingdom Government is a signatory to the World Health Organization’s Framework Convention on Tobacco Control (WHO FCTC), Article 5.3 of which commits Parties to protect public health policies with respect to tobacco control from commercial and other vested interests of the tobacco industry. The Government and local authorities take very seriously their obligations under the WHO FCTC, including the commitment under Article 5.3. The Government has endorsed the Local Government Declaration on Tobacco Control, which was launched in 2013.</p> more like this

star this property answer text <p>The Government is clear that physical education (PE) and school sport is important because it teaches pupils the importance of developing healthy habits from an early age that can have positive impacts on pupil health, mental wellbeing, character and childhood obesity. The first ever Active Lives Children and Young People Survey published by Sport England on 6 December showed that around 3 million children (43.3%) achieved at least an average of 60 minutes of physical activity a day, over the week. The survey report is attached.</p><p> </p><p>Through both chapters of the Childhood Obesity Plan, the Government is supporting the delivery of the UK Chief Medical Officers’ guidelines that every child and young person aged 5 to 18 should get at least 60 minutes of moderate to vigorous intensity physical activity a day. Chapter 2 of the plan promotes a national ambition for every primary school to adopt an active mile initiative, such as the Daily Mile, supported by £1.5 million investment recently announced by Sport England.</p><p> </p><p>Since 2013, through the primary PE and sport premium the Government has invested over £1 billion of ring-fenced funding to primary schools to improve PE and sport. A further £100 million of revenue generated from the soft drinks industry levy has been used for the Healthy Pupils Capital Fund in 2018-19, which improves children’s access to facilities for physical activity.</p><p> </p><p>In October the Government announced a new School Sport and Activity Action Plan to be published in spring 2019 which will help get more young people active and enjoying the benefits of sport.</p>

star this property answer text <p>The United Kingdom Tobacco and Related Products Regulations 2016 (TRPR) covers the regulation of e-cigarettes transposed from the European Union’s Tobacco Products Directive. Regulation 38 of the TRPR covers product presentation requirements and defines what can be written on a unit packet and any container pack of the electronic cigarette or refill container. Products may not for example suggest that a particular electronic cigarette or refill container is less harmful than other electronic cigarettes or refill containers; has vitalising, energising, healing, rejuvenating, natural or organic properties; or has other health or lifestyle benefits. These regulations also prohibit price reductions.</p><p> </p><p>The Advertising Standards Authority (ASA) is responsible for monitoring the marketing and advertising of non-broadcast communications for electronic cigarettes. Section 22 of the ASA Committee of Advertising Practice Code concerns the regulation of marketing communications for electronic cigarettes. The code does not allow for medicinal claims but provides advice on how health claims can be made for marketing purposes that are not restricted by regulation.</p><p> </p><p>The Government has made a commitment to review the TRPR by May 2021 to consider its regulatory impact. In addition, as announced in the Tobacco Control Plan the Government will review where the UK’s exit from the EU offers us opportunities to re-appraise current regulation to ensure this continues to protect the nation’s health.</p>
