unstar this property answer text <p>In the financial year 2024-25 social housing tenants will face 52 weekly rent payment days so Universal Credit will make provision for the exact amount of their liability.</p><p> </p><p>Universal Credit always converts weekly amounts to monthly sums using 52 weeks. This may lead to a slight advantage to the claimant when converting weekly incomes and to a slight disadvantage when dealing with outgoings. The system is used because it is simple to operate and understand. The department has considered alternative options for those with weekly tenancies, but each have their own limitations and disadvantages for claimants and so there are no plans to change.</p><p> </p><p>The legitimacy of this calculation formula in Universal Credit was confirmed by the High Court in 2020 who found it to be neither irrational or discriminatory.</p><p> </p><p>Discretionary Housing Payments can be paid to those entitled to Housing Benefit or the housing element of Universal Credit who face a shortfall in meeting their housing costs. Since 2011, the government has provided nearly £1.7 billion in Discretionary Housing Payments to local authorities.</p>

The new Secretary of State has however decided to look again at how best to secure the benefits of food waste reporting, including mandatory measures for large businesses. unstar this property answer text <p>The carbon intensity of newly registered passenger vehicles is measured in grams of CO2 emitted per kilometre driven. The last three years of data held on the fleet wide average CO2 emissions of newly registered petrol and diesel cars in the UK shows an increase over time. Excluding zero emission vehicle registrations, the provisional average for new petrol cars only in 2020 was 140.0 grams of CO2 per kilometre, 143.3 grams of CO2 per kilometre in 2021 and 143.0 grams of CO2 per kilometre in 2022. The provisional average for new diesel cars only in 2020 was 153.8 grams of CO2 per kilometre, 161.0 grams of CO2 per kilometre in 2021 and 164.0 grams of CO2 per kilometre in 2022. When considering the overall fleet of new cars, including zero emission, the average CO2 intensity has decreased over the last three years. The provisional average for 2020 was 126.6 grams of CO2 per kilometre, 118.5 grams of CO2 per kilometre in 2021 and 110.8g grams of CO2 per kilometre in 2022. unstar this property answer text <p>We are in the process of reviewing the GB F-gas Regulation, with the view to further reducing use and emissions of F-gases to contribute to achieving Net Zero. We undertook a comprehensive review of the GB F-gas Regulation and published an assessment report in December 2022. This included a forecast of continued demand for hydrofluorocarbons (HFCs) and a review of the availability of technically feasible and cost-effective alternatives.</p><p> </p><p>We have since been developing policy options for changes to the GB F-gas Regulation. Alongside this policy development, we have continued to update our analysis and modelling to reflect the best available evidence on the availability of F-gases. We intend to go out to consultation on our proposals in due course.</p> more like this

These provide data on the number and rate of hospital admissions for liver disease in England and local areas. The profiles currently include hospital admissions data up to the financial year ending 31 March 2022.</p><p>In the financial year ending 2022, there were 82,290 hospital admissions in England due to liver disease. The profiles do not include the proportion of all hospital admissions that are due to liver disease. Data on hospital admissions is updated regularly in the profiles, and data for the financial year ending 2023 will be published this summer.</p> more like this

Since then, significant progress has been made with over a third of these commitments having been delivered or exceeded within three years. For example, the Zero Emission Vehicle (ZEV) mandate entered into force in January 2024 - the world’s most ambitious national level regulation of its kind. unstar this property answer text <p>As part of the Review of Electricity Market Arrangements (REMA) programme, the Government is considering a range of potential options to shield consumers from the impacts of potential future commodity price spikes and to ensure they benefit from renewables. The Government plans to publish a second REMA consultation in early 2024.</p><p> </p><p>The CfD scheme already insulates consumers against electricity price spikes. unstar this property answer text <p>Prepayment meters can continue to play a role in the market, however it is important that the rules around their use are sufficient to protect consumers and are properly enforced. Involuntary installations should only ever be a last resort for managing customer debts.</p><p> </p><p>Ofgem implemented new rules regarding the involuntary installation of prepayment meters on 8th November and suppliers must refrain from all involuntary installations for high-risk customers. The Government will continue to work closely with Ofgem and industry to see that the new rules lead to positive changes for consumers and won't hesitate to intervene again if necessary.</p> more like this

For these schemes the Government does not hold data on whether the property is leasehold or freehold. For the Energy Company Obligation, grants are not given to individual households as energy companies are obligated to install measures.</p><p> </p><p>For the Boiler Upgrade scheme where grants go directly to households, the Government also does not collect information about the leasehold or freehold status of a property owner that applies for the grant.</p> more like this

unstar this property answer text <p>The Bus Open Data Service (BODS) ensures national bus timetables, fares, and live bus locations are provided from one open-source platform. Relevant legislation requires that this data be published by operators to improve services and passenger experiences through the availability of real-time journey planning information from online providers such as Google.</p><p>The Department encourages the development of third-party applications and services that utilise the published data. Developers can create mobile apps, websites and tools that utilise bus data to offer passengers real-time information, route planning and more. This supports local passenger journeys by providing passengers with the tools and information needed to plan trips effectively, reducing information gaps and enhancing passenger satisfaction.</p><p>The Department has amended the BODS data standards profile to accommodate demand responsive bus travel. We are also currently working with bus operators, their agents and technology providers to support product development and data submission, through webinars and other forms of engagement.</p><p> </p>

unstar this property answer text <p>Music Hubs have a vital role in ensuring pupils across the country can access high quality music education. I value the many achievements that the existing Music Hub network has made since 2012. As part of the Music Hubs Investment Programme, including the re-competition of Music Hub Lead Organisations which is currently taking place, Arts Council England informed potential bidders on 15 June 2023 that the Department is providing a core revenue grant totalling around £76 million from September 2024 for academic year 2024/25, alongside a new capital grant totalling £25 million. There are no plans to change the revenue grant to reflect teacher pension scheme costs, and any subsequent changes to the grant from 2025/26 onwards is subject to the next spending review.</p><p>The grant funding has consistently provided, on average, around 40% of a hubs total income and music hubs have been using this to leverage other income streams over the lifespan of the programme, this will also be the case for the new programme from September 2024. As set out in the investment programme, organisations applying to become lead organisations will need to evidence how at least 50% of a hub’s total income should come from sources other than the revenue grant provided by the Department by the end of the current funding period.</p>

unstar this property answer text <p>On 24 January 2023, we announced our plan to publish the Major Conditions Strategy. The Strategy will focus on six major groups of conditions, including musculoskeletal (MSK) disorders such as osteoporosis.</p><p>We have now published our initial report ‘Major Conditions Strategy: Case for change and our strategic framework’. It sets out what we have learned so far, and shares what we plan to focus on next to develop the final strategy.</p><p>For MSK conditions, it sets out that we will look to aim to improve services where medical treatment is necessary. Together with NHS England, we will explore supporting the further provision of fracture liaison services. This could include identifying people at risk of further osteoporotic fragility fracture and implementing strategies to reduce the risk of future fracture, including falls, and mortality.</p> more like this

However, the government recognises the importance of boosting people’s health for their own benefit, as well as for the wider labour market and the Exchequer.</p><p> </p><p>At the Spring Budget, the Chancellor announced a range of measures to support improved population health outcomes and increase the employment rate and hours worked among those with a health condition or disability. For musculoskeletal (MSK) conditions in particular, this included scaling up MSK hubs in the community and ensuring digital resources such as apps for management of mental health and MSK conditions are readily available.</p> more like this

In addition to their core funding, local authorities can also use other funding to support net zero, such as UK growth funding and grant funds for specific programmes.</p><p> </p><p>Furthermore, DESNZ funds the Local Net Zero Hubs Programme which supports local authorities to develop net zero projects and attract commercial investment.</p><p> </p><p>The Government has also established the UK Infrastructure Bank with an initial £12 billion of capital for the twin goals of tackling climate change and levelling up. The National Institute for Health and Care Excellence (NICE) reviewed its guidelines portfolio in May 2023 to identify topics that it thinks will add the most value to the health and care system, considering key factors such as clinical benefit, cost effectiveness, the potential to increase productivity and support workforce issues and the potential to address health inequalities. As a result, NICE identified several topics, including the guidance on haemochromatosis, where work will stop for the time being to allow focus on key priorities. NICE consulted on the scope for the guideline on haemochromatosis in January 2023 but has not published the final scope.</p><p>These topics will be reconsidered by NICE’s new Prioritisation Board that is being established by its Chief Medical Officer, and as work to establish the prioritisation board progresses, more information on timescales will become available. NICE will make further information available on its website once topics have been reprioritised.</p>

unstar this property answer text <p>Defra and DESNZ officials continue to work closely to coordinate anaerobic digestion (AD) policy, working with ministers where required.</p><p> </p><p>The Green Gas Support Scheme (GGSS) launched in 2021, provides tariff-support for biomethane produced via AD and injected into the gas grid. Under the GGSS, at least 50% of all biomethane (by energy content) must be produced using waste or residue feedstocks. In line with scheme guidance, AD site operators should ensure that the waste hierarchy has been applied and alternative markets have been considered before using any waste feedstocks for AD. DEFRA will continue to work closely with other government departments to deliver the best environmental policy outcomes which align with the food surplus and waste hierarchy.</p> more like this
