	answer	answer is ministerial correction date of answer 14/02/2019 answer text <p>The Department for Education has made no recent assessments of the impact of child protection procedures on families affected by myalgic encephalomyelitis.</p><p>Local authorities must undertake enquiries if they believe a child has suffered or is likely to suffer significant harm and decide if any action must be taken under section 47 of the Children Act 1989. Working Together to Safeguard Children (2018) sets out the parameters and principles of high quality child protection assessments and procedures. The local authority is under a duty to safeguard and promote the child’s welfare and child protection decisions are based on the professional judgement of social workers and the circumstances of the individual child. All individuals detained also have ready access to medical professionals and health care, including mental health services. In all cases, detention is kept under regular review to ensure that it is necessary, appropriate and takes into account the welfare of those detained.</p><p>The Home Office has published guidelines on acceptable room capacity in immigration removal centres, which build on requirements set out in secondary legislation. 	answer	answer is ministerial correction date of answer 17/10/2018 answer text <p>Classification of diseases and disorders is achieved through international clinical and scientific consensus.</p><p> </p><p>The current version of the World Health Organization’s International Classification of Diseases (ICD10) includes fibromyalgia under ‘Diseases of the musculoskeletal system and connective tissue’ in the category ‘Other soft tissue disorders, not elsewhere classified’. ICD-11, which will be presented at the World Health Assembly in May 2019 for adoption by member states, includes fibromyalgia under ‘General symptoms, signs or clinical findings’ in the category of ‘chronic widespread pain’.</p><p> </p><p>The Department’s National Institute for Health Research (NIHR) welcomes funding applications for research into any aspect of human health, including fibromyalgia. It is not usual practice to ring-fence funds for particular topics or conditions; applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality. NIHR support for fibromyalgia research over the last five years includes £1.8 million funding for research projects and £0.6 million funding for clinical trials through the NIHR Clinical Research Network. The NIHR has also managed infrastructure supporting fibromyalgia research. The fall in starts has been greatest in Level 2 while we have seen the numbers of starts on higher level standards (Level 4 and above) rise by 12.5 per cent so far this year.</p><p> </p><p>Starts on new better quality apprenticeships standards have increased rapidly. Over 40 per cent of individuals completing an apprenticeship are now starting on standards, compared to just 2.5 per cent this time last year. Higher quality training leads to increased productivity, at every level.</p><p> </p><p>The department is working with employers to make sure that they can take advantage of apprenticeships. We have already extended the amount of time employers have to spend their levy (from 18 to 24 months), and have introduced transfers, to allow employers to transfer up to 10 per cent of their annual value of levy funds to other employers and recently announced that the cap on the number of employers to whom transfers can be made has been lifted.</p><p> </p><p>The Institute for Apprenticeships has introduced its Faster and Better campaign to speed up and simplify the approval of standards development: <a href="https://www.instituteforapprenticeships.org/about/faster-and-better/" target="_blank">https://www.instituteforapprenticeships.org/about/faster-and-better/</a>. 50 standards have been approved in the last three months (April-June 2018). Over 300 standards are already approved, in all sectors of the economy - with more on the way. The parents of children of compulsory school age are responsible for ensuring that they receive an efficient full-time education suitable to the child’s age, ability, aptitudes and any special educational needs. The government has made it clear that it believes that the majority of parents undertake this task successfully and with enthusiasm. When the home education being provided is not suitable, the local authority has power to intervene. The existing framework for intervention by local authorities is currently under review. 	answer	answer is ministerial correction date of answer 06/07/2018 answer text <p>The Medicines and Health products Regulatory Agency (MHRA), the Government body responsible for the safety and licensing of medicines in the United Kingdom, is not aware of any legal loopholes for the supply of human unlicensed medicinal products.</p><p> </p><p>Before a human medicine can be marketed or sold in the UK, a number of licences are required. The product itself must have a licence called a ‘marketing authorisation’ unless an exemption applies.</p><p> </p><p>UK medicines legislation contains a provision for the supply of an unlicensed medicine (commonly known as ‘specials’) which is provided for by way of an exemption from the requirement for a marketing authorisation. In the interests of public health this exemption is narrowly drawn because these products, unlike products holding a marketing authorisation, will not have been assessed and approved against the criteria of safety, quality and efficacy in the UK.</p><p> </p><p>Unlicensed medicines can be manufactured in the UK under European Union good manufacturing practice or imported into the UK by the holder of an appropriate licence issued by the MHRA.</p><p> </p><p>Notifications prior to importation of unlicensed medicines are required and are assessed by the MHRA and objections may be raised where there are prohibitive safety or quality concerns. Legal aid continues to be available in the highest priority cases – for example, when an individual’s life or liberty is at stake, when someone faces the loss of their home, in domestic violence cases, or when children may be taken into care – subject to an applicant passing the test of means and merits. In the Crown Court, over 99% of applications for legally-aided representation are granted.</p><p> </p><p>As part of the evidence gathering phase of the Post-Implementation Review of the Legal Aid, Sentencing and Punishment of Offenders Act 2012, we are gathering evidence on people’s ability to access legal support to resolve their legal issues. The Department works with a range of stakeholders on suicide prevention, including voluntary and charitable sector organisations, through the National Suicide Prevention Strategy Advisory Group. Sentencing is a matter for our independent judiciary but anyone who continues to carry a knife in public can expect to face a custodial sentence.</p><p> </p><p>In 2015, Parliament agreed a minimum custodial sentence for a second or subsequent conviction for possession of a bladed article or offensive weapon. For adults, this is a minimum sentence of 6 months’ imprisonment whilst for 16 and 17 year olds the Act created a minimum custodial sentence of a 4 month Detention and Training Order (DTO). The requirements for the granting of an AOC are set out in legislation, and are concerned with an operator’s ability to fulfil their responsibilities for safety. This approval process is not designed to take into account the environmental effect of individual flights. It would not be possible to take the views of affected residents into account because the AOC is not based on specific flying routes. 	answer	answer is ministerial correction date of answer 06/06/2018 answer text <p>There are already furs that cannot be imported onto the UK, including cat and dog fur and products, and seal skins and products from commercial hunts.</p><p>The Treaty on the Functioning of the EU (TFEU) places restrictions on the introduction of measures that impair the free movement of goods within the EU market.</p><p>Where there are EU harmonising measures relevant to the movement of fur – including the Animal By-Products Regulation in respect of untreated fur and the Seal Products Regulation – any derogation from those in the form of a national restriction would need to meet the requirements of Article 114 TFEU or any specific safeguard measure included in the harmonising legislation.
