	answer	answer is ministerial correction date of answer 17/01/2022 answer text <p>The Energy Company Obligation Scheme has been in place since January 2013 and has delivered around 3.3 million improvements in 2.3 million homes up to the end of October 2021.</p><p> </p><p>To date, the Energy Company Obligation Scheme has delivered £6.6 billion in Lifetime Bill Savings up to the end of October 2021 and an estimated lifetime energy saving of 211,300 Gigawatt Hours.</p><p> </p><p>Since the Energy Company Obligation Scheme began in 2013, the average energy efficiency rating in England has increased from 59, to 66 in 2020. During that same period, 2012-2019, the number of fuel poor households in England fell from 4.4million to 3.2million.</p><p> </p><p>In September 2019, the Department appointed Kantar to undertake a scheme evaluation, reporting in late 2022. The initial findings of the evaluation show that overall, more than half of households surveyed (57%) said they had benefitted a fair amount or a great deal from having the energy saving measures installed. 	answer	answer is ministerial correction date of answer 22/10/2020 answer text <p>In September 2018, six members of the Lima Group (Argentina, Canada, Colombia, Chile, Paraguay and Peru) referred the situation in Venezuela and possible commission of crimes against humanity there to the International Criminal Court (ICC). On 27 September 2019, the Foreign Secretary announced the UK's support for the Lima Group's referral.</p><p>The Court has yet to conclude the Preliminary Examination into the situation in Venezuela. The Office of the Prosecutor (OTP) is carrying out a Preliminary Examination to determine whether the situation meets the legal criteria established by the Rome Statute to warrant investigation by the OTP. The OTP will provide an update on the Preliminary Examination in December in its annual report on Preliminary Examination Activities. We look forward to hearing about the progress the OTP has made. It would not be appropriate for the UK to comment further at this stage. 	answer	answer is ministerial correction date of answer 09/01/2023 answer text <p>The safety and welfare of all those in our care is of the utmost importance and we accept nothing but the highest standards from those companies employed to provide detention and escorting services on our behalf.</p><p>Individuals detained in the immigration detention estate must be treated in accordance with the Detention Centre Rules 2001, the operating standards for IRCs and Detention Services Orders. Service providers for IRCs are contractually required to comply with all relevant UK legislation.</p><p>Immigration removal centres (IRC) suppliers are required to provide a safe and secure environment for detained individuals in their care and the conditions and facilities at all immigration detention facilities are kept under regular review.</p><p>IRCs are subject to statutory oversight by His Majesty’s Chief Inspector of Prisons and by Independent Monitoring Boards who are both members of the National Preventative Mechanism comprising a group of independent bodies which monitor the treatment of and conditions for detained individuals. This contributes to the UK’s response to its international obligations under the Optional Protocol to the UN Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT).</p><p>The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) visited the UK from 25 to 28 November 2022 and met the Minister for Immigration and senior officials.
