<p>The Health and Care Bill will introduce a new duty for the Care Quality Commission to review and make an assessment of how local authorities are undertaking their adult social care duties to drive quality and outcomes for people across England. The assessment function is in the early stage of development and the Department will work with a wide range of stakeholders across the sector to inform detailed system design and practice.</p>
