unstar this property answer text <p>​We worked hard with international partners to secure a strong resolution to help the situation on the ground in Yemen. The resolution includes a commitment to increase the number of international human rights experts in the Yemen Office of the High Commissioner for Human Rights (OHCHR) operation, making clear the independent mandate for OHCHR to conduct their own investigations. The resolution also maintains the technical cooperation programme for OHCHR to strengthen the National Commission in Yemen, which we believe will make a difference on the ground. We look forward to reports from the OHCHR next year.</p> more like this

unstar this property answer text <p>The UK has encouraged Saudi Arabia to investigate allegations of breaches of International Humanitarian Law.</p><p>The Saudi Arabian Government announced on 29 February that they are forming an independent committee to examine military activity in civilian areas in order to minimise possible civilian casualties; assess the Coalition’s rules of engagement; assess accidents, verification and targeting procedures and advise how they can be improved; and provide a clear, full and objective report for each investigation made including conclusions, lessons learnt and recommendations for future actions.</p><p>We monitor the situation closely and we welcome any further information non-governmental organisations can provide to supplement the range of information we consider from a variety of sources.</p> more like this

unstar this property answer text <p>Saudi Arabia has publicly stated that it is investigating reports of alleged violations of International Humanitarian Law (IHL), and that any lessons learned will be acted upon. It is for every party to a conflict to assess the concrete military advantage it is seeking to achieve against other factors, which include any incidental harm to civilians or damage to civilian objects, which would be excessive in relation to that military advantage</p><p>The UK welcomes the release by the Coalition's Joint Incidents Assessment Team (JIAT) of the outcome of an initial investigation into reports of an airstrike hitting a funeral hall in the Yemeni capital Sana'a on 8 October. Our consideration of the reports will be used to contribute to our overall view on the approach and attitude of Saudi Arabia to IHL, as part of all the information available to us. This, in turn, informs the risk assessment made against the Consolidated Criteria.</p><p>We continue to monitor the situation closely, seeking further information where appropriate. We welcome any further information Non-Government Organisations can provide.</p>

unstar this property answer text <p>The Ministry of Defence (MOD) monitors and analyses incidents of alleged International Humanitarian Law (IHL) violations using available information which in turn is used by the Foreign and Commonwealth Office (FCO) to form an overall view on the approach and attitude of Saudi Arabia to IHL. The FCO is not acting to determine whether a sovereign state has or has not acted in breach of IHL, but instead as Criterion 2(c) requires – acting to make an overall judgement.</p><p>It is important to make clear that neither the MOD nor the FCO reaches a conclusion as to whether or not an IHL violation has taken place in relation to each and every incident of potential concern that comes to its attention. This would simply not be possible in conflicts to which the UK is not a party, as is the case in Yemen.</p> more like this

unstar this property answer text <p>The UK Government takes its arms export responsibilities very seriously and operates one of the most robust arms export control regimes in the world. All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking account of all relevant factors at the time of the application.</p><p>A licence will not be issued, for any country, if to do so would be inconsistent with any provision of the mandatory Criteria, including where we assess there is a clear risk that it might be used in the commission of a serious violation of International Humanitarian Law. The Government is satisfied that extant licences for Saudi Arabia are compliant with the UK’s export licensing criteria.</p> more like this
