All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking account of all relevant factors at the time of the application.</p><p>A licence will not be issued, for any country, if to do so would be inconsistent with any provision of the mandatory Criteria, including where we assess there is a clear risk that it might be used in the commission of a serious violation of International Humanitarian Law. 	answer	answer is ministerial correction date of answer 27/06/2016 answer text <p>Following the publication of the UN Commission of Inquiry on Human Rights in Eritrea, we remain concerned about human rights issues in the country. The Foreign and Commonwealth Office's latest Human Rights Report includes Eritrea in its list of 30 priority countries for the UK government and sets out the changes needed. We continue to press the government of Eritrea, including at ministerial level, to take concrete steps to improve its respect for human rights.</p><p>We welcome the recent increased engagement between Eritrea and the UN Office of High Commissioner for Human Rights, and Eritrea’s agreement to work with the United Nations Development Programme to implement the recommendations of the Universal Periodic Review on human rights. 	answer	answer is ministerial correction date of answer 16/06/2016 answer text <p>The UK, working with our international partners, is committed to working in partnership with the new Libyan government to take concrete action to tackle illegal migration through Libya. The Prime Minister has been clear on the need to do more to break the business model of the people smugglers. At the G7 Summit in Japan on 27 May, he announced that the UK will work to agree a plan to boost the capability of the Libyan coastguard to help stem the flow of illegal migration across the Mediterranean into Europe. Prime Minister Serraj wrote to EU High Representative for Foreign Affairs, Federica Mogherini, on 21 May requesting cooperation with the EU on the training of the Libyan coastguard. Once a detailed plan has been agreed with the Libyan authorities, the UK will send a training team to assist in its implementation, and as soon as the relevant permissions and UN Security Council Resolution are in place, we will deploy a naval vessel to the South Central Mediterranean to combat arms trafficking in the region. This includes UN sources, INGO reports, open sources such as social media, and our internal government sources which includes UK Defence Intelligence reports. This comes from government sources, foreign governments, the media and international non-governmental organisations. Saudi Arabia has publicly stated that it is investigating reports of alleged violations of IHL, and that lessons will be acted upon. The key test for our continued arms exports to Saudi Arabia in relation to IHL is whether there is a clear risk that those weapons might be used in a serious violation of IHL. 	answer	answer is ministerial correction date of answer 06/06/2016 answer text <p>I am deeply concerned by this report of the horrors and misery endured by ordinary Libyan civilians living under Daesh. I condemn their barbaric and appalling crimes in Sirte and elsewhere in Libya. It is vital that those responsible are held accountable. Political instability and conflict in Libya, after 40 years of Gaddafi misrule, created the conditions for Daesh to become established. Only an inclusive government will deliver the peace and stability that the Libyan people desire and deny the space for Daesh and other extremist groups to operate.</p><p>Our consistent policy has been to support a lasting and inclusive political agreement and the establishment of a Government of National Accord (GNA) as the best way to tackle the threat in the long term. Following the Libyan Political Agreement, signed in December 2015, we now have a GNA, and the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) visited Tripoli on 18 April to discuss how we could help the GNA bolster security and tackle Daesh.
