The UK has worked with the Government of Bahrain to encourage progress on human rights in areas which include focusing on building effective and accountable institutions, strengthening the rule of law and justice reform. All of our work aims to support these institutions to operate in line with international standards, including on human rights, through sharing UK expertise and experience. Any training provided by, or on behalf of, the UK Government complies with our domestic and international human rights obligations and internal government guidance. 	answer	answer is ministerial correction date of answer 12/10/2017 answer text <p>The National Institute for Heath and Care Excellence (NICE) guideline on the assessment and treatment of people with fertility problems provides evidence based best practice guidance for clinicians. There is, therefore, no need for clinical commissioning groups (CCGs) to undertake their own evidence reviews. It is the Government's policy that CCGs should have regard to the NICE guideline when commissioning fertility services for which they are responsible. The then Parliamentary Under Secretary of State (Nicola Blackwood) wrote to the Medical Director of NHS England on 25 May 2017 asking that NHS England re-emphasise to all involved in commissioning fertility services that they should have regard to the NICE guideline as it currently stands.</p><p> </p><p>NHS England and the Human Fertilisation and Embryology Authority (HFEA), together with professional and stakeholder groups, are working together to see how in vitro fertilisation commissioning could be improved. One element of this is the ongoing work to develop a benchmark price that the National Health Service pays for infertility treatments. With support from the Department, NHS England and the Association of Directors of Social Services will undertake a series of visits to clinical commissioning groups (CCGs) to gather information that can be shared between areas that have arrangements in place to meet National Institute for Health and Care Excellence (NICE) Quality Standard 51 Autism: support for commissioning, and those that do not, with the aim of supporting more consistent provision. These NICE guidelines already recommend that there should be a maximum of three months between a referral and a first appointment for a diagnostic assessment for autism. We expect the National Health Service to be working towards meeting the recommendations.</p><p>NHS England has also been working with the Health and Social Care Information Centre to develop the Mental Health Minimum Data Set. This will include provision for the diagnosis of autism to be recorded. This mandatory data set will, for the first time, provide data about diagnosis rates. The data will be published and available for everyone to use to support and develop services. NHS England has a commitment, over the next five years, to improve waiting times and this data will be invaluable for this. Information on average waiting times for autistic diagnosis in each clinical commissioning group area is not collected centrally.</p><p>The Department issued new statutory guidance in March this year for local authorities and NHS organisations to support the continued implementation of the 2010 Autism Strategy, as refreshed by its 2014 Think Autism update. This guidance sets out what people seeking an autism diagnosis can expect from local authorities and NHS bodies including general practitioners.</p><p>We are due to consult on how we set the mandate to NHS England prior to publication of the mandate itself. The group’s remit includes people and skills; research and grants; intellectual property; regulation and trade, manufacturing and supply - to organisations including the National Health Service.</p><p> </p><p>Regarding potential transposition of any changes in EU law, the general approach taken in the European Union (Withdrawal) Bill is that EU law which applies directly in the UK legal system immediately before exit will be converted into domestic law after exit. The purpose of the Bill is to provide a functioning statute book on the day we leave the EU, and it is designed to ensure that the United Kingdom exits the EU with certainty, continuity and control. After we leave the EU, Parliament will be free to change the law where it decides it is right to do so.</p><p> </p><p>In the negotiations the Government will discuss with the EU and Member States how best to continue to cooperate. We start from the position of having an aligned regulatory partnership and any changes should consider the impact on patient and public health. However, we appreciate that this is a negotiation, so we are prepared for all eventualities. The Charter was not intended to create new rights but rather to catalogue the rights that already existed in EU law. The European Union (Withdrawal) Bill sets out how this underlying law is being converted into UK law at the point we exit the EU. <br><br>Furthermore, the Charter is not the only source of fundamental rights. Many of the rights protected in the Charter are not only found in EU law but are protected in domestic law and other international instruments, such as the European Convention on Human Rights.</p><p>For example, the right to protection of personal data (Article 8 of the Charter) is based on provisions in the EU Treaties, the Data Protection Directive (due to be replaced by an EU Regulation) and the respect for private life in Article 8 of the European Convention on Human Rights (ECHR), which is given effect domestically by the Human Rights Act 1998.
