star this property answer text <p>The Ministry of Defence’s (MOD) Civilian Sickness Absence data has been published on the GOV.UK website since January 2016 and the latest available edition can be found at the following link:</p><p> </p><p>https://www.gov.uk/government/statistics/mod-civilian-sickness-absence-financial-year-201718.</p><p> </p><p>Data relating to the 12 month period to 31 March 2019 is due to be published on 13 June 2019.</p><p> </p><p>The MOD takes the health and wellbeing of its personnel very seriously. The Department’s Health and Wellbeing Strategy for all MOD employees, military and civilian, is designed to provide guidance to the chain of command and civilian line managers on how to manage the health needs, both mental and physical, of their people. The aim is to maximise the number of people fit to work, managing people back to work after a period of sickness, so that they are fit and able to meet the requirements of Defence outputs, including operational effectiveness. In 2017, the Department also launched its Defence People Mental Health and Wellbeing Strategy 2017–2022 with a four-step plan of implementation; promotion, prevention, detection and treatment.</p><p> </p><p>All civilian staff can access the Department’s Employee Wellbeing Service which offers emotional support and advice on life events as well as counselling services. In addition, the Speak Safe helpline provides a safe space to discuss issues relating to bullying, harassment and discrimination. The Department also has over 2,000 civilian and military Mental Health First Aiders, each of whom has completed a two-day course delivered in accordance with the requirements of Mental Health First Aid England (or equivalent).</p><p> </p><p>The MOD offers a range of flexibilities to enable a better work-life balance for civilian employees. star this property answer text <p>Her Majesty's Treasury has allocated over £4.2 billion of additional funding to Departments and the Devolved Administrations for EU exit preparations so far. star this property answer text <p>The Political Declaration on the future relationship between the European Union and the United Kingdom sets out the basis for our future cooperation as a third country. This includes providing the legal framework, in the form of a Framework Participation Agreement, for the UK to contribute to EU crisis management operations and missions, on a case-by-case basis and when in the mutual interests. Such a partnership must respect the sovereignty of the UK, the UK will maintain control over its defence policy and decision making.</p><p>In a No Deal scenario, the UK would withdraw from Common Security and Defence Policy missions and operations - both military and civilian, and associated personnel seconded to the EU institutions. The UK would continue to act through other multilateral fora, including through the UN and NATO.</p> more like this

star this property answer text <p>As the Prime Minister stated in Parliament on 22 October 2018 (Official Report, column 648), a Protocol has now been developed for the Sovereign Base Areas (SBAs), reflecting the constructive discussions between the UK, Republic of Cyprus and the EU. This will provide certainty for citizens, businesses and residents in the SBAs. We intend to maintain current arrangements for immigration checks for those entering the SBAs at the two crossing points from north Cyprus, which are recognised points of entry into the EU, and to ensure that no border controls are established between the SBAs in Akrotiri and Dhekelia and the Republic of Cyprus.</p> more like this

star this property answer text <p>While the future of Appledore is a matter for Babcock, the Ministry of Defence (MOD) has remained closely engaged with the company on this issue. Together with MOD officials, both the Secretary of State for Defence and I have met Babcock to explore potential options. This included bringing forward a potential £60 million package of work at Devonport, thereby providing additional work for Appledore workers. However, our discussions with Babcock established that this work would not be enough to secure the long-term future of the yard.</p><p>Regrettably, Babcock has now stated that it has reached a point where it can no longer sustain the cost of its operations at Appledore. This is clearly a concerning time for Appledore employees and their families and, while Babcock will offer all those affected other positions, the Government is standing by to provide any additional support.</p> more like this

However, since the result of the referendum, we have taken the responsible approach to work at pace to build a detailed understanding of how withdrawing from the EU will affect policies and services for a range of outcomes, including the unlikely scenario in which no mutually satisfactory agreement can be reached. Given the long lead-in times to implement some of our contingency measures, we can't wait until we see the final outcome of the negotiations to begin our preparations. But implementing the first stages of contingency plans now should not be interpreted as an expectation that talks with the EU will not be successful, but recognised instead as the actions of a responsible government determined to ensure a smooth exit under any eventuality.</p> more like this

star this property answer text <p>The European Union (Withdrawal) Bill will convert European Union law into UK law as it applies in the UK at the moment of exit. This will ensure that, wherever possible, the same rules and laws will apply the day after exit as they did before.</p><p>The Government is still making a detailed assessment of what corrections will be required to make that law function appropriately on exit day. The Government's current estimate is that we will need to make between 800 and 1,000 statutory instruments to make exit a reality in UK law.</p><p>The only EU-derived domestic legislation within the responsibility of the Ministry of Defence which will continue to have effect through clause 2 of the Bill and require to be amended under powers in that Bill are the Defence and Security Public Contracts Regulations 2011 (SI 2011/1848).</p> more like this

After each strike, we perform a detailed battle damage assessment which includes video evidence which is used to assess the success of the mission.</p><p>None of the allegations we have received so far have been found to contain any evidence that RAF airstrikes have caused civilian casualties. While no military operations come without risk, we take all steps necessary to minimise the risk of causing civilian casualties and avoidable damage to civilian infrastructure. All weapons employed by RAF aircraft are delivered in strict accordance with the Law of Armed Conflict and within rigorous Rules of Engagement.</p> more like this

star this property answer text <p>On 6 March 2017, at the Foreign Affairs Council (Defence), EU Member States agreed to establish the Military Planning and Conduct Capability (MPCC) for non-executive military missions only. The MPCC will be part of the existing EU Military Staff and its current Director General will also be the Director of the MPCC - there is no such post as EU Operations Commander in Brussels, these roles exist only in the field leading individual operations and missions. The UK has ensured that the MPCC to be set up is limited in size and scope, avoiding duplication with NATO and minimising costs. It will be for the remaining EU Member States to decide how the capability continues after we leave the EU.</p> more like this

star this property answer text <p>The Ministry of Defence (MOD) is aware of some reports of the mistreatment of civilians by Kurdish forces engaged in the liberation of Mosul. Both Prime Minister Abadi and Kurdish Regional President Barzani have been clear that International Humanitarian Law must be respected and that any allegations of violations will be investigated and those responsible held to account.</p><p>The MOD takes its role in upholding and promoting human rights very seriously. UK troops carrying out building partner capacity training in the Kurdish region of Iraq include International Humanitarian Law as an integral part of that training and the UK continues to lobby the Government of Iraq, Kurdish Regional Government and other authorities to respect International Humanitarian Law.</p> more like this

star this property answer text <p>Operations to free Mosul from Daesh rule are being led by the Iraqi security forces, with support from the Global Counter Daesh Coalition to which the UK is a key contributor. Following the announcement by Prime Minister Abadi of the successful liberation of Eastern Mosul, Iraqi forces are now preparing for operations to free the remainder of the city which are likely to start shortly.</p><p>This will continue to be a challenging fight which will take time and patience and, while it would not be appropriate to predict a precise end date, I am confident that Iraqi forces will succeed in the next stage of these operations, as they have to date.</p> more like this

star this property answer text <p>The Defence Academy of the United Kingdom provides two educational courses delivered in Burma to the Burmese Army; both comprehensively address human rights. The Managing Defence in the Wider Security Context and the Strategic Leadership Programme are educational courses that promote governance, transparency and accountability, ethics and international law. The courses have specific modules on international humanitarian law, sexual and gender based violence and child soldiers. The courses emphasise the primacy of democratic political oversight and the rule of international law through the majority of subject areas and thus human rights is addressed more thoroughly than in a single module. The forthcoming Managing Defence in the Wider Security Context programme to be delivered in Burma in the early part of this year includes a session specifically dedicated to human rights. UNHCR, UNICEF and UN Women have all contributed to the programmes delivered in Burma.</p> more like this
