While Afghanistan has made some progress, including the adoption of a presidential decree criminalizing child recruitment by Government security forces in 2015, significant efforts are needed to fully implement the Action Plan.

The UK welcomes the creation of six child protection units in recruitment centres and is encouraging Afghanistan to expand this to all provinces. In July 2015, as a result of extensive ministerial lobbying, Mr Tsege was moved from solitary detention by the National Intelligence and Security Service (NISS) to a Federal prison. Over the course of the past two and a half years Mr Tsege has received 13 consular visits. The most recent visit occurred on 15 December. Our Ambassador visited Mr Tsege to check on his welfare, discuss his legal access and pass on messages from his family.

The Foreign Secretary, my Rt Hon. The Secretary of State for International Development, my Rt Hon. We have serious concerns about the process by which Mr Andargachew Tsege was transferred from Yemen and his ongoing lack of access to a lawyer. The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) has raised Mr Tsege's case 21 times with his Ethiopian counterpart. I have also raised this case, most recently on 8 January. We continue to lobby for Mr Tsege to be granted access to a lawyer.
more like this

star this property answer text
We will this autumn complete an upgrading of the current system used in Carlisle for processing Export Health Certificates (EHCs). This upgrade will increase the volume that can be processed, as well as the system’s robustness and resilience. It will still rely on manual input and recruitment of people started in July. Stakeholder engagement is already underway. Guidance and training will be carried out before the end of 2018.

As a result we are confident that we will have the ability to process the increase in numbers of EHCs that may materialise.

We are also building a new digital system that will be more automated. This will be completed as close to March 2019 as possible. This will have the potential to be developed into a full e-certification system in time.

We have analysed the capacity of the veterinary market to respond to an increase in demand for export health certificates. Feedback from suppliers of certification services is that they are making preparations and that the market will meet the demand. Private suppliers have a regular pipeline of recruitment and can increase this relatively quickly.
