star this property answer text <p>The Government continues to provide financial support via Local Authorities for businesses that are required to close, or which are severely affected by the restrictions put in place to tackle Covid-19 and save lives.</p><p> </p><p>At the Budget, my Rt. Hon. Friend Mr Chancellor of the Exchequer further extended the Additional Restrictions Grant (ARG) scheme, providing top-up funding for Local Authorities to distribute to businesses. Final payments of the ARG must be made by 31 March 2022.</p><p> </p><p>Local Authorities were expected to pay eligible businesses the full allocation of the Local Restrictions Support Grant (LRSG) (Closed) as soon as possible after receipt of the funding. They must issue payments for the second round of the 2021 LRSG (Closed) by 30 June 2021. The first round of LRSG (Closed) payments, from 5 January, must be paid out by 30 April 2021.</p><p> </p><p>There are currently no plans to extend these deadlines.</p> more like this

star this property answer text <p>Local authorities have a legal duty to provide a comprehensive adoption service.</p><p>This specifically includes 'Assistance, including mediation services, in relation to arrangements for contact between an adoptive child and a natural parent, natural sibling, former guardian or a related person of the adoptive child.'</p><p>As set out in our ‘Adoption Strategy: achieving excellence everywhere’, the department will be working with Regional Adoption Agencies to develop and trial what good practice around contact looks like, with a view to setting national standards in this area. This will include working closely with birth parents and those with lived experience.</p> more like this

star this property answer text <p>The Adoption Support Fund was developed in recognition that children who have left the care system, through adoption or special guardianship orders, were not getting the therapeutic support necessary for them to attach to their new permanent parents and carers.</p><p>The law is very clear that children in foster care must have a care plan that sets out their needs and how their local authority will meet them. The care plan should include information about the child’s emotional and behavioural development, and how any emotional or behavioural difficulties are to be managed. It must also include what support should be available to the foster carer to meet the needs of the child.</p><p>From 2019 to 2021, the government have invested over £1 million to pilot high quality mental health assessments to maximise learning and inform changes needed to the mental health assessments of looked after children going forward.</p><p>The pilots generated considerable learning and we will be working closely with NHS England and the Department of Health and Social Care to ensure learning from the pilots is embedded in service delivery for looked after children moving forward, building on the commitment in the NHS Long-Term plan. The department aims to support pilot sites to embed and sustain the learning and good practice from the pilot within their local areas.</p>

star this property answer text <p>Statutory Maternity Pay (SMP) and Maternity Allowance (MA) are primarily health and safety provisions relating specifically to pregnancy, childbirth and breastfeeding. They provide a measure of financial security to help women who have worked during or close to their pregnancies to stop working towards the end of their pregnancy and in the months after childbirth, in the interests of their own and their babies' health and wellbeing. As there is no associated period of pregnancy for adopters<em>,</em> it is not appropriate that they are able to make a claim for either SMP or MA regardless of their employment status.</p> more like this

star this property answer text <p>The Government recognises that it is crucial to the success of an adoption placement that an adopter takes time off work to care for and bond with their child. That is why employed adoptive parents have broadly the same rights and protections as birth parents.</p><p> </p><p>We do not have any data on the number of disrupted early placements. Adoption disruption is rare and research in 2014 (<a href="https://www.gov.uk/government/publications/beyond-the-adoption-order-challenges-intervention-disruption" target="_blank"><em>Beyond the Adoption Order</em></a><em>)</em> suggested that any disruptions happen at a later stage, years after the adoption order has been made.</p><p> </p><p> </p><p>Maternity Allowance is primarily a health and safety provision intended to support women who have recently given birth to take time off to recover physically from their pregnancy and childbirth. It would therefore not be appropriate to extend this to self-employed adopters.</p> more like this

Each bid into the programme is evaluated on its own merits and based on the value for money of the scheme as a whole. The Government does not set grant rates for the programme, however we would expect grant rates to be lower in areas where it is cheaper to build and who face lower affordability challenges.</p> more like this

star this property answer text <p>All ARAP applications should be acknowledged at the point of submission. Applicant's may then be contacted to request additional information, before an eligibility decision is made. If found to be eligible, applicants will be asked for further information regarding their family members included in their application, for further required checks to be made. Unfortunately, it is not possible to advise the consistency with which these updates may occur, as the timeframes can vary considerably, due to numerous factors, including the level of complexity of the case.</p><p>Individual updates or responses outside of the above circumstances are not generally provided, in order to focus resource towards our main effort of identifying and relocating the estimated remaining 4,900 individuals eligible for ARAP (including dependents), using HMG employment records to target efforts.</p><p>That said, any enquiries received by the ARAP team will be provided with an automatic reply that should answer the vast majority of questions. All enquiries received are reviewed in order to identify where applicants are providing an update regarding their individual circumstances, including providing additional information, documentation or advising that they are at risk. In instances where a Member of Parliament has submitted an enquiry, this is forwarded on to the Ministerial Correspondence Unit to ensure an appropriate response is sent from the relevant Minister.</p>
