Being presumed unsuitable means an application for HDC will not even be considered unless there are exceptional circumstances for the individual offender. 	answer	answer is ministerial correction date of answer 22/04/2024 answer text <p>We are delivering 20,000 additional, modern prison places, the largest prison build programme since the Victorian era, ensuring the right conditions are in place to rehabilitate prisoners, helping to cut crime and protect the public. So far c.5,900 places have been delivered.</p><p>Of these places, we have so far delivered c.670 Rapid Deployment Cells (RDCs) across 12 sites. By the end of 2025 we are on track to have delivered around 10,000 places in total, this will include hundreds more RDCs. These have been working to support all prisoners being able to attend communal worship. Additionally, potential conflicts between groups or individuals are discussed at a weekly Violence Reduction meeting to manage these risks moving forward. Our investment each year ensures that all prisons will remain operational.</p><p>This includes the continuing programme to improve fire safety across the estate, as per our commitment to the Crown Premises Fire Safety Inspectorate to make all accommodation compliant by the end of 2027, major upgrades to security and investment in safety and decency across all prisons.</p><p>Radon occurs naturally in various parts of the UK including Dartmoor, and we monitor for its presence in accordance with HSE guidelines. Elevated radon readings were found at Dartmoor in 2020 in subterranean areas adjacent to the kitchen and workshops. Temporary mitigations have been in place at Dartmoor in those areas since 2022 following advice from specialist contractors, pending permanent mitigations that are near completion. Further specialist advice has been commissioned following the recent identification of elevated radon levels in some accommodation areas of the prison. Operation Tornado is employed by HMPPS for three main reasons:</p><ul><li>In response to a serious incident requiring a reinforcement of staff.</li><li>In response to other events or crisis requiring additional staff, who may not necessarily need to be Tornado trained.</li><li>To aid the transfer of prisoners in the event of a serious incident or the threat of one (with the GOLD commander’s agreement).</li></ul><p>HMPPS aims to have 2,100 volunteers trained in readiness for Operation Tornado. Since the inception of Operation Tornado in the late 1980s, HMPPS has allocated a commitment to each prison for how many Tornado staff they should aim to have trained. The Incentives Policy Framework outlines that these forums should include staff and prisoners from a range of backgrounds and should aim to include representation from people with all protected characteristics which are present in the local prison. Each forum must be informed of evidence that identifies key incentive data regarding outcomes and any apparent disproportionality.</p><p>Where data indicates a disproportionate outcome for prisoners of a certain protected characteristic, Governors must take steps to investigate and explain why these discrepancies exist at a local level. 	answer	answer is ministerial correction date of answer 29/02/2024 answer text <p>The following prisons currently attract a bonus for National Detached Duty volunteers;</p><p>HMP Bedford, HMP Bullingdon, HMP Bristol, HMP Cookham Wood, HMP Long Lartin, HMP Lowdham Grange, HMP Onley, HMP Stocken, HMP Swaleside, HMP Wayland, HMP Whitemoor, HMP Woodhill.</p><p>In the 12 months to 27 February 2024, 1146 bonus payments were made to prison officers at Bands 3-5 for national detached duty. Some staff have completed more than one detached duty deployment and separate bonuses are paid for each deployment. The table attached shows the average number of detached duty staff deployed at each site in each month.</p><p>It is not possible, without incurring disproportionate cost, to provide the remaining information requested, as this would require a detailed examination of individual records.</p><p>We are doing more than ever to attract and retain the best staff, including boosting salaries and launching our first-ever nationwide advertising campaign. 	answer	answer is ministerial correction date of answer 06/03/2024 answer text <p>Between 24 November 2023 and 23 February 2024, the operational capacity of HMP Dartmoor was reduced by 184 places due to the presence of radon gas. Height has no relation to the places taken out of use for this reason; places have been taken out of use from both upper and lower landings. In total, 194 prisoners have transferred out of HMP Dartmoor over this period. This figure represents all transfers out of the prison and not just transfers due to radon. This is a temporary measure while work to permanently reduce radon levels is completed.
