As was the case under previous administrations it is at the discretion of local authorities to decide how to deliver these services and whether the particular services they fund are delivered directly or through third parties. The Department for Education has undertaken child rights impact assessments in respect of the legislative proposals leading to the Education Act 2011 and the Children and Families Act 2014.
