	answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>Section 3 of the Road Traffic Act 1988 creates the offence of driving a mechanically propelled vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or public place. The Crown Prosecution Service (CPS) does not maintain a central record of the number of defendants charged with, or prosecuted for these offences. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.</p><p>As Section 3 of the Road Traffic Act 1988 is a specified offence large numbers of careless driving offences are charged and prosecuted by the police with no involvement from the CPS. The CPS only become involved if the defendant pleads not guilty to the offence after which, CPS prosecutors take responsibility for reviewing the case and preparing the trial. Figures on the number of people prosecuted and the outcome of the prosecution of careless or inconsiderate driving offences may be obtained from the official statistics held by the Ministry of Justice.</p><p>The CPS does however maintain records of the number of offences in which a CPS prosecution commenced, including offences of careless or inconsiderate driving. This will boost local economic growth and impact on the economic growth of wider city regions, and the United Kingdom as a whole, as well as ensure the administration of central government is distributed more evenly across the United Kingdom.</p><p>All locations remain under active consideration as potential relocation destinations. These reforms will ensure fair and equal representation for the voting public across the United Kingdom.</p><p>Equalising the size of constituencies in the Boundary Review will ensure everyone’s vote will carry equal weight. I have raised this issue as a priority with the Electoral Commission, and will consider carefully the findings of their report on electoral registration at the 2017 General Election, as well as their upcoming report on the administration of that poll.</p><p>It is possible to determine whether an individual has voted twice at a General Election by checking the marked register of those who have voted. A range of technologies have potential to contribute to this, including heat networks, heat pumps, hydrogen and biogas. However, it is not yet clear which approaches will work best at scale.</p><p> </p><p>In relation to hydrogen, the HyDeploy projects, funded by OFGEM, are looking to demonstrate the safety case for blending up to 20% hydrogen into the grid. Further work is also needed to better understand the potential for using hydrogen to fully replace methane in parts of the gas grid. Several relevant projects relevant to this are currently underway. 	answer	answer is ministerial correction date of answer 18/11/2016 answer text <p>The Government recognises concerns about the use of noisy fireworks, particularly the potential distress caused to pets, livestock and the public, especially those with PTSD. That is why there is significant regulation in place covering their supply, storage, possession and use.</p><p>For example, retailers are restricted to selling fireworks for limited periods around the four traditional occasions of November 5<sup>th</sup>, Diwali, New Year’s Eve and Chinese New Year, unless they have a valid licence specifically allowing all year round sales. There are curfews in place which limit the hours fireworks can be used. Furthermore, there is maximum noise level of 120 decibels on fireworks sold to the public, and local authorities have powers to deal with excessive firework noise.</p><p>The Government continues to focus on the safe use of fireworks and reducing nuisance by encouraging industry, retailers and others to promote responsible use through guidance and public education. This brought about the largest ever annual increase of 10.8% in the main rate of the minimum wage.</p><p>On 1 April 2017 the Government further increased the National Living Wage by more than the rate of inflation; supporting real pay rises for 1.7 million of the lowest paid workers. The National Living Wage was increased in annual terms by 4.2% from £7.20 to £7.50.</p><p>In April 2017, the Government also implemented real terms increases in the National Minimum Wage rates applicable to those aged below 25. These projects together could work towards reducing the cost of low carbon hydrogen.</p><p>In addition, our Carbon Capture, Usage and Storage (CCUS) Action Plan sets out how we will meet our ambition of having the option to deploy CCUS at scale during the 2030s, subject to costs coming down sufficiently. With current technologies CCUS is needed to produce low carbon hydrogen at scale. The Action Plan is designed to enable the first CCUS facility in the UK, commissioning from the mid-2020s.</p><p>The Hydrogen Supply Innovation Programme and CCUS Action Plan are important steps towards assessing the potential for producing low carbon hydrogen at scale. However cavity wall insulation can be installed under the Energy Company Obligation (ECO). ECO requires large energy suppliers to deliver a range of energy efficiency measures, including cavity wall insulation, to eligible households. Ofgem E-Serve administers ECO. They are responsible for allocating proportionate carbon and bill saving targets to the obligated suppliers. They also carry out audits and ensure measures reported are compliant with the ECO rules.</p><p> </p><p>Cavity wall insulation providers may receive funding from ECO-covered energy suppliers, where they have a commercial contract with them to install insulation. BEIS does not collect information on the companies with whom energy suppliers contract, but the work done must adhere to agreed industry standards as set out in the Publically Available Specification (PAS2030). The installation of cavity wall insulation is within the scope of the Each Home Counts Review, an independent review being carried out by Dr Peter Bonfield on consumer advice, protection, standards and enforcement for home energy efficiency and renewable energy measures in the UK. The Review is expected to be published soon.</p><p> </p><p>ECO-covered suppliers determine what is cost-effective to deliver, balancing upfront costs compared to lifetime carbon or fuel cost savings achieved.
