Tenure should not impact a person’s ability to access the home adaptations they need. The Government also funds Foundations, the national body for home improvement agencies. Foundations works closely with local authorities to promote best practice in the delivery of home adaptations, including providing information and advice to older people living in private rented accommodation and their landlords.</p> more like this

star this property answer text <p>Part M (Access to and Use of Buildings) of the Building Regulations sets minimum access standards for all new buildings. The M4(2) standard for accessible and adaptable homes, set out in statutory guidance, is broadly equivalent to the independent Lifetime Homes standard. Planning guidance on housing for older and disabled people published last summer strengthened the link between plan making and requirement M4(2) for new homes. Government will also consult shortly on raising accessibility standards, recognising the importance of suitable homes for older and disabled people.</p> more like this

star this property answer text <p>We believe everyone should be protected against the cold in their home and the best long-term solution to addressing fuel poverty is to improve household energy efficiency. The Energy Efficiency Regulations 2015 sets a minimum energy efficiency standard of Energy Performance Certificate Band E for private rented properties. Pensioners also receive financial support to ensure they can keep their homes warm. Winter Fuel Payments provide pensioners with between £100 and £300 to keep their homes warm during the winter. star this property answer text <p>In response to Covid-19, the government announced there would be support for small businesses, and businesses in the retail, hospitality and leisure sectors, delivered through the Small Business Grant Fund (SBGF) and the Retail, Leisure and Hospitality Grant Fund (RLHGF).</p><p>In addition to this, on 1 May, the government announced that up to £617 million is being made available to local authorities in England to allow them to provide discretionary grants. This additional fund is aimed at small businesses who were not eligible for the SBGF or the RLHGF; small businesses with ongoing fixed property-related costs but not liable for business rates or rates reliefs.</p><p>We are asking local authorities to prioritise the following types of businesses for grants from within this funding pot:</p><ul><li>Charity properties in receipt of charitable business rates relief which would otherwise have been eligible for Small Business Rates Relief or Rural Rate Relief;</li><li>Small businesses in shared offices or other flexible work spaces;</li><li>Regular market traders; and</li><li>Bed &amp; Breakfasts which pay Council Tax instead of business rates.</li></ul><p>Local authorities are responsible for defining precise eligibility for this fund and may choose to make payments to other businesses based on local economic need, subject to those businesses meeting the specific eligibility criteria.</p><p>Guidance, intended to support local authorities in administering the Discretionary Grants Fund, was published 13 May. This will not replace existing guidance for the SBGF or the RHLGF. star this property answer text <p>The Government is committed to protecting vulnerable people and have acted decisively to ensure that we support everyone through this pandemic.</p><p>We are ensuring local authorities are supported, with £3.2 million in targeted funding to help support individuals who are sleeping rough off the streets, and an additional £3.7 billion provided to local authorities as part of the wider Government response to the COVID-19 pandemic.</p><p>This funding has been provided to help local authorities to reduce risks to public health and to support individuals on the basis of need.</p><p>We are aware of concerns about those with no recourse to public funds experiencing homelessness during the COVID-19 crisis.</p><p>The legal position on those with no recourse to public funds has not been amended.</p><p>On 6 April, in line with Public Health England guidance and social distancing measures, the Safeguarding Minister announced that all modern slavery victims accommodated by the Victim Care Contract would not be required to move on from their Government-funded accommodation for a period of three months.</p><p>On 24 May, the Housing Secretary announced plans for thousands of long-term, safe homes to support many of the vulnerable rough sleepers who have been supported during the COVID-19 pandemic. Here, vulnerable rough sleepers taken off the streets during the pandemic can get the specialist support they need to rebuild their lives. This unprecedented commitment, the biggest of its kind since the Government's Rough Sleeping Initiative began, will be backed by £160 million in 20/21 to inject 3,300 new units of accommodation into the system over the following 12 months, part of 6,000 in total. <br> <br>In addition, on 24 June the Housing Secretary announced that we are providing local authorities with a further £105 million to enable them to best support the almost 15,000 vulnerable people placed into emergency accommodation during the COVID-19 pandemic.</p><p>The Government recognises that these are unprecedented times, and expects local authorities to support people who are sleeping rough, and also to minimise unnecessary risks to public health, acting within the law.</p>
