star this property answer text <p> </p><p>The response of individual police forces to fraud is a matter for the <br>respective Police and Crime Commissioner. However the Government is committed <br>to assisting and, supported by £30 million of Government investment in Regional <br>Organised Crime Units last year, the police are improving consistency and <br>uplifting their investigative capabilities in areas including cyber crime and <br>fraud. In addition, we have committed as part of the National Cyber Security <br>Programme to train 5,000 police officers in cyber crime by 2015.<br><br>From 1 April 2013, all police forces have been required to return outcomes <br>under Home Office Counting Rules for fraud and cyber crimes to the City of <br>London Police (which runs the Action Fraud service). The data for the 2013/14 <br>financial year is currently being collated and analysed by City of London <br>Police, and will be made available to police forces shortly.</p><p> </p> more like this

star this property answer text <p> </p><p>The Environment Agency undertakes dredging where the evidence demonstrates that it is a cost effective way of managing flood risk, taking account of the other options available. Defra has asked the Environment Agency to gather evidence on locations on main rivers where dredging and associated vegetation control could cost effectively reduce flood risk, in discussion with expert stakeholders. The evidence gathered will help to identify the likely benefits, costs and environmental impacts of any such work, and ensure that the available funding is prioritised effectively as part of the Environment Agency’s routine programme of annual maintenance.</p><p> </p> more like this

star this property answer text <p>There are no official statistics on the number of vacancies for any profession or group in the National Health Service following the decommissioning of the Health and Social Care Information Centre (HSCIC) vacancy survey in 2011.</p><p> </p><p> </p><p> </p><p>The HSCIC only provides statistics relating to locum consultants in clinical radiology that have a fixed term or permanent contract with an organisation. The latest monthly workforce statistics for 31 July 2014 shows that there are 19 full time equivalent locum consultants in clinical radiology in the NHS in England.</p><p> </p><p><strong> </strong></p><p> </p><p>Radiologists also work in the private and independent sectors but the numbers are not collected centrally.</p><p> </p> more like this

star this property answer text <p>The Secretary of State has been very clear that people working in the National Health Service should be supported to raise concerns. Trusts should have whistleblowing policies in place that are compliant with the Public Interest Disclosure Act 1998.</p><p> </p><p>It is in the interests of patients and staff that trusts foster a culture where NHS workers feel confident that when concerns in the public interest are raised they will be heard. To that end, on 24 June, my Rt. hon. Friend the Secretary of State announced that Sir Robert Francis QC, will lead an independent review of whistleblowing policies and practices in the NHS, which will consider what more can be done to further protect NHS workers who speak out in the public interest.</p><p><strong> </strong></p><p>The Secretary of State wrote on 5 March 2014 to all Chairs in NHS trusts and foundation trusts in England to reiterate the vital importance of fostering a culture of openness and transparency in the NHS in which concerns about care can be raised, investigated and acted upon.</p><p> </p><p>We have introduced a contractual right to raise concerns and issued guidance for NHS organisations. In March 2012, we strengthened the NHS Constitution to include an expectation that staff will raise their concerns early and a pledge that their employer will act upon those concerns.</p><p> </p><p>We are also introducing a Duty of Candour, so that when things go wrong, organisations have a statutory duty to admit mistakes and tell patients what has happened.</p><p> </p>

star this property answer text <p>The Department worked closely with the Law Commission on its review of legislation governing regulation of healthcare professionals and after almost three years of review, consultation and development the Law Commission published its recommendations, along with a draft Bill on 2 April 2014.</p><p> </p><p>This work will help us make sure the system is fit for the future and continues to protect patients. The Department is considering the Law Commission's proposals with great interest and is working closely with the regulatory bodies and the Professional Standards Authority to inform our response to the Law Commission, which we will publish in due course.</p><p> </p> more like this
