	answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>In accordance with the sentence of the Court, Joseph McCann was released on 15 February 2019, after he had completed half (less time spent on remand) of a three-year determinate sentence for burglary imposed on 25 January 2018. On release, he was supervised by the National Probation Service (NPS)</p><p> </p><p>When charged with that offence and remanded into custody on 21 August 2017, he was being supervised on licence by the NPS as part of the sentence of Imprisonment for Public Protection (IPP) which he received on 26 September 2008. An offender on an IPP licence is not recalled automatically when he is charged with a further offence or offences. The probation officer will consider whether the alleged further offences, prior offending and the offender’s current behaviour show that his risk has escalated to the point where he needs to be recalled to protect the public. The decision on whether to recall an offender is to be based on a robust assessment of risk and to reflect the professional judgment of a trained probation officer.</p><p> </p><p>The NPS has undertaken an urgent review to establish why Mr McCann was not recalled to custody, either when remanded into custody on 21 August 2017 or when he was sentenced on <ins class="ministerial">25 Jarnuary 2018</ins> <del class="ministerial">15 February 2018</del>. Mr McCann has now been charged with a number of very serious offences committed on or after 21 April this year. This has triggered a mandatory serious further offence (SFO) review, under the Probation SFO Review Procedures. The SFO review will consider in greater depth than has thus far been possible, including by interviewing relevant members of staff, the question of whether Mr McCann should have been recalled to custody when charged with and subsequently convicted of the burglary offence. This included funding to prepare for Brexit, to ensure the effective operation of the courts and tribunals system, to deliver a strong probation service, and to support a prisons system which provides decent and safe accommodation, and reduces reoffending.</p><p> </p><p>The Ministry was successful in securing a 4.9% real term increase in our fiscal resource funding for the next financial year, having agreed a settlement of £8.142bn. In addition to our resource budget we also agreed a capital settlement for 2020-21 of £620m.</p><p> </p><p>We have subsequently agreed additional funding for 2020-21 of £156m to further invest in custodial maintenance. Our revised settlement for 2020-21 is £8.198bn fiscal resource and £720m capital. The illicit economy drives a significant amount of crime in the prison estate, so it is a priority to ensure security is robust to prevent contraband being smuggled into the prison system.</p><p> </p><p>This announcement is the latest in a series of significant investments to increase security and stability in prisons, including the £70m announced previously. The £70 million was announced over the course of the financial year 2018/19 and is broken down as follows:</p><ul><li>£10m for the Ten Prisons Project;</li><li>£30.5m to improve decency;</li><li>£11.5m for security; and</li><li>£17m for in-cell telephony and associated cabling.<sup>1</sup></li></ul><p> </p><p>The new £100m investment will now help us to go further and faster to improve prison security by investing in more enhanced gate security such as baggage scanners, body scanners and metal detectors. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Since the 2015 Spending Review we have:</p><p> </p><ul><li>opened HMP&amp;YOI Berwyn, a new rehabilitative male prison in North Wales, in February 2017. As we build up to full occupancy this will provide 2106 places.</li></ul><p> </p><ul><li>closed a total of four prisons (Holloway, Kennet, Glen Parva, and Blantyre House) and one immigration removal centre (IRC) (Dover) since October 2015. On 8 March this year we announced the sale of the former HMP&amp;YOI Holloway site to social housing group Peabody in partnership with London Square Ltd</li></ul><p> </p><ul><li>created new houseblocks in HMP Peterborough, HMP Parc, HMP The Mount, HMP Thameside and HMP Stocken which has delivered an additional 1,465 prison places.</li></ul><p> </p><p>Of the £1.3 billion planned capital investment, the total spent to date (i.e. to the end of July 2019) has been around £0.25 billion. This has been spent on the early stages of long-term projects including the building of the new prison at HMP Wellingborough and the start of work at Glen Parva.
