However, HMPPS routinely publishes average costs per prisoner, costs per prison place and overall prison unit costs for each private and public sector prison in England and Wales, including all categories of the women’s estate. This information is produced on an annual basis and is published after the end of each financial year.</p><p> </p><p>The most recent published figures, for financial year 2016-17, can be accessed on the www.gov.uk website from the following link: <a href="https://www.gov.uk/government/statistics/prison-performance-statistics-2016-to-2017" target="_blank">https://www.gov.uk/government/statistics/prison-performance-statistics-2016-to-2017</a>. Custodial sentences are reserved for the most serious offences. As per the answer to PQ 184996, please note that offenders may appear both within the caseload figures of court orders (including community orders and suspended sentence orders), and post-release supervision.</p><p> </p><p>The National Probation Service and Community Rehabilitation Companies work closely with other agencies to support offenders in the community. When an offender being supervised by Probation dies, the Probation provider must examine the circumstances of the death and identify areas to improve practice. While we work extremely closely with each offender before and after release to help them find the support they need, we do not have sole responsibility for caring for these offenders. 	answer	answer is ministerial correction date of answer 01/03/2018 answer text <p>Prison officers do a challenging and vital job to help protect the public and we are committed to making sure we have enough staff to deliver safe regimes in our prisons.</p><p> </p><p>Detached duty is one of the sensible and proportionate measures we take to cover resourcing pressures and ensure we run safe and decent regimes in prisons as well as being able to respond appropriately to any operational issues that arise.</p><p> </p><p>In 2016 the former Secretary of State announced HMPPS would be recruiting an additional 2,500 prison officers by December 2018. Good progress is being made to hit this target, with 1,970 additional officers recruited by 31<sup>st</sup> December 2017. 	answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>On 26 June 2018 it was announced that it is the department’s intention to use public capital to build a new prison at the former HMP Wellingborough and launch a competition to appoint a framework of prison operators, from which we will select the operator for the new prison at Wellingborough and potentially further prisons following expiry of current private sector contracts. The Department also announced that it intends to build a second prison, at Glen Parva, funded through private finance. We intend to explore funding options, including private finance, for the remaining prison places.</p><p> </p><p>The Ministry of Justice will, in accordance with the Public Contract Regulations and relevant Government policies, take into account the past experience and performance, including the conclusions of any on-going investigations, of any company expressing an interest in bidding. We will also ensure through the tender process, that any company bidding has the capability and capacity to run the contracts effectively. It is intended that the contract for any prisons built using private finance will include the provision of facilities management.</p><p> </p><p>The private sector plays an important role in the provision of prison capacity (providing approximately 17% of total capacity as at the end of September) and will continue to do so in years to come. 	answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>As set out on the 26 June at the Justice Select Committee and in the 2017 manifesto, we remain committed to building up to 10,000 modern and decent prison places to replace old, expensive and unsuitable accommodation.</p><p> </p><p>In the Budget 2018 it was announced that we now intend to build the second prison at Glen Parva through public capital. This will enable the prison to open earlier than originally planned to meet the needs of the growing and complex prison population. The redevelopment will be subject to value for money and affordability tests. While we cannot comment at this stage on the anticipated cost, the newest prison in the estate, HMP Berwyn in North Wales, cost £220 million when it was built in 2015-16. Only PF2 is being retired. We will continue to explore funding routes for the delivery of the remainder of the new places, including through private investment.</p><p> </p><p>The average cost per prisoner, costs per prison place and overall prison unit costs for each private and public sector prison in England and Wales are routinely published by Her Majesty’s Prison and Probation Service. This information is produced on an annual basis and is published after the end of each financial year in the Prison and Probation Performance Statistics pages on the <a href="http://www.gov.uk" target="_blank">www.gov.uk</a> website.</p><p> </p><p>We are investing tens of millions extra in prisons to ensure they remain places of rehabilitation and safe for prisoners and staff. A breakdown on cost details per prison place in respect of public sector prisons and those operated under contract (which includes privately financed prisons) can be found within the link under the file named: Costs per prison place and cost per prisoner 2017-18: supplementary information. Our investment includes the recruitment and training of over 3,500 new prison officers in the last two years which has increased our spending on prisons.
