star this property answer text <p>The Free Movement Directive, as implemented in the UK by the Immigra-tion (EEA) Regulations 2016, requires students and self-sufficient persons to hold comprehensive sickness insurance (CSI).</p><p>The Government may waive this requirement when considering applica-tions for permanent residence documents from EEA national students who have been issued with a registration certificate confirming their residence as a student in the UK before 20 June 2011. In such cases, it is accepted that time spent in the UK without holding CSI is deemed lawful residence for the purposes of assessing whether the five-year qualifying period for permanent residence has been met.</p><p>Guidance on comprehensive sickness insurance requirements and transitional provisions for students can be found in the guidance on ‘qualified persons’ (from page 30) on Gov.uk via the link: <a href="https://www.gov.uk/government/publications/european-economic-area-nationals-qualified-persons." target="_blank">https://www.gov.uk/government/publications/european-economic-area-nationals-qualified-persons.</a></p><p>The information available on grants and refusals of documents certifying permanent residence is published at a total level in the quarterly Immigration Statistics, EEA table ee_02_q, latest edition at: <a href="https://www.gov.uk/government/statistics/immigration-statistics-year-ending-september-2018." target="_blank">https://www.gov.uk/government/statistics/immigration-statistics-year-ending-september-2018.</a></p><p>Information relating to the specific reason for refusal of those applications for permanent residence is not published.</p><p>For the avoidance of doubt, comprehensive sickness insurance is not a requirement for applications to the EU Settlement Scheme, which has been established to grant UK immigration status to EU citizens as we leave the EU.</p>

star this property answer text <p>EU citizens make a huge contribution to our economy and society, and we want them to stay. The EU Settlement Scheme is a streamlined and user-friendly service which is accessible on any smartphone, tablet or computer using an internet browser.</p><p>The ‘EU Exit: Identity Document Check’ app – which allows applicants to prove their identity remotely, without sending in their passport or national identity card – requires access to the chip in the applicant’s identity document in order to verify their identity remotely. The app uses Near Field Communication (NFC) to facilitate a secure connection between the app and the chip in the applicants Identity Document. NFC functionality is now available in the vast majority of modern smartphone devices due to the popularity of contactless payments which utilises the same core technology. NFC is a rare feature for tablets and not available on the majority of laptops and desktops.</p><p>During this test phase, applicants need to prove their identity by using the ‘EU Exit: Identity Document Check’ app, currently only available only on Android phones. The rest of their application can be completed on any computer or mobile device. This is an entirely voluntary test phase and once the system is fully open by 30 March, the app will be optional. There will be over 50 locations across the UK where applicants can have their identity document scanned. Applicants will also be able to post identity documents to the Home Office to be checked and returned quickly.</p>

star this property answer text <p>Article 25(2) of the Free Movement Directive (Directive 2004/38/EC) permits member states to charge for residence and permanent residence documentation provided that charge does not exceed that imposed on their own nationals for the issuing of similar documents.</p><p>The Prime Minister announced on 21 January 2019 that, from 30 March 2019, there will be no fee for applications made under the EU Settlement Scheme. That does not apply to the fees payable for residence or permanent residence documentation issued under the Immigration (European Economic Area) Regulations 2016. The Government has been clear since the 2016 referendum that it is not necessary for EEA nationals to apply for such documents.</p><p>Those who hold a valid permanent residence document or have existing indefinite leave to enter or remain in the UK are already exempt from paying an application fee under the EU Settlement Scheme.</p> more like this
