We welcome the leadership of the EU on the humanitarian response in CAR and on programmes linking relief, recovery and development. The UK has committed £30 million in humanitarian funds to CAR and CAR refugees since July 2013, funding a range of NGOs and UN agencies to provide protection, water, health, shelter and food security. It is clearly not in the interests of HGV drivers to rely upon inaccurate information, which may make them late or even involve them in accidents. Nevertheless, we believe that legislation would be a costly, bureaucratic and inappropriate way of dealing with the problem. Instead we have made significant efforts to link together freight associations, local authorities and satnav companies to ensure that HGV drivers are aware of the issue and have the latest information available to them.</p><p> </p><p> </p><p> </p><p>Councils already have the means to set height and weight restrictions for roads, which are enforced by the police, and HGV satnav devices increasingly include up-to-date routing information that takes account of such restrictions.</p><p> </p><p> </p><p> </p><p>Decisions on all aspects of traffic management policy are the responsibility of local traffic authorities, and how they and the police enforce this once they are in place it is a matter for them. We believe the necessary enforcement powers are available for this.</p><p> </p>

It has taken a decision not to consider new drugs like nivolumab, at this stage, whilst consideration is given to new ways of working and to ensure that the Fund remains within budget.</p><p> </p><p> </p><p> </p><p>We understand that NHS England and the National Institute for Health and Care Excellence will shortly be consulting jointly on a proposed new system for commissioning cancer drugs.</p><p> </p><p> </p><p> </p><p>The Government remains committed to the Fund which has so far helped over 72,000 people in England access the cancer drugs their doctors recommend for them.</p><p> </p> more like this

unstar this property answer text <p>The Early Access to Medicines Scheme (EAMS) was launched in April 2014. Its purpose is to support access in the United Kingdom to unlicensed or off-label medicines representing a significant advance in treatment in areas of unmet medical need.</p><p> </p><p> </p><p> </p><p>EAMS is a 2 step process. First, the Promising Innovative Medicine designation by the Medicines and Healthcare products Regulatory Agency (MHRA) is designed to give an early signal that based on early clinical evidence the medicine may be a possible candidate for EAMS and thus have the potential to be of value in areas of unmet medical need. There have been eight EAMS Promising Innovative Medicines designations issued so far.</p><p> </p><p> </p><p> </p><p>Second, the EAMS scientific opinion by the MHRA, which we envisage will usually be towards the end of the development process, enables prescribers and patients to decide if the EAMS medicine might be suitable for that individual patient. Four positive EAMS scientific opinions have been issued.</p><p> </p><p> </p><p> </p><p>For medicines granted a scientific opinion and which then receive a marketing authorisation, it is for commissioners to make funding decisions in advance of any technology appraisal guidance from the National Institute for Health and Care Excellence.</p><p> </p><p> </p><p> </p><p>There will be a review of EAMS as part of the Accelerated Access Review currently underway.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

unstar this property answer text <p>In March the Financial Secretary to the Treasury and I wrote to the Premier of Bermuda asking him to set out plans and a timetable for the implementation of a central register of company beneficial ownership, or similarly effective system, to meet three criteria, including law enforcement access. Bermuda has had a central registry of company and trust beneficiaries since 1939. It includes all shareholdings above 10% compared to the 25% which is the threshold for the UK’s register. The information is updated in real time and is already shared with law enforcement and tax authorities on request. We remain of the view that a public central register is the best approach to improve company transparency.</p> more like this

unstar this property answer text <p>Helping more people survive cancer is a key priority for this Government.</p><br /><p>We expect the National Health Service to look urgently at any dips in local performance and take action to make sure all patients get access to cancer treatment as quickly as possible. NHS England has set up a taskforce to look at what should be done to ensure cancer waiting times standards are met.</p><br /><p>Specifically for colonoscopy for bowel cancer, the NHS has committed to train an extra 250 gastroenterologists by 2020. In addition, Health Education England has pledged to fund the training of 200 non-medical endoscopists to significantly increase endoscopy capacity in England. The first cohort will begin training at the end of January 2016. NHS England’s Sustainable Improvement Team (formerly NHS Improving Quality) is working intensively with trusts that have significant endoscopy waiting lists, in order to improve performance. The learning from this will be shared widely.NHS England is also exploring ways to improve endoscopy performance through pricing changes.</p>

An additional 25% of patients will have another disease affecting the colon and may require medical attention outside of the bowel screening programme, with the remaining 25% of colonoscopies having no medical reason for a positive result.</p><br /><p>Bowel screening has increased colonoscopy work and has subsequently helped to improve the quality of this service. False negatives from the screening test have no direct impact on the waiting times since colonoscopy is not undertaken.</p><br /><p><strong></strong></p>

Both the UK NSC and the Independent Cancer Taskforce are supportive of the initial results of the FIT pilot, which indicates that this test is more acceptable to the screened population with a significant increase in participation (10%). The UK NSC has published its minutes from the November meeting and recommends a change to use FIT as the primary test to be used in the National Health Service Bowel Cancer Screening Programme.</p><br /><p>We are considering the UK NSC’s recommendation.</p> more like this

That is why I have written to the European Commission and other Member States setting out our strong view that Member States should have full discretion over what rate of VAT they can apply to these products.</p><br /><p>Drugs and medications that are dispensed by a registered pharmacist against a prescription issued by a qualifying health professional are zero rated for VAT.</p><br /><p>High-factor sunscreen is on the NHS prescription list for certain conditions and is therefore provided VAT free when dispensed by a pharmacist to patients.</p> more like this

unstar this property answer text <p>We recognise the importance of teaching children and young people about the importance of sun safety and the risks of skin cancer. The primary science national curriculum emphasises the need for pupils to recognise the different ways in which light from the sun can be dangerous and how they should protect their eyes. Skin cancer and other health issues can also be covered in the key stage 4 science curriculum when pupils can be taught about the impact of lifestyle factors on the incidence of non-communicable diseases. Schools can choose to include cancer awareness in their Personal, Social, Health and Economic (PSHE) education lessons. The non-statutory programme of study for PSHE education enables schools to teach young people about cancer prevention, checking for cancer and other illnesses, and how to overcome worries about seeking help.</p><p>The National Institute for Health and Care Excellence (NICE) published guidance on “Skin Cancer Prevention” in January 2011.</p> more like this

unstar this property answer text <p>A number of voluntary and statutory organisations deliver health protection advice to the public about ultraviolet (UV) exposure. This includes NHS Choices at:</p><br /><p><a href="http://www.nhs.uk/Livewell/skin/Pages/Sunsafe.aspx" target="_blank">http://www.nhs.uk/Livewell/skin/Pages/Sunsafe.aspx</a></p><br /><p>Public Health England provides information to increase awareness of the public health risks of excessive exposure to UV radiation from the sun, and to encourage people at home and abroad (Mediterranean countries) to protect themselves as necessary. Since sunburn is a risk factor for skin cancer, messages are issued to warn when the United Kingdom solar UV Index values are higher than expected.</p><br /><p>In 2011, the National Institute for Health and Care Excellence (NICE) published guidance on ‘Skin Cancer Prevention’ in January 2011. The guidance will be partially updated within the development of new guidance on ‘Sun Exposure: benefits and risks’ due to be published by NICE in February 2016.</p><br /><p>In June 2015, NICE published new cancer referral guideline for general practitioners (GPs), including guidance for GPs on investigating patients with signs suggestive of skin cancer (melanoma and non-melanoma). The guideline will continue to support GPs to identify patients with signs and symptoms of suspected cancer, including skin cancer and urgently refer them as appropriate.</p><br /><p>NICE is currently developing a quality standard which will cover prevention, assessment, diagnosis and management of skin cancer (melanoma and non-melanoma) in children, young people and adults. The anticipated publication date for this quality standard is August 2016.</p><br /> <br /><p><strong></strong></p>
