The Department of Health publishes quarterly data showing its own performance against this target. For the last quarter available, the Department paid 98.4% within five days and 99.9% within 30 days. The GDC treats all allegations against registrants in the same way and applies the same questions in the fitness to practise process. 	answer	answer is ministerial correction date of answer 16/01/2017 answer text <p>National Health Service trusts and foundation trusts are required to follow the advice within HM Treasury’s ‘Managing Public Money’ which sets out that they should include a clause in their contracts requiring contractors to pay their suppliers within 30 days. The Department has also developed standard ‘NHS Terms and conditions’ for use by NHS trusts and foundation trusts which reiterate these terms when procuring goods and services from suppliers.</p><p> </p><p>The Department of Health Group’s own Manual for Accounts sets out that NHS bodies must disclose their compliance with the Better Practice Payment Code target (to pay at least 95% of invoices, both for NHS and non-NHS suppliers within 30 days of receipt of an invoice) and detail their performance in their annual reports. MPIG is responsible for:</p><p> </p><p> </p><p> </p><p>- the delivery of the medicines pricing schemes including the Pharmaceutical Price Regulation Scheme;</p><p> </p><p>- the delivery of frameworks for medicines procurement in secondary care;</p><p> </p><p>- sponsorship role for two of the Department’s arm’s length bodies;</p><p> </p><p>- the National Institute for Health and Care Excellence; and</p><p> </p><p>- the Medicines and Healthcare products Regulatory Agency.</p><p> </p><p> </p><p> </p><p>The key objective of MPIG is to support the safe, efficient and effective access to and use of medicines in the National Health Service.</p><p> </p><p> </p><p> </p><p>The delivery of MPIG against plan is assessed internally through the Department’s Quarterly Corporate Accountability Review system. These sites will test new approaches to delivering urgent care and aim to improve the coordination of services and reduce pressure on accident and emergency departments. It is expected that about five million people will be covered by the initial phase of the vanguard sites, which could be rolled out across England in the next couple of years.</p><p> </p><p> </p><p> </p><p>Across England as a whole, new urgent and emergency care networks are being developed. They ensure the patient voice is heard nationally and locally and this includes how it feels to make a complaint about your healthcare as set out in <em>Suffering in Silence</em>. Local Healthwatch also signpost people to advice and support in making a complaint.</p><p> </p><p> </p><p> </p><p>There are legislative requirements in place which set out an overall framework on how complaints about health and care services should be handled. In response to <em>Hard Truths</em>, we initiated a wide-ranging programme of work dedicated to improving complaints handling involving stakeholders from across the health and care system. Healthwatch England is a key contributor to this work.
