<p>The Disclosure and Barring Service (DBS) operates on a full cost-recovery basis and is expected to make neither a surplus nor a loss. The DBS provides funding to local police forces to process disclosure applications that require local police intelligence checks. In the small proportion of cases where checks are not completed within normal performance standards, the DBS is taking steps to improve performance, working with the police and other parties.</p>
