However, scoping work has started regarding the ability for patients to self-refer to musculoskeletal physiotherapy within primary care.</p><br /><p>The provision of physiotherapy, as for all health services is decided by local clinical commissioning groups (CCGs) and it will take into account the needs of the population overall. The CCG’s decisions are underpinned by clinical insight and knowledge of local healthcare needs. As such, provision of services will vary in response to local needs.</p><br /><p>As defined in the NHS Constitution, patients have the right to expect to be seen and treated within national operational standards ensuing timely diagnosis and treatment, equality of care and patient choice.</p><br /><p>The 18 weeks commitment is a universal right. This commitment should be delivered for every patient, in every specialty and in every organisation unless the patient chooses otherwise or it is not in their best clinical interest.</p><br /><p>In June this year, NHS England, Monitor and the Trust Development Authority jointly wrote to CCG Accountable Officers and Clinical Leaders and Chief Executives of NHS Providers setting out the changes to the Referral to Treatment operational standards and reporting arrangements. The Department funds research through the National Institute for Health Research (NIHR) and the Department’s Policy Research Programme (PRP). Spend on research funded directly by the NIHR is categorised by Health Research Classification System (HRCS) health categories. 	answer	answer is ministerial correction date of answer 30/11/2015 answer text <p><strong></strong></p><p>The UK Five Year Antimicrobial Resistance Strategy (AMR) Strategy detailed implementation plan, published in December 2014, set out those activities that needed to be undertaken to deliver the strategy in each of seven key areas for action. No separate budget was identified. Activity in the plan is led by the Department of Health, Public Health England, Department for Environment, Food and Rural Affairs and NHS England and is incorporated within existing business plans for those organisations.</p><br /><p>In March 2015 the Government announced the new £195 million Fleming Fund to strengthen surveillance of drug resistance and laboratory capacity in developing countries. As stated in the Overseas Development Aid Strategy, published on 22 November. The Government will invest a further £70 million in the Fleming Fund and deliver the new Global AMR Innovation Fund launched with China. The Government has mandated local authorities in England to commission comprehensive open access sexual health services, including free sexually transmitted infection testing and treatment. All parts of the country provide access to different HIV testing options such as HIV self- sampling services, or community HIV testing activities.</p><p> </p><p>The National Health Service continues to provide world class treatment and care for people living with HIV. NHS England and its predecessor organisation have commissioned a national service for patients with LSDs since April 2005. The service is commissioned from eight expert centres and NHS England monitors these expert centres against the agreed service specification:</p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2013/06/e06-lyso-stor-dis-child.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2013/06/e06-lyso-stor-dis-child.pdf</a></p><p>The active caseload of LSD patients treated in the service is just under 2,000. The DDRB report published on 16 July considered evidence from employers, Government, the British Medical Association (BMA) and other interested parties and made recommendations on a new pay structure for doctors and dentists in training.</p><p>The Secretary of State accepted the recommendations of the DDRB as the basis for implementing a new contract and invited the BMA to re-enter negotiations to take forward the recommendations with NHS Employers. Although the DDRB accepted the principles of the reforms there remained significant work to finalise and agree the details of the contract and it was expected that these would be agreed between the parties on the basis of a negotiation. It is disappointing that on 13 August the BMA announced that it would not re-engage in negotiations based on the independent report and absented itself from participating in making important design decisions on the new contract.</p><p>The Government cannot accept that a Trade Union should have a veto on making changes to an outdated employment contract that the BMA agreed urgently needed reform. The Department has therefore asked NHS Employers to take forward the work of developing a new employment contract without the BMA. NHS Employers are arranging to consult with junior doctors and other interested stakeholders directly and will shortly launch a series of roadshows across the country. The Government would still welcome the BMA re-entering the negotiation.</p><p>The new contract will prioritise safe care by strengthening safeguards on doctors’ working hours and reward junior doctors more fairly for the work they do. No financial savings will be made from implementing the new contract.
