answer	answer is ministerial correction date of answer 20/03/2014 answer text <p>The fundamental aims of the Commission are not only to ensure that the House is valued and effective in holding the Government to account and scrutinising legislation, but that individual Members have the information, advice, support and technology they need to be effective in their work and to engage closely with their constituents.</p><p>We are coming to the end of a programme of savings, during which the governing principle has been that any cost reductions should not adversely affect the ability of the House and its Members to carry out their parliamentary functions. Indeed many of the changes have been a spur to innovation in the support available to Members. It is published on the Parliament website at: <a href="http://www.parliament.uk/mps-lords-and-offices/offices/commons/management-board/management-board-publications1/hoc-strategy/" target="_blank">http://www.parliament.uk/mps-lords-and-offices/offices/commons/management-board/management-board-publications1/hoc-strategy/</a>.</p><p>The Management Board has started the process of drawing up a strategy for the next Parliament, which will build on the current one. This will draw on the views of Members, as well as a large-scale consultation exercise with staff. Emerging ideas will be discussed with the Commission in the new year, the intention is then to take the draft strategy to the new Commission in the 2015 Parliament for its agreement. I have noted the hon. answer	answer is ministerial correction date of answer 29/10/2015 answer text <p>The IPCC report on Operation Gullane makes a number of recommendations relating to police investigation of non-recent child sexual abuse.</p><p>Since the publication of those recommendations the Home Office has:</p><p>• prioritised child sexual abuse as a national threat to empower police forces to maximise specialist skills and expertise to prevent offending and resolve cases</p><p>• provided £1.7 million to Operation Hydrant which coordinates the handling of multiple non-recent child sexual abuse investigations specifically concerning institutions</p><p>In addition:</p><p>• the College of Policing has issued updated Authorised Professional Practice guidance for police in relation to child abuse and exploitation, and</p><p>• a joint National Policing Lead and CPS review panel has been established to re-examine non-recent cases of sexual abuse where a decision was made that no further action would be taken and identify whether any issues require further exploration and investigation.</p><p>Combined, these measures significantly improve the quality of police investigations non-recent child sexual abuse.</p><p>I understand that the IPCC will write directly to the Honourable Member regarding implementation of the report’s recommendations.</p> answering member constituency Staffordshire Moorlands answering member printed Karen Bradley question first answered 29/10/2015 17:39:04 answering member 4110 label Biography information for Dame Karen Bradley

We will continue the work of overhauling how our police, social services and other agencies work together to protect vulnerable children. To this end, we have prioritised child sexual abuse as a national threat like serious and organised crime, which means police forces now have a duty to collaborate with each other across force boundaries to safeguard children.</p><p>The provision of police training is an operational matter. The College of Policing and the National Policing Lead for child protection and abuse investigation have set the requirement for all forces to train all new and existing police staff to respond to child sexual exploitation and abuse, including call handlers, Police Community Support Officers, police officers, detectives and specialist investigators.</p><p>The College of Policing has issued Achieving Best Evidence guidance and training for all officers engaged in interviewing children and vulnerable witnesses. This includes training on the sensitivity needed when dealing with victims and witnesses who may be vulnerable as well as working with partners – such as social workers – and their involvement in interviews.</p><p>Specialist courses for child sexual abuse and rape specialist investigators also expand on these requirements in relation to interviewing children and vulnerable adults.</p><p>The role of social workers in these investigations, including their training, is a matter for the Department for Education. The guidance issued by DfE in March 2015, “Working Together to Safeguard Children”, sets out how social workers and their managers, as well as other agencies including the police, should work together and follow the Achieving Best Evidence guidance.</p><p>The Department of Health are responsible for the training of social workers working with vulnerable adults who may have been sexually abused as children or in adulthood.</p> answering member constituency Staffordshire Moorlands answering member printed Karen Bradley grouped question UIN 12851 12853 question first answered 29/10/2015 17:36:48 answering member 4110 label Biography information for Dame Karen Bradley

answer	answer is ministerial correction date of answer 11/12/2015 answer text <p>Action Fraud is the national reporting centre for fraud and cyber crime, and takes reports on behalf of all police forces in England and Wales. In June, it was extended to cover Northern Ireland. Action Fraud was set up to improve reporting of what has traditionally been an under-reported crime type. Official figures support the decision to centralise reporting: in the year ending June 2015, recorded fraud offences more than trebled from 72,000 before the centralisation of reporting to over 230,000.</p><p>Action Fraud works in conjunction with the National Fraud Intelligence Bureau (NFIB): as of April 2014 both are operated by the City of London Police, the national lead force for fraud, which means one organisation is responsible for the whole process of taking reports and analysing them. The NFIB analyses Action Fraud crime reports and attempts to match them with other crimes and identify viable lines of enquiry so that an intelligence package can be passed to the police force best able to launch an investigation (usually where the suspect is believed to be located).</p><p>Not all crimes recorded by Action Fraud and analysed by the NFIB will have viable investigative leads: fraudsters and cyber criminals may be based overseas or use false details. Nevertheless, in 2014/15, the number of crimes sent to police forces was almost 62,000. This was an increase of over 50% on 2013/14. The City of London Police are working with local forces to share expertise on how to investigate these types of crimes. City of London Police will be introducing a new IT system in May 2016, comprising of a new and much easier to use online reporting tool and a new data analytics platform within the NFIB.
