Sir David Higgins's proposals would see the Government's preferred route to Crewe, which formed part of the recent Phase Two consultation, constructed earlier. Therefore, it is not anticipated that Sir David's proposal alone would affect the route through the Lichfield constituency. However, the route of Phase Two through the Lichfield constituency is clearly subject to the outcomes of the recent public consultation.</p><p> </p><p>The powers for Phase Two, including the section of line to Crewe, are proposed to be sought via a second hybrid Bill. As set out in the Strategic Case for HS2 (October 2013), the average journey time of an HS2 train between Euston and Birmingham city centre (Curzon Street) will be 49 minutes – a saving of 32 minutes.</p><p> </p><p>The maximum line speed for a Pendolino travelling on the West Coast Main line is 125mph. HS2 is designed for a top speed of 250mph. Plans envisage services running at up to 225mph, which is becoming the standard capability for new high speed trains.</p><p> </p><p>There is no station for Handsacre on either the existing network or the HS2 network. The Dartford-Thurrock river crossing, however, will no longer use tags for payment from 30 November when the new payment arrangements, known as Dart Charge, will be introduced.</p><p> </p><p>The European Commission is working on toll payment interoperability, and the Severn Bridge and M6 Toll are compliant with related legally defined technical standards. This data includes financial statistics such as whole life costs of each project as well as total in-year budget, forecast spend and variance. This information is available from GOV.UK.</p><p> </p><p>Since 2009/10 the Government has spent £1.4bn on the HS2 programme. This includes the costs incurred by HS2 Ltd and Land &amp; Property expenditure. In relation to (a), (b) and (c), as of March 2016, £434.4m has been spent on land and property with a further £11.2m in compensation payments associated with the statutory blight regime. Please note that 2015/16 figures have not been audited yet.</p><p> </p><p>With regards to (d), the information on HS2 Ltd salaries is published in the company’s Annual Accounts, which are available from Gov.UK. As only around a fifth of UK stations have proper step free access we intend to target the new tranche of funding at stations that disabled passengers are unable to use, ensuring that Access for All will benefit the maximum number of people across the country.
