star this property answer text <p>There were no reported incidents of drones carrying contraband being seized within prisons in 2013; in 2014 there were two reported incidents; and between 1 January 2015 and 31 October 2015 there were eight reported incidents.</p><br /><p>This Government has made it a criminal offence under the Prison Act 1952 to throw, or otherwise project, any article of substance into prison without authorisation. This includes the use of a drone.</p><br /><p>These figures have been drawn from live administrative data systems. Care is taken when processing and analysing the returns, but the detail collected is subject to the inaccuracies inherent in any large scale recording system.</p> more like this

star this property answer text <p>Every death in custody is a tragedy, and we are committed to reducing the rate of self-inflicted deaths in prisons.</p><br /><p>My department works closely with the Department of Health on measures to reduce suicide in prisons and in the wider community. Both the Parliamentary Under Secretary of State for Care Quality and I are members of the Ministerial Board on Deaths in Custody, which also includes the Minister for Policing, Crime and Criminal Justice and Victims, senior officials from our respective departments and a range of stakeholders. There was a detailed discussion of the recent data on self-inflicted deaths in prisons at the most recent meeting of the Board on 21 October and further consideration of this topic is planned at the February meeting.</p><br /><p>Healthcare staff in prisons play an important role in the identification and management of prisoners at risk of self-harm and suicide. Commissioners and providers of healthcare services are active partners with the National Offender Management Service in its work to prevent self-inflicted deaths in prisons.</p>

Information on all deaths in prison custody can be found in the Safety in Custody statistics which are available at: <a href="https://www.gov.uk/government/collections/safety-in-custody-statistics" target="_blank">https://www.gov.uk/government/collections/safety-in-custody-statistics</a>. The National Offender Management Service records “self-inflicted deaths” rather than “suicides” as a category of incident, as the intention of the prisoner may not be known reliably. These statistics are published quarterly, and the most recent publication contains information on deaths in custody up to 30 September. The next set of statistics will be published on 28 January 2016.</p><br /><p>Prisoners identified as being at heightened risk of suicide or self-harm are cared for under the Assessment, Care in Custody and Teamwork (ACCT) process. star this property answer text <p>Every death in custody is a tragedy, and we are committed to reducing the number of self-inflicted deaths and self-harm incidents in prisons. Since 2010 the number of self-harm incidents and self-inflicted deaths by prisoners on remand has fallen significantly. All prisons are required to have procedures in place to identify, manage and support people who are at risk of harm to themselves, and the National Offender Management Service (NOMS) has put in place additional resources to undertake this safer custody work. NOMS has also reviewed case management process for prisoners assessed as being at risk and will be acting on the recommendations in due course.</p><br /><p>The national statistics on safety in custody use the following categories: self-harm incidents are defined as “any act where a prisoner deliberately harms themselves irrespective of the method, intent or severity of any injury”; and self-inflicted deaths are defined as “any death of a person who has apparently taken his or her own life, irrespective of intent.” They do not include a separate category of “attempted self-inflicted death”, because the intent of the prisoner is often unknown. Some incidents are more likely to result in a fatality than others, but the point at which a self-harm incident becomes an attempted self-inflicted death is unclear. For this reason, the tables below include the answers to parts (a) and (c) of the question only. It is not possible to provide the proportion of prisoners that self-harm incidents relate to, as more than one incident may be attributed to the same individual.
