	answer	answer is ministerial correction date of answer 05/02/2019 answer text <p>In the period up to March 2018 Action Fraud recorded 277,561 crimes (Source: ONS – April 17 to March 18). The National Fraud Intelligence Bureau (NFIB), which analyses crimes recorded by Action Fraud, cannot directly task Regional Organised Crime Units.</p><p>In light of which crimes are allocated to forces as per the rules set out in the Home Office Counting Rules. All fraud should be reported to Action Fraud, the national reporting centre for fraud and online crime which is operated by City of London Police.</p><p>Whaling fraud is also known as CEO fraud. Fraudsters pose as the CEO of a company and send emails to an individual in the finance department requesting an urgent transfer of money to a specific bank account. That bank account is operated by the fraudsters and once the money is received it is moved elsewhere and the account closed.</p><p>Action Fraud reports that fraudsters use a strong element of social engineering to commit CEO fraud ensuring that the request to transfer funds appears urgent and legitimate. We continue to work with all those with an interest in this issue, from law enforcement and the security and intelligence agencies to communications service providers.</p><p>It is important to remember that we already have well-established, constructive working relationships with major technology companies. And we will continue to engage with them, along with other partners, to find a solution that both permits law enforcement and the security and intelligence agencies to get the information they need, whilst also protecting privacy.</p><p>Last week’s attack has highlighted the need for a proper public debate on this issue. Strong encryption - as practiced by many of the biggest names online - is central to the working of the internet.</p><p>But we must be clear that there is a balance to be struck. As those charged with keeping us all safe, the police and the security and intelligence agencies must have the tools they need to do their jobs. The National Cyber Security Centre (NCSC) are monitoring the situation closely and providing advice to the public and businesses.</p><p>A variety of tools are publicly available to help organisations limit the spread and impact of the attacks that have occurred. NCSC have issued guidance that can be found on their homepage at ncsc.gov.uk found under the title &quot;Protecting Your Organisation From Ransomware”.
