We have also committed £155m over fifteen years for the Swansea City Deal, with the Welsh Government providing £125m.</p><p> </p><p>For the Cardiff City Deal, at Budget 2016, the UK government added £10m in RDEL to the Welsh Government’s block grant in each of 2016-17, 2017-18, 2018-19 and 2019-20. The annual commitment is anticipated to rise. The spending is ring-fenced with the Welsh Government’s budget and it is for the Welsh Government to account for this expenditure. These include European structural and investment fund projects signed before the UK leaves the EU, awards made by the European Commission following competitive bid processes, and maintaining the current level of agricultural funding under CAP pillar 1 until 2020.</p><p> </p><p>Beyond these priorities, decisions on the replacement of EU funding will be taken in light of wider UK strategic priorities and other domestic spending decisions. The Barnett formula is designed to ensure that Devolved Administrations are funded in a transparent way to deliver their priorities within their devolved responsibilities.</p><p> </p><p>The government has also recently agreed a new fiscal framework for the Welsh Government, which both governments agree is fair for Wales and for the rest of the UK. However, if an employer wishes to raise a complaint about mistakes or unreasonable delays caused by HMRC, they have been asked to follow HMRC’s complaints procedure.</p><p> </p><p>HMRC have accepted 1,360 claims relating to 1,114 employers that have been made from 1 August 2020 to 31 August 2020 for a period on or prior to 30 June 2020.</p><p> </p><p>The main reasons for the claims being accepted are:</p><ul><li>Amendments to previous claims</li><li>Customers who have made the claim on or before 31 July that needed manual intervention and which HMRC did not process until on or after 1 August 2020.</li><li>Customers requesting a review. The Home Office does collect data annually on the function of police officers and Police Community Support Officers (PCSOs), including the number of full time equivalent police officers and PCSOs primarily employed in Neighbourhood Policing teams and/or Safer Neighbourhood teams. The data do not therefore provide a complete picture of all officers assigned to neighbourhood policing functions.</p><p>Some forces are not able to make a clear distinction between ‘Neighbourhood Policing’ roles and ‘Incident (Response) Management’ roles, therefore those forces record the majority of, or all, employees under just one function. A more reliable measure is the number of officers employed in ‘Local policing’ roles, which includes both neighbourhood and response functions.</p><p>Any comparisons at force level should be made with care due to collaboration arrangements between forces for particular functions. Additionally, police functions data are often affected by re-structuring within police forces.
