star this property answer text <p>Appropriate staffing levels are already a core element of the Care Quality Commission’s (CQC’s) registration regime underpinned by legislation. All providers of regulated activities must be registered with the CQC and meet the registration requirements. The 16 safety and quality requirements set out in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 include a requirement for the deployment of sufficient numbers of suitably qualified, competent, skilled and experienced persons.</p><p> </p><p>In July 2016, the National Quality Board published <em>Supporting NHS providers to deliver the right staff, with the right skills, in the right place at the right time: Safe, sustainable and productive staffing</em>. This safe staffing improvement resource provides an updated set of expectations for nursing and midwifery care staffing, to help National Health Service provider boards make local decisions that will support the delivery of high quality care for patients within the available staffing resource.</p><p> </p><p>A copy of <em>Supporting NHS providers to deliver the right staff, with the right skills, in the right place at the right time: Safe, sustainable and productive staffing</em> is attached.</p><p><strong> </strong></p><p>We now have 13,100 more nurses on our wards than in 2010.</p>

star this property answer text <p>The number of full time equivalent police officers and PSCOs primarily employed in Neighbourhood Policing teams and/or Safer Neighbourhood teams roles can be found in the data tables published alongside the annual the ‘Police workforce, England and Wales’ statistical bulletins, which can be accessed here: <a href="https://www.gov.uk/government/collections/police-workforce-england-and-wales" target="_blank">https://www.gov.uk/government/collections/police-workforce-england-and-wales</a></p><p>Officers and PCSOs with multiple responsibilities or designations are recorded under their primary function. The data do not therefore provide a complete picture of all officers assigned to neighbourhood policing functions.</p><p>Some forces are not able to make a clear distinction between ‘Neighbourhood Policing’ roles and ‘Incident (Response) Management’ roles, therefore those forces record the majority of, or all, employees under just one function. A more reliable measure is the number of officers employed in ‘Local policing’ roles, which includes both neighbourhood and response functions. This measure is available for 2015 and 2016, but not for previous years where a different framework was used.</p><p>Any comparisons at force level should be made with care due to collaboration arrangements between forces for particular functions. Additionally, police functions data are often affected by re-structuring within police forces. Data have been published since 2012, and can be found in the supplementary data tables of the relevant police workforce publications via the following link:</p><p><a href="https://www.gov.uk/government/collections/police-workforce-england-and-wales" target="_blank">https://www.gov.uk/government/collections/police-workforce-england-and-wales</a></p><p>As HMIC has made clear, there is no simple link between police numbers and crime levels, between numbers and the visibility of police in the community, or between numbers and the quality of service provided.</p><p>Decisions on the size and composition of the police workforce are operational matters for Chief Officers working with their Police and Crime Commissioners and taking into account local priorities. The next release of ‘Police workforce’ statistics is due to be published on 20<sup>th</sup> July, and will represent the picture as at 31 March 2017.</p>

star this property answer text <p /> <p /> <p>The Parole Board assesses the risk posed by individual prisoners when considering their release or transfer to open conditions, and work that has been completed to reduce these risks, rather than only looking at whether specific offending behaviour programmes (OBPs) have been completed. It is not mandatory for Indeterminate Sentence Prisoners to complete OBPs in order to achieve release. Other work that may help to reduce risk may take the form of accredited OBPs; however, it may also include activities such as education or training, work, one to one sessions with a psychologist and a range of other interventions. Although in some circumstances an OBP may be the preferred option, the Parole Board may consider that an offender has reduced their risk of harm, despite not being able to attend a particular course, because they have been able to undertake other offending behaviour work which has achieved the same outcome.</p><p><strong> </strong></p><p><strong> </strong></p><p>As at 31 December 2013 there were 5,335 prisoners serving an Indeterminate Sentence of Imprisonment for Public Protection, of which 3,561 were beyond the tariff.</p><p>Of these prisoners beyond tariff, 3,160 had completed at least one accredited offending behaviour programme successfully; 415 had attended a programme and not completed it successfully and of these, 62 had yet to complete any programme successfully; and 184 are currently attending a programme and the outcome is not yet known.</p><p> </p><p>The figures have been drawn from administrative IT systems, which, as with any large scale recording system, are subject to possible errors with data entry and processing.</p><p> </p><p>No information is collected on how many prisoners have not been offered an accredited offending behaviour programme and this could only be obtained at disproportionate cost.</p><p> </p><p> </p>
