Annually Managed Expenditure is spend on programmes which are demand led - such as welfare, tax credits or public sector pensions. It is spent on items that may be unpredictable or not easily controlled by departments, as opposed to Departmental Expenditure Limits (DEL) which are allocated to and spent by Government departments. star this property answer text <p>Avanti West Coast (AWC) has made significant progress in recovering from recent poor reliability and punctuality, but we are clear that performance is still not good enough and there is more to do. Officials continue to closely monitor and review AWC’s progress to a sustained recovery, restoring services reliably on the West Coast Main Line and delivering good value for the taxpayer. Officials regularly meet with AWC senior management to review performance and we will always hold AWC to account for matters within its control.</p><p> </p><p>Over the next few months AWC is working to introduce a brand-new fleet of bi-mode Hitachi trains offering more space and a quieter journey for passengers along the North Wales mainline.</p> more like this

star this property answer text <p>The construction of a small nuclear reactor at Port Talbot to provide energy for the manufacture of steel has not been discussed as part of Tata Steel's plans for the construction of an Electric Arc Furnace at the site. The UK Government does not have a role in Tata Steel's energy purchasing arrangements, and the energy sources that Tata will choose to use are a commercial decision for them.</p><p>The Alternative Routes to Market for New Nuclear Projects consultation explored potential wider roles of nuclear energy beyond electricity generation, including large scale industrial applications. star this property answer text <p>Guidance about securing witness statements is provided to police forces in England and Wales via the Authorised Professional Practice (APP) designed by the College of Policing and The Ministry of Justice; Achieving Best Evidence in Criminal Proceedings: Guidance on Interviewing Victims and Witnesses, and Guidance on Using Special Measures.</p><p>The APP clearly states the person taking a crime report will need to carry out investigative actions to establish what has happened, what further police actions might be necessary and the urgency for those actions. This includes the identification of witnesses to secure any immediate evidence or statements that might otherwise be lost.</p> more like this

Bilateral trade surpassed £2 billion in 2023 and there are over 120 UK subsidiaries operating in Argentina across various sectors including food and drink, agricultural technology, financial services and transport. star this property answer text <p>The information requested falls under the remit of the UK Statistics Authority.</p><p>Please see the letter attached from the National Statistician and Chief Executive of the UK Statistics Authority.</p><p> </p><p>The Rt Hon. the Lord Wigley</p><p>House of Lords<br>London<br>SW1A 0PW</p><p> </p><p>Dear Lord Wigley,</p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking what are the most recent statistics on the Economic Activity Rate of each of the UK’s four nations, and what were the equivalent rates (1) 10, and (2) 20, years earlier (HL4552).</p><p>The Office for National Statistics (ONS) collects information on the labour market status of individuals through the Labour Force Survey (LFS), which is a survey of people resident in households in the UK.</p><p>The responses allow us to identify how many people are economically active; that is, those who are engaged with the labour market, either through employment or who are unemployed and actively seeking work. We are also able to calculate economic activity rates by region using these data.</p><p>Due to the current smaller sample sizes being achieved by the LFS, recent estimates are showing increased volatility and should be treated with additional caution. We are currently undertaking a programme of work to improve our estimates of the UK labour market. As part of this work, we have updated our labour market estimates from July to September 2022 onwards to incorporate more up to date estimates of the UK population. Labour market estimates prior to this remain based on older population estimates. Therefore, the latest available estimates of the UK labour market, for January to March 2024, are on a different population basis than those ten and twenty years earlier. We call for Mr Salehi's immediate release, and the release of all those who are unjustly detained by the Iranian regime. Mr Salehi's sentence is yet more evidence of unacceptable restrictions on freedom of expression in Iran. Nine people associated with the &quot;Woman Life Freedom&quot; protests have been executed.</p><p>The UK opposes the death penalty in all circumstances as a matter of principle. We condemn Iran's continued imposition of the death penalty on protesters and have sanctioned 94 Iranian individuals or entities for human rights violations since September 2022. We call on Iran to establish a moratorium on executions with a view to abolishing the death penalty.</p> more like this

star this property answer text <p>The UK condemns the continued persecution of the Ahmadiyya Muslim community in Pakistan and this is regularly raised in our meetings with the Pakistani authorities. On 22 March I met with Pakistan's newly-appointed Foreign Secretary Ishaq Dar to discuss the rights of religious minorities in Pakistan. I raised attacks on Ahmadiyya Muslim mosques with Pakistan's caretaker Foreign Minister Jalil Abbas Jilani on 13 September and in a letter of 5 October in 2023. On 7 March, the UK formally registered concerns with the Pakistan High Commission, condemning all incidents of hate speech directed towards Ahmadi Muslims, the desecration of Ahmadi mosques, and violence against Ahmadi individuals. In my letter to the newly-appointed Human Rights Minister in March, I underlined the UK's commitment to protecting religious minorities and urged the government of Pakistan to condemn any instances of hate directed towards Ahmadi Muslims and other marginalised religious communities.</p> more like this

Each year, Language Development Officers from Wales spend a full academic year teaching in Patagonia. They develop the language in the Welsh-speaking communities through both formal teaching and informal social activities. His Majesty's Ambassador to Argentina and the British Council Director for Argentina last discussed the programme with the Government of Argentina in mid-March.</p> more like this

It is a preliminary assessment of geological factors only, and its findings do not mean prospective areas identified will necessarily be targeted for exploration and mining. Mineral planning policy is also a devolved matter.</p><p>Areas of potential geological prospectivity for critical minerals were identified in both Scotland and Wales. star this property answer text <p>As announced on the 15th of September 2023, Tata Steel is investing £1.25 billion, including a UK Government grant worth up to £500 million, in a new Electric Arc Furnace. This support is expected to save at least 5,000 jobs in the company, and thousands more in the supply chain.</p><p>Where staff are affected by the transition to an Electric Arc Furnace, Tata has a legal obligation to consult staff in a meaningful way, and this process is underway, led by the company. Whilst this is a process for the company to lead on, Ministers and officials are meeting regularly with both Tata Steel and Union representatives, and will continue to hold Tata to account during the consultation process.</p><p>Regardless of the outcome of the consultation, we are working with Tata Steel to provide up to £100 million of funding for a dedicated Transition Board, with membership including representatives of the Welsh Government, to support impacted employees and the local economy. Tata has also announced that they will provide a £130 million comprehensive support package for affected employees.</p>

star this property answer text <p>The UK Government makes available significant funding across the UK to meet UK-wide policy objectives. The Government spends across the UK on all reserved policy areas (such as national security and the honours system), and provides direct support for people and businesses in Scotland, Wales and Northern Ireland.</p><p> </p><p>HM Treasury does not have a single figure to quantify the total level of support provided across Scotland, Wales and Northern Ireland as there are multiple programmes funded by various departments. However, the ONS Country and Regional Analysis publication presents estimates for the allocation of identifiable expenditure between the UK countries and nine English regions.</p><p> </p><p>It is for the devolved administrations to decide how to allocate their funding in devolved areas. The published Statement of Funding policy document sets out how the devolved administrations are funded, including Barnett-based funding and agreed borrowing and tax powers. The Block Grant Transparency publication breaks down all changes in the devolved administrations’ block grant funding from the 2015 Spending Review up to and including Main Estimates 2023-24. This publication is updated regularly, and the most recent report was published in July 2023.</p><p> </p><p><strong> </strong></p>

star this property answer text <p>As agreed in the Intergovernmental Protocol on Water Resources, Water Supply and Water Quality, Defra and the Welsh Government work closely on water resources management.</p><p> </p><p>Water companies in England and Wales have a statutory duty to provide a secure supply of water for customers, efficiently and economically.</p><p> </p><p>Last year, regional water resources groups and water companies, consulted on their draft water resources plans. These plans set out how each company will secure water supplies sustainably for at least the next 25 years. Within their plans, water companies consider all options, including water demand management and new water resources infrastructure including water transfers. In the latest round of plans, no new additional quantities have been identified to be transferred from Wales to England. A summary can be found at gov.uk.</p><p> </p><p>Ofwat, the Environment Agency and Natural Resources Wales issued joint water resources planning guidance to water companies, which takes account of policy in England and Wales. They are also statutory consultees on the plans, as relevant. When reviewing the plans, the Environment Agency and National Resources Wales regularly meet to discuss proposals by water companies.</p>

The employment rate is the proportion of the UK population aged 16 to 64 years who are employed.</p><p> </p><p>The latest LFS estimates available are for the period April to June 2023. Due to increased uncertainty in LFS estimates from May to July 2023, the latest LFS estimates are not being released. To give users a more considered view of the labour market, we have applied growth rates from administrative data (HMRC PAYE RTI (Pay As You Earn Real Time Information) for employment and Claimant Count for unemployment) to April to June 2023 LFS data to produce adjusted employment, unemployment, and economic inactivity estimates.</p><p> </p><p>Table 1 shows estimates of economic activity and employment rates using LFS data from March to May 1992 to April to June 2023, and experimental adjusted estimates from May to July 2023 to August to October 2023.</p><p> </p><p>As the data are quite extensive, a copy of Table 1 has been placed in the House of Lords Library.</p><p> </p><p> </p><p>Yours sincerely,</p><p>Sir Ian Diamond</p><p> </p>

star this property answer text <p>Responsibility for keeping buildings safe and well-maintained lies with schools and their responsible bodies. Where the department is alerted to significant safety issues with a school building, that cannot be managed within local resources, it provides additional support on a case-by-case basis. The department provides immediate advisory support in all cases.</p><p> </p><p>The Health and Safety Executive (HSE) are responsible for setting the policy and regulations for schools on asbestos management and compliance.</p><p> </p><p>The department follows the HSE’s advice that, provided asbestos-containing materials are in good condition and unlikely to be disturbed, it is generally safest to manage them in place. Where asbestos-containing materials are likely to be disturbed by maintenance works or daily use of the building and cannot be easily protected, schools should have them removed. The department has allocated over £15 billion since 2015 to support this work, including £1.8 billion committed for 2023/24</p><p> </p><p>The department has published bespoke guidance on asbestos management for schools in 2020 and is working with HSE and the sector to look at further ways to help them and build on existing guidance and support.</p><p> </p><p> </p>

star this property answer text <p>The Ministry of Justice has engaged closely with the Welsh Government at ministerial and official level throughout the drafting and passage of the Victims and Prisoners Bill to ensure the Bill reflects the current devolution settlement. The legislative consent motion process is engaged for clause 15 and Part 2 of the Bill.</p><p>A consultation ran on proposals for Part 1 of the Bill from December 2021 to February 2022. Following this consultation, Ministry of Justice officials engaged with Welsh Government officials on the proposals and sought their view on areas which relate to devolved matters. It was agreed between the Ministry of Justice and Welsh Government that clauses 12-14 would not apply to Wales due to existing commissioning arrangements for victim support services, however, clause 15 would apply to Wales.</p><p>The Bill was published in draft in May 2022 reflecting this position. A letter was sent from the First Minister of Wales to the then Secretary of State in December 2022 regarding the draft Bill stating that a legislative consent motion would be laid when the Bill was introduced confirming the Welsh Government were content with the devolution position in the Bill and no changes would be required. This letter also praised the engagement between the UK Government and Welsh Government on the Bill.</p><p>Following pre-legislative scrutiny, further measures (Parts 2 and 4) were added to the Bill. The Victims and Prisoners Bill was introduced to Parliament on 29 March 2023. Conversations took place with the Welsh Government, in particular on Part 2 of the Bill (creation of the Independent Public Advocate), to determine how Welsh Ministers would be included in the standing up of an advocate following a major incident in Wales.</p><p>Following introduction of the Bill, the Welsh Government informed Ministry of Justice officials that their position on devolution had changed and that they would lay a legislative consent memorandum stating that they would no longer consent to clause 15 applying to Wales in the form it was drafted, and that they considered that the clauses pertaining to the Victims’ Code engage the devolution process. This was laid in May 2023.</p><p>Letters have been exchanged between UK and Welsh Government Ministers and conversations have taken place between officials to seek to agree an updated position on devolution that satisfies both administrations. Following the changes made to Part 2 of the Bill during Commons Report Stage, conversations continue between officials on the application of these clauses to Wales.</p><p>A final position will be set out during Lords amending stages of the Bill.</p>
