The department has had to re-allocate staff to deal with this pandemic and are working extremely hard to manage the Covid-19 crisis and to provide updates, advice and guidance to parliament and the public. star this property answer text <p>Further to my answer to Lord Jopling on 11 October (HL2274), the FCDO experienced technical difficulties in uploading their answer to this question to the Parliamentary website, but a response was issued by email, at the time. My office has since been in touch with the Foreign, Commonwealth and Development Office and received assurances that a response has now been uploaded to the website. The Department has also written directly to apologise for the delay in responding with an explanation for the delay.</p><p>I regret the error and will be reminding all Departments of their duty to offer prompt responses to questions in the House.</p><p> </p> more like this

star this property answer text <p>The Home Office takes the wellbeing, welfare and security of children and minors in our care extremely seriously. Robust safeguarding procedures are in place to ensure all children and minors are safe and supported as we seek urgent placements with local authorities.</p><p> </p><p><del class="ministerial">This information is not held centrally but is held by the encountering police forces. When a young person who has previously gone missing from a hotel housing unaccompanied asylum seeking children (UASC) is encountered or located we engage with statutory partners, including the police who will identify whether there are any concerns regarding possible trafficking; exploitation or other potential criminal activities that may require investigation.</del></p><p><ins class="ministerial">All cases of missing children remain open, with police forces completing investigations and following any new evidence.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">When any young person goes missing the 'missing persons protocol' is followed and led by our directly engaged social workers. A multi-agency, missing persons protocol is mobilised involving the police and the local authority, who have a shared statutory responsibility to safeguard all children, including missing migrant children, in order to establish their whereabouts and to ensure that they are safe.</ins></p>

star this property answer text <p>On 24 May the Secretary of State for Levelling Up, Housing and Communities wrote to the Mayor of Tees Valley, Ben Houchen, confirming that he had taken the exceptional decision to support the commissioning of an independent review to consider the specific allegations made and Tees Valley Combined Authority’s oversight of the South Tees Development Corporation and Teesworks joint venture. A copy of his letter has been placed in the House of Commons Library and has also been published on Gov.uk. Furthermore, on 25 May, a Written Ministerial Statement from the Minister for Local Government, Lee Rowley, was made in the house detailing the exceptional decision taken by the Secretary of State and that the Terms of Reference and appointments to undertake the Review will be announced shortly.</p><p>The Tees Valley Mayor approached Government some time ago regarding the possibility of an independent review of STDC and Teesworks to address allegations which he was concerned could have a damaging effect on investment and job creation across Teesside.</p><p>The Secretary of State considered calls for such an investigation to be led by the National Audit Office. It is not the NAO’s role to audit or examine individual local government bodies and its powers would not normally be used for that purpose. As the letter to the Mayor confirms, the Secretary of State does not think it would be appropriate to expand so significantly the role of the NAO by asking them to lead an inquiry. The Secretary of State has stated that he would welcome the NAO updating its previous review of Government’s funding arrangements for the South Tees Development Corporation.</p><p>The Government intends to publish detailed terms of reference for the independent review shortly and confirm the appointments to the review Panel.</p>

star this property answer text <p>The reason for approving the salary at Humber Coast and Vale was that it features a large physical geography, making it difficult to support coastal towns. It also has the additional system complexity of having two of its foundation trusts, Northern Lincolnshire and Goole, in both quality and financial special measures.</p><p>For South Yorkshire and Bassetlaw, it features system complexity with Sheffield Health and Social Care Foundation Trusts due to being in quality special measures and needing to engage with five local authorities. It also contains former coalfields with considerable health needs.</p><p>Cornwall and Isles of Scilly features the geographical complexities of being a peninsula with 60% of people in settlements of under 30,000, affecting how and where services can be provided. There is also the additional complexity of having a large seasonal variation in population. Both of the two trusts within its remit required improvement as per their Care Quality Commission ratings.</p>
