star this property answer text <p>The Department for Work and Pensions (DWP) stands ready to support anyone affected by redundancy with our Rapid Response Service offer. This is a service designed to give support and advice to employers and their employees when faced with redundancy.</p><p> </p><p>This service is co-ordinated nationally by the National Employer and Partnership Team and is managed by Jobcentre Plus. Delivery partners include Careers Wales, local training providers, Money Helper and ReAct Plus in Wales.</p><p> </p><p>The Rapid Response Service offer is flexible and can include a range of options (see below) that can be pulled together into an appropriate support package. This package will be tailored to meet the needs of the employer, the individuals affected and the local community.</p><p> </p><p>The range of support available from Jobcentre Plus and partners may include:</p><p> </p><ul><li>Help with job search including CV writing, interview skills, where to find jobs and how to apply for them.</li><li>Connecting people to jobs in the labour market</li><li>Help to identify transferable skills and skills gaps (linked to the local labour market).</li><li>What benefits they may get and how to claim.</li></ul><p> </p><p>DWP are also working closely with the Transition Board that was established to support the people, businesses and communities affected by the proposals for Tata Steel in Port Talbot.</p>

star this property answer text <p> </p><p>There are no circumstances where if a worker is entitled to the National Minimum Wage that an employer can pay less than the National Minimum Wage. However, under the legislation certain types of workers are not entitled to the minimum wage. These are:</p><p> </p><ul><li><a href="https://www.gov.uk/employment-status/selfemployed" target="_blank">self-employed people</a> running their own business</li><li><a href="https://www.gov.uk/employment-status/director" target="_blank">company directors</a></li><li><a href="https://www.gov.uk/volunteering/pay-and-expenses" target="_blank">volunteers</a> or voluntary workers</li><li>workers on a government employment programme, eg the Work Programme</li><li>family members of the employer living in the employer's home</li><li>non-family members living in the employer's home who share in the work and leisure activities, are treated as one of the family and aren't charged for meals or accommodation (eg au pairs)</li><li>workers younger than school leaving age (usually 16)</li><li>higher and further education students on a work placement up to 1 year</li><li>workers on government pre-apprenticeships schemes</li><li>people on the following European Union programmes: Leonardo da Vinci, Youth in Action, Erasmus, Comenius</li><li>people working on a Jobcentre Plus Work trial for 6 weeks</li><li>members of the armed forces</li><li>share fishermen</li><li>prisoners</li><li>people living and working in a religious community</li></ul><p> </p><p>Additionally, people carrying out work experience and internships will not get the minimum wage if they are:</p><p> </p><ul><li>a student doing work experience as part of a higher or further education course</li><li>of <a href="https://www.gov.uk/know-when-you-can-leave-school" target="_blank">compulsory school age</a></li><li>a <a href="https://www.gov.uk/volunteering/pay-and-expenses" target="_blank">volunteer</a> or doing voluntary work</li><li>on a government or European programme</li><li>work shadowing</li></ul><p> </p><p> </p><p> </p><p>Employers and workers with queries about the application of the National Minimum Wage can access free and confidential advice through the Pay and Work Rights Helpline on 0800 917 2368.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>The system of variable interest rates based on income is progressive, and ensures that higher earners make a fair contribution to the sustainability of the higher education system.</p><p> </p><p>Student loan interest rates vary with income. Only borrowers earning over £45,000 and those in study pay the maximum interest rate of 6.3% and many will be charged less than this. The system of variable interest rates help ensure that the highest earners make a higher total contribution than those on lower incomes.</p><p> </p><p>Reducing interest rates would benefit high earners only. That is why the government has increased the repayment threshold from tax year 2018-19 and will increase the repayment threshold again in April 2019, reducing monthly repayments for all borrowers earning above £25,000.</p><p> </p><p>We believe that it is right that students should contribute to the cost of their higher education and that this contribution should be linked to their income. This means that those who have benefited the most from their education repay their fair share.</p>

The data currently provides details of licences up to 31 March 2019 and this shows that 50 licence applications for military items have been approved. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Information about the period 1 April to 30 June will be published on 15 October 2019 and data covering the period 1 July 2019 to 30 September 2019 will be published in January 2020.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Licensing decisions about transfers to Saudi Arabia of items which may be used in the conflict in Yemen have been subject to judicial review. Under the Court of Appeal judgment of 20 June 2019 my Rt. Hon Friend the Secretary of State for International Trade was remitted to reconsider these decisions. Until such time the Government will not grant new licences to export items to Saudi Arabia or its coalition partners for possible use in Yemen. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">All export licences are issued in strict accordance with the Consolidated EU and National Arms Export Licensing Criteria.</ins></p><p> </p>

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">The Court order of 20 June 2019 remitted the decision to grant export licences for the sale or transfer of arms and military equipment to Saudi Arabia for possible use in the conflict in Yemen to my Rt Hon. Friend the Secretary of State for International Trade to re-take on the correct legal basis.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The order did not require the Secretary of State to suspend existing licences. As a matter of priority, and without prejudice to our appeal against the 20 June judgment, we are considering the implications of the judgment for decision-making.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Amending our decision-making process in line with the judgment does not necessarily mean that decisions would be different.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">On 20 June, the then Secretary of State, set out in a statement to Parliament that until we retake our licensing decisions in line with the judgment we will not grant any new licences for exports to Saudi Arabia and its coalition partners that might be used in the conflict in Yemen.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">However, you will be aware of the Secretary of State’s statement to Parliament of 26 September, in which she set out information on inadvertent breaches of the Undertaking given to the Court of Appeal by the then Secretary of State in the Order of the Court dated 20 June 2019 and licences that were granted contrary to the wider commitment to Parliament, made in a statement that same day. The Secretary of State has apologised unreservedly for these errors, both to the Court and Parliament.</ins></p>

We have pledged over £1.1 billion, our largest ever response to a single humanitarian crisis. DFID’s partners are activating their own contingency plans and have scaled up their interventions to meet the evolving needs of the population. star this property answer text <p>The UK has pledged over £1.1 billion in response to the crisis in Syria and the region, making us the second largest bilateral donor after the US. By the end of June 2015, UK support inside Syria and in the surrounding region had, for example, delivered almost 20 million food rations that feed one person for a month; over 2.5 million medical consultations; and relief items for 4.6 million people. The UK co-sponsored and lobbied hard for the passage of UN Security Council Resolutions 2165, 2191 and 2258 which call on the parties to allow rapid, safe and unhindered access for humanitarian aid to besieged and hard to reach places.</p><p>The UK will consider any option compliant with international law that might save lives in Syria. We rule nothing out. However, the use of air drops is high risk and should only be considered as a last resort when all other means have failed. Attempting air drops without the consent of the parties to the conflict may risk undermining negotiations on humanitarian access to the 4.5 million people in hard to reach areas across Syria. Even in uncontested space air drops poise significant challenges. There is a requirement to identify clear drop zones, ensure safe access for the intended recipients and to co-ordinate with authorities on the ground. Instead, the UN, the Red Cross Movement and NGO partners are best placed to deliver aid to vulnerable people in besieged and hard to reach areas.</p><p>The most effective way to provide assistance to people who are starving is for all parties to adhere to international humanitarian law and to provide sustained, permanent and safe humanitarian access to humanitarian agencies.</p>
