	answer	answer is ministerial correction date of answer 24/03/2014 answer text <p>EDF's current aim is for the Hinkley Point C nuclear power station to begin generating electricity in 2023. The UK Government and EDF Group reached commercial agreement on the key terms of a proposed investment contract for the Hinkley Point C, details of which were published on 21 October 2013. Furthermore, the publication of the Opening Decision on the Hinkley Point C State aid case by the European Commission is another important step forward in the consideration of the case and an investigation is a standard part of the State aid process for cases like Hinkley. The Commission have opened a public consultation on 7<sup>th</sup> March 2014 on their Opening Decision and Government welcome all to participate in this.</p><p> </p><p>No date has been set for Sizewell C to begin generating electricity. 	answer	answer is ministerial correction date of answer 02/04/2014 answer text <p> </p><p> </p><p> </p><p>The Metropolitan Police Service (MPS) conducted an investigation into the incident at the Downing Street gates on 19 September 2012 involving Rt Hon Andrew Mitchell MP and a police officer. This was supervised by the Independent Police Complaints Commission (IPCC). The MPS and the IPCC are operationally independent and Her Majesty's Government has no role in deciding whether to carry out such an investigation.<br><br>As a result of the investigation, two police officers involved in the incident have been dismissed for gross misconduct and decisions in relation to another three officers are awaited. The IPCC has requested that the MPS publish its report once the misconduct proceedings have been concluded. Title numbers are made up of residential properties, commercial properties and areas of land.</p><p /> <p> </p><p /> <p>Price paid entries on the register were introduced on 1 April 1990 and since then 13.4m title numbers have at some point had a price paid entry on the register.</p><p /> <p> </p><p /> <p>From 1 January 1995 Land Registry also recorded information relating to11.8m residential properties sold for full market value. The Housing and Regeneration Act 2008 (sections 68 – 70) defines social housing as low cost rental accommodation and low cost home ownership accommodation. In the Act, a low cost rent is simply defined as below the market rate. Low cost home ownership is defined by its availability for occupation on a shared ownership or equity percentage basis. This provides flexibility to support a range of people with different housing needs through our affordable housing programmes.</p><p> </p><p> </p><p> </p><p>For planning purposes, the definition set out in the National Planning Policy Framework is as follows:</p><p> </p><p> </p><p> </p><p>“ Social rented, affordable rented and intermediate housing, provided to eligible households whose needs are not met by the market. Eligibility is determined with regard to local incomes and local house prices. Affordable housing should include provisions to remain at an affordable price for future eligible households or for the subsidy to be recycled for alternative affordable housing provision.</p><p> </p><p> </p><p> </p><p>Social rented housing is owned by local authorities and private registered providers (as defined in section 80 of the Housing and Regeneration Act 2008), for which guideline target rents are determined through the national rent regime. It may also be owned by other persons and provided under equivalent rental arrangements to the above, as agreed with the local authority or with the Homes and Communities Agency.</p><p> </p><p> </p><p> </p><p>Affordable rented housing is let by local authorities or private registered providers of social housing to households who are eligible for social rented housing. Affordable Rent is subject to rent controls that require a rent of no more than 80% of the local market rent (including service charges, where applicable).</p><p> </p><p> </p><p> </p><p>Intermediate housing is homes for sale and rent provided at a cost above social rent, but below market levels subject to the criteria in the Affordable Housing definition above. 	answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>The Highways Agency uses anti-litter messages on their network of motorway variable message signs whichurge all road users to take responsibility and carry a bag for litter in their vehicle, and to dispose of this responsibly when they take a break or reach their destination.</p><p> </p><p>The Agency ran a targeted national litter campaign using variable signs on a number of routes in March and April this year however the A14 was not included on this occasion. We have asked the Agency to consider including the A14 for their next campaign once they have reviewed the effectiveness of the different messages used and assessed customer feedback nationally.</p><p> </p><p>Litter picking on most trunk roads is the responsibility of local authorities. The Agency has responsibility for litter picking on only a very small section of the A14 - from a point 420 metres south east of its junction with Rusts Lane in Alconbury, Cambs to its junction with the A1 trunk road.</p><p> </p><p>The Agency requires its maintenance contractors to inform local authorities where trunk road litter is falling below required standards and to provide opportunities for them to collect litter on trunk roads within Agency road works. 	answer	answer is ministerial correction date of answer 02/07/2014 answer text <p> </p><p> </p><p> </p><p>Border Force officers at the Primary Checkpoint (immigration control) scan passports electronically and complete other checks on all arriving passengers seeking admission or leave to enter the UK in accordance with the Border Force Operating Mandate. Border Force officers perform in-person exit controls on passengers departing the UK on an intelligence-led basis in accordance with the Border Force Operating Mandate.
