Housing Co-Operatives and others will be able to apply when the expanded programme opens to new bids early in the new-year through continuous market engagement. However, there will be no artificially imposed limit or quota on how much will be available for Housing Co-Operatives or other providers. This may include forming community led groups, such as co-operatives, Community Land Trusts or Tenant Management Organisations. My officials continue to discuss issues affecting co-operative housing more generally with the co-operative sector.</p><p> </p><p> </p><p> </p><p>Council tenants have the Right to Manage, which enables them to set up a Tenant Management Organisation (a management co-operative) to manage the homes in their area, with a management allowance from the Council. The Tenant Empowerment Programme, £2 million in 2014/15 and £1 million in 2015/16, supports social housing tenants to engage in, manage and/or take control of their housing services. This includes training, support and funding to enable tenant groups to take up their Right to Manage. There are currently over 200 Tenant Management Organisations across England, managing around 80,000 homes.</p><p> </p><p> </p><p> </p><p>In October 2012, we funded the Co-operatives UK to establish and run the Community Shares Unit to grow a sustainable market and promote the long term success of the community shares model, as a means to raising equity finance and increasing participation in community enterprises and projects. Community-led housing is one of the areas identified as requiring development.</p><p> </p><p> </p><p> </p><p>We are also encouraging community led organisations, including co-operatives, to apply for funding through the 2015-18 Affordable Homes Programme. The Homes and Communities Agency has held back over 25% of their £1.7 billion budget, for which it is now inviting bids. We are taking forward measures through the Neighbourhood Planning Bill, which was introduced on 7 September, to improve the use of planning conditions to avoid unnecessary delays to development. We have also, through the Housing and Planning Act 2016, introduced a provision for a section 106 dispute resolution process. This will assist in speeding up negotiations on the content of section 106 planning obligations, where developers and local authorities have failed to reach an agreement. Secondary legislation is required to implement the provision. We also expect the members of the Home Builders Federation to adhere to their commitments in May to provide local authorities with transparent annual returns on build-out rates. 	answer	answer is ministerial correction date of answer 13/04/2017 answer text <p>Under sections 59 and 60 of the New Roads and Street Works Act 1991, highway authorities have a general duty to co-ordinate all street and road works on their networks and undertakers have a general duty to use their best endeavours to co-operate with such actions. The Traffic Management Act 2004 also places a Network Management Duty on local highway authorities to manage roads effectively to keep traffic moving.</p><p> </p><p>We have not carried out a formal assessment, but although we consider that existing legislation is sufficient to enable effective co-operation to take place, it is clear that there is scope for reducing the impact on road users of works needed to deliver infrastructure and local services.</p><p> </p><p>To this end we are engaged in a project that is looking to improve the way that data is collected and shared, how we can use this data to co-ordinate activities on the highway more effectively, and how the data can be used to inform the public about planned and live works.</p><p> </p><p>To enable more proactive management of the local road network, the majority of highway authorities have introduced Permit Schemes, which enable the authority to stipulate conditions under which works can take place on the highway. We are currently undertaking an evaluation of permit schemes which concludes in November, and we expect the outcome to demonstrate that such schemes provide a clear reduction in works duration. We are keen for the remaining authorities to develop such schemes.</p><p> </p><p>We have also published statutory guidance entitled ‘Code of Practice for the Co-ordination of Street Works and Works for Road Purposes and Related Matters’. In order to tackle the barriers surrounding this we launched the UK’s first Community Energy Strategy in January 2014 and we take views from a Local Supply Working Group.</p><p>Our Strategy recognises that local authorities are crucial to community energy activities and sets out how Government intends to help communities build strong and productive partnerships with the public sector. One of the commitments is to carry out a sector survey in 2016, including a local authority section.</p><p>We welcome recent developments in local authority engagement in the energy sector, for example, Cheshire East Council is the first local authority to have entered into a partnership with Ovo Energy under their new ‘Communities’ tariff.
