star this property answer text <p>The Government has, in the Criminal Justice and Courts Bill,proposed that the maximum penalty for causing death by disqualified driving should rise from 2 years to 10 years' imprisonment. We are also creating a new offence of causing serious injury by disqualified driving which will have a 4 year maximum penalty.</p><p> </p><p>When the Government put forward these proposals to deal with the harm caused by disqualified drivers we also recognised that there were a number of other issues around bad driving which were of concern to many people. That is why the Government has announced a review of driving offences and penalties which will be carried out over the coming months.</p><p><strong> </strong></p><p> </p> more like this

star this property answer text <p>A more diverse judiciary is important in retaining the public's confidence and trust in justice, and better reflecting the society it serves. The diversity figures for the volunteer magistracy in England and Wales are generally encouraging. At 1 April 2014, women made up just over a half of the magistracy and just under ten percent of magistrates were from Black, Asian and Minority Ethnic backgrounds (compared with fourteen percent of the UK population, as reported by the 2011 Census). In addition to local advisory committees' efforts to target recruitment at under-represented parts of the community, the Magistrates' Association's “Magistrates in the Community” project does much to heighten awareness of the role of magistrate, encouraging young people to consider putting themselves forward for this important civic role. We are currently considering additional ways to promote a more diverse magistracy.</p> more like this

star this property answer text <p>The Claims Management Regulator (CMR) is making a number of reforms to provide better consumer protection, stricter conduct requirements and stronger enforcement action to improve practices in the claims management industry. The CMR will introduce in October a new set of conduct rules to crackdown on poor practices, particularly in relation to financial claims. The new rules will strengthen requirements for CMCs to ensure that claims are properly substantiated and any leads they receive through telemarketing are legally obtained. Subject to parliamentary approval, by the end of this year new legislation will give the CMR the power to fine CMCs for poor conduct. More resources have been deployed to tackle CMC non compliance and the names of CMCs under investigation or subject to recent enforcement action are now published on the GOV.UK website at: <a href="https://www.gov.uk/government/publications/claims-management-regulator-enforcement-actions" target="_blank">www.gov.uk/government/publications/claims-management-regulator-enforcement-actions</a>. Reforms have also been made to the internal governance of the CMR. Two non executive members have been appointed to the executive-led CMR Board to help bring a greater element of independent challenge and continuous improvement.</p>

star this property answer text <p>The application of the Conduct of Authorised Persons Rules (“Rules”) is under continuous review. The Rules were first introduced in 2007 and revised between April and July 2013 to strengthen existing action to drive out poor practices and better protect consumers. Most crucially verbal contracts were brought to an end and a ban was imposed on claims management companies (“CMCs”) offering cash incentives or similar benefits to consumers to bring claims.</p><p> </p><p>This year, in response to concerns raised by the financial services industry, the Financial Conduct Authority and the Financial Ombudsman Service regarding the poor practices of some CMCs presenting financial claims, the Department's Claims Management Regulator consulted on changes to the Conduct of Authorised Persons Rules 2013 and published the response in June 2014. The new Rules will come into effect in October 2014.</p><p> </p> more like this

Friend Phillip Dunne announced that the Minister for Defence Personnel, Welfare and Veterans (Anna Soubry) would meet Gareth Thomas MP, the Association of British Credit Unions Ltd, and others to discuss this issue.<br><br>Arrangements for such a meeting have now been agreed and the Minister is due to meet with interested parties later this month. star this property answer text <p>The Government has not made an assessment of the level of unauthorised overdraft fees charged by banks in the United Kingdom.</p><p> </p><p> </p><p> </p><p>In November 2011, the Government announced an agreement with the major current account providers to enable customers to control their account and to take action to avoid unarranged overdraft charges.</p><p> </p><p> </p><p> </p><p>The Office of Fair Trading found in January 2013 that there had been a significant reduction in bank fees and charges since their 2008 market study, and estimated that there had been an annual saving of £928million for consumers as a result.</p><p> </p> more like this

star this property answer text <p>The assessment made by the Government is that 95 per cent of communities in deprived areas now have free-to-use ATMs within their area or less than two thirds of a mile from the area's centre, which has brought access to free-to-use ATMs to over 1.5 million people.</p><p> </p><p> </p><p> </p><p><a href="http://en.wikipedia.org/wiki/LINK" target="_blank">LINK</a> has established a Financial Inclusion Programme to provide free-to-use ATMs where they are needed, by installing ATMs that are subsidised to make their operation commercially viable for operators. The cost of this subsidy is shared out among LINK member banks. 1,400 target areas now have access to an industry subsidised ATM through the programme. <a href="http://en.wikipedia.org/wiki/Toynbee_Hall" target="_blank">Toynbee Hall</a> is due to complete research on this issue shortly, commissioned by LINK.</p><p> </p> more like this

star this property answer text <p>Decisions regarding the pricing of insurance products, including fees and levies charged are commercial decisions for individual insurers and the Government does not seek to intervene in these decisions. However, the Government is determined that customers should be treated fairly. The Financial Conduct Authority regulates the conduct of the insurance industry and requires firms to disclose information on fees to be paid for insurance products.</p><p> </p><p> </p><p> </p><p>As part of the Government’s automatic enrolment reforms, measures have recently been put forward to cap fees for workplace pensions to 0.75 per cent so that pensions savings are invested in value for money schemes.</p><p> </p> more like this
