unstar this property answer text <p>The UK Government regularly raises concerns about a range of human rights issues with the Government of the Philippines, including the treatment of human rights defenders, land rights defenders and the deteriorating media freedom space. We consistently call on the Government of the Philippines to ensure a safe environment for human rights defenders and the prioritisation of the passage of a Human Rights Defenders Bill.</p><p>The Minister for Asia and the Pacific raised our concerns with the Philippine Ambassador to the UK on 21 September. The UK supported the Iceland-led Resolution at the UN Human Rights Council in July 2019 which led to the June 2020 report on the human rights situation by the High Commissioner for Human Rights. We agree with the recommendations of the report and will continue to work with like-minded countries to highlight the report's concerns. The UK supports the provision of UN technical assistance to the Philippines, as set out in the UN Human Rights Council resolution adopted in October 2020.</p>

unstar this property answer text <p>The UK supports efforts to ensure global migration is safe, orderly and regular, in line with the UN's Global Compact for Migration and the Sustainable Development Goals. Since 2019, the UK Government has spent £37 million in humanitarian aid in response to the Venezuelan crisis. This is on top of our existing multilateral contributions to the UN-managed Central Emergency Response Fund (CERF) and Global Fund, our core contributions to the UN and to the Red Cross movement. We were also the second largest donor to the Global Concessional Financing Facility for Colombia in 2019, providing £8 million as part of our overall response to help unlock concessional loans to support Colombia in continuing to host more than 1.5 million Venezuelans.</p><p>Diplomatic relations between Colombia and Venezuela are a matter for the two countries. We will continue to work through diplomatic channels to help the Venezuelans restore democracy and address the root causes of the crises they are facing.</p>

unstar this property answer text <p>The UK plays a leading role in strengthening pandemic early warning systems including the development of the new International Pathogen Surveillance Network (IPSN). The UK is working with G7 members on the development of WHO's Hub for Pandemic and Epidemic Intelligence. Through bilateral and multilateral health investments, the UK also supports low- and middle-income countries to strengthen their routine disease surveillance systems.</p><p>The UK opposes any use of chemical or biological weapons. We are committed to upholding the effective global implementation of the Biological and Toxin Weapons Convention and Chemical Weapons Convention. We work closely with the Organisation for the Prohibition of Chemical Weapons to ensure readiness to respond to any use of chemical weapons, including by non-state actors. In 2021, under the UK's Presidency, the G7 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction launched its Signature Initiative working with partner countries to promote the development of detection and early warning systems for chemical and biological attacks.</p>

unstar this property answer text <p>We are investing more than £20m in supporting prison leavers at risk of homelessness into temporary accommodation. Individuals released from prison will be provided up to 12 weeks of temporary accommodation and will be supported into long-term settled accommodation before the end of that 12-week period. Initially launching in five national probation regions, the service will support around 3,000 offenders in its first year and will be commencing this Summer. It will be in operation during the financial year 2021-22, with a view to scaling up and rolling out nationally.</p><p>The service will take account of the needs of women, including those with complex needs and accommodation provision will be dedicated to single gender usage as required. Community Probation Practitioners, working together with local partners, will be responsible for ensuring that vulnerable female prison leavers receive appropriate support and are provided with housing beyond the 12 weeks’ emergency accommodation.</p><p>In 2020, Hestia Battersea was changed from a male to female Approved Premises to give better geographic spread of AP provision for women, becoming the first AP for women in London since 2008.</p><p>In addition, Eden House, the first new AP in over thirty years, will open in this month supporting female offenders.</p><p>HMPPS will work in conjunction with MHCLG’s announced funding to support both male and female prison leavers at risk of homelessness into private rental tenancies. Funded schemes to support women will be developed to recognise their specific needs and will be part of plans to secure settled accommodation by the end of the 12 weeks’ temporary accommodation provided by HMPPS.</p>
