	answer	answer is ministerial correction answer text <p>Whilst we have not made specific representations to the Israeli authorities about the release of the vessels, Al-Awda and Freedom, officials in London and at the British Embassy in Tel Aviv discussed the flotilla with the Israeli authorities. The Deputy Head of Mission raised the issue of personal belongings with the Israeli Ministry of Foreign Affairs. The Office of the Coordinator of Government Activities in the Territories informed Embassy officials that supplies carried on the vessels were delivered into the Gaza Strip via the Erez crossing. We continue to call on the Israeli Government to ease restrictions on Gaza and for Israel, the Palestinian Authority and Egypt to work together to ensure a durable solution for Gaza.</p>

Over 300 convoys of cross-border aid have been delivered because of the UK co-sponsored UN Security Council Resolutions 2165, 2191 and 2258, which enable aid to be delivered to those in need in Syria without the consent of the regime. British officials regularly raise issues relating to the management of the border with Syria in their discussions with the Turkish authorities.</p>

Our thoughts are with the victims of the PKK terrorist attacks, and the civilians who have been caught up in the violence. The Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), and the Minister for Europe, my Rt Hon. Friend the Member for Aylesbury (Mr Lidington), and our Ambassador to Turkey, have discussed with the Turkish government the importance of respecting human rights and avoiding civilian casualties in the fight against terrorism. We believe the first responsibility for investigating any alleged violations falls to Turkey; and that the PKK needs to cease violence in order to create the conditions for political resolution of the difficulties in the south east.</p>

In April 2013, the UK introduced Immigration Rules to allow stateless persons to be formally recognised as stateless and granted leave to remain where they do not otherwise qualify under any other provisions and cannot be removed to the country of their former habitual residence because they are not admissible for purposes of residence there. Those who have committed serious crimes or are considered to be a danger to the security or the public order of the UK are not eligible for stateless leave. Those who qualify under the Immigration Rules are normally granted 30 months limited leave to remain and can apply for further leave when that expires. They are eligible to apply for settlement after completing 5 years limited leave.</p><p> </p><p>Stateless persons and their dependent children, who believe that they have a fear of return to their home country, can also make an application for asylum under the 1951 Refugee Convention. Those who qualify under the Immigration Rules are normally granted limited leave to remain for a 5 year period, with the option to apply for settlement when that leave expires.</p><p>A stateless person may also make an application to register as a British citizen, if they are not recognised as a citizen of any country, providing they meet the qualifying criteria.</p><p> </p><p> </p><p> </p><p> </p>

We have raised Mr Adorus’ allegations of mistreatment during his detention in Ethiopia on numerous occasions, including at Ministerial level. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), spoke with Foreign Minister Tedros about the case on 11 July. We have reminded the Ethiopian government of its obligations under the Convention against Torture, to which it is a signatory, to follow up on allegations through an independent, impartial and transparent investigation. We will continue to do so and provide all appropriate consular support to Mr Adorus, raising any welfare issues with the Ethiopian authorities to ensure that he is properly looked after.</p><p> </p><p> </p><p> </p>

In my statement on 26 June to mark International Day in Support of Victims of Torture, I reaffirmed the UK's commitment to combat torture and encourage states to ratify the Convention against Torture: <a href="https://www.gov.uk/government/news/foreign-office-marks-international-day-in-support-of-victims-of-torture-2014" target="_blank">https://www.gov.uk/government/news/foreign-office-marks-international-day-in-support-of-victims-of-torture-2014</a>. The Foreign and Commonwealth Office Strategy for the Prevention of Torture, published in October 2011, further sets out our work in this field and applies globally.</p><p>The policy of the British Government is clear: we do not participate in, solicit or encourage the use of torture or cruel, inhuman and degrading treatment or punishment. We neither condone such activity, nor do we ask others to do it on our behalf. We remain committed to ensuring that any allegations of UK involvement in torture are treated seriously, examined thoroughly and can be investigated by the police with full co-operation from the British Government.</p>
