unstar this property answer text <p> </p><p>The UK is helping to support Pakistan’s efforts to increase revenue collection through a range of measures, including through expertise from HM Revenue and Customs. The Government of Pakistan has already made progress including removing tax exemptions worth 0.34% of GDP and publishing a directory of all taxpayers. It published its second federal budget on 3 June which included further emphasis on increasing revenue from 9% to 15% of GDP by 2018, through new measures to widen the tax net and phase out exemptions. Through these the government aims to raise additional revenue of over $2.2 billion in 2014/15.</p><p> </p><p> </p><p> </p><p>It has also committed to increase the share of GDP spent on education from 2% to 4% by 2018. This will help to get some of the estimated 12 million out-of-school children across the country into education.</p><p> </p> more like this

unstar this property answer text <p>We are concerned by the electricity shortage in Gaza and the serious impact it is having on the humanitarian situation. We are in regular dialogue with Israel, the Palestinian Authority and other development actors, specifically the European Union and UN, on the extension of the 161 power line and conversion of the Gaza power station to gas. The UK believes these are the immediate steps necessary to improving the situation in Gaza, however a more comprehensive lifting of restrictions as part of a political agreement is the only long-term solution.</p> more like this

unstar this property answer text <p>According to the UN Office for the Coordination of Humanitarian Affairs, the closure of the Gaza power plant has triggered electricity blackouts of 12-18 hours per day. The electricity shortage, combined with the lack of affordable fuel, has resulted in a further reduction in the water supply to households and reduction in wastewater treatment and quality of sewerage discharged into the sea.</p><p>We are in regular dialogue with Israel, the Palestinian Authority and other development actors, specifically the EU and UN, on the extension of the 161 power line and conversion of the Gaza power station to gas.</p> more like this

unstar this property answer text <p>At the Syria conference in London on 4 February, the Prime Minister announced that the UK will more than double our support in response to the Syria crisis from £1.12 billion to over £2.3 billion, our largest ever humanitarian response to a single crisis. We will consider any option compliant with international law that might save lives in Syria. However, experience suggests that so-called ‘safe’ areas can prove difficult to demilitarise and protect against all threats. In fact, there is a risk that they can become targets.</p><p>For a safe area to work, all parties to the conflict and relevant regional authorities would need to agree to its establishment. In the absence of such consent, this would require foreign military intervention, authorised by a UN Security Council Resolution. Any party seeking to establish a safe area would need to ensure sufficient military capability to guarantee safety from both aerial and ground attack, including by unconventional means. Credible measures would also be needed to prevent human rights abuses and to provide humanitarian assistance within the protected area. In addition, the existence of a ‘safe’ area near an international border should not be used to repatriate refugees against their will, or to deny access to asylum.</p><p>The UK plays a key role in ensuring humanitarian access to Syria. By 31 January 2016, at least 257 shipments of cross-border aid had been delivered as a direct result of the UK co-sponsored UN Security Council Resolutions 2165, 2191 and 2258 which enables the UN to deliver aid into Syria without the consent of the regime. We continue to call on all sides to the conflict to respect International Humanitarian Law and ensure free, unimpeded access for humanitarian agencies.</p>

unstar this property answer text <p>UK officials made clear to both the Israeli and Palestinian leadership at the Ad-Hoc Liaison Committee meeting on the 31 January 2018 that concrete actions from all sides are required to build trust and improve the situation on the ground for ordinary citizens. HMG officials have assessed that there is a range of difficulties in achieving engagement between Palestinian and Israeli youth, including movement and access restrictions for both communities, and entrenched social norms. The UK Government consistently calls on the Israeli Government to ease movement and access restrictions in the Occupied Palestinian Territories (OPTs). The UK is providing support to fund a people-to-people programme to help Israelis and Palestinians work together to achieve tangible improvements in their lives, foster inter-community understanding and help build constituencies for a just and peaceful political solution. This three year programme – People for Peaceful Change – will include work with young leaders.</p>
