	answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>Abingdon Green is owned by the House of Commons but day to day access is delegated by the Clerk of the House to Black Rod. Current policy is to allow public access to the Green to enable them to pass through on the paths or to use it as a recreational space. Because of the unique views that the Green affords to Parliament, we also allow the media to use the Green for the contemporaneous news reporting of events within Parliament on the basis that this is an important way of communicating to the public the political issues that are taking place. We do not permit protests or campaigning on the Green.</p><p>There are occasions when events in Parliament create exceptional media activity and demand for broadcasting space on the Green. When this occurs, we conduct a careful assessment on whether to prioritise broadcasting over public access and where the balance of public interest lies. Although we prefer to maintain dual use of the Green by public and media, on some occasions we assess that reporting from the Green must be prioritised and that it is necessary to close it to the public for safety reasons. Not to do so would limit the ability of a wide section of the broadcast media, both national, international and radio to provide high quality coverage of unfolding events in Parliament and interview the politicians involved in a secure manner.</p><p>Regarding a permanent media centre, no consideration is currently being given to this. Most media (including broadcast) arrangements are covered through the existing press lobby arrangements. Under this, nominated members of the media are accredited with membership of the Press Gallery and allocated desk space within the House of Commons and given press passes which allow access to the building. HMI Prisons had no involvement in the inspections themselves. HMI Prisons continues to encourage the PDRC to focus on three key priorities: examining the response to allegations of torture, including the detainee voice in all reports, and producing well structured reports with clear judgements. HMI Prisons has not provided further training on police custody inspection to the PDRC. HMI Prisons has delivered no training to and has had no direct engagement with the Criminal Investigation Directorate.</p><p> </p><p>The UK government continues to urge all allegations of torture or mistreatment in detention to be reported to the Ministry of Interior Ombudsman, whose duty it is to carry out full, independent investigations into these allegations. We will continue to raise concerns about human rights with the Government of Bahrain whenever we have them.</p><p> </p><p>The UK continues to support Bahraini-led reform through a package of technical assistance. We believe it is not good enough to criticise countries from the sidelines. Only by working with Bahrain can we bring about the changes we would like to see in the country. UK aid has supported economic development, provision of basic services, and enabled reconstruction through support to the Gaza Reconstruction Mechanism. However, as the report makes clear, aid alone cannot solve the problems in Gaza. We welcome Israel’s decision in 2015 to increase the water supply to Gaza, as well as other commitments which permit the construction of essential energy infrastructure. Improvements in energy and water provision are essential to improve the daily lives of the people living in Gaza. The UK Government frequently stresses to both parties the importance that these commitments are implemented quickly, and continues to press for a sustainable political solution for Gaza which will address Israel’s legitimate security concerns whilst opening up movement and access.</p><p>The UK remains committed to supporting vulnerable Gazans. Our support includes humanitarian work such as funding for basic service delivery and development programming such as working with the private sector. We regularly discuss implementation of those obligations with the Israeli authorities. We are aware that Israel is in the process of incorporating the crime of torture into national legislation.</p><p>The Foreign and Commonwealth Office (FCO) funded and facilitated an independent report on Children in Military Custody by leading British lawyers in 2012. Ministers and our Ambassador in Tel Aviv have urged Israel to take action on the recommendations in this report. We remain concerned at the number of Palestinian minors held in Israeli detention and continue to push for further measures to ensure that international standards are upheld in regards to the treatment of those detained. We welcomed progress made in recent Israeli policy amendments, such as the increase of the age of majority from 16 to 18 years old, and the enactment of a special statute of limitations for minors.
