	answer	answer is ministerial correction date of answer 18/10/2017 answer text <p>I refer the noble Lord to the answer I gave to question UIN <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Lords/2017-07-17/HL893/" target="_blank">HL893</a> that states that the government has not made an estimate of the social and economic consequences of restricting zero hours contracts to students and pensioners.</p><p> </p><p>The government has not assessed the social and economic consequences of restricting zero hours contracts to students and pensioners. The Matthew Taylor review found that zero hours contracts have a part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>However, this government shares the concerns regarding flexible work arrangements. That is why in October 2016 my right hon. Friend the Prime Minister asked Matthew Taylor to carry out an independent review to consider employment practices and whether they need to change to keep pace with modern business models. The UK has been consistently clear with all sides to the conflict over the importance of compliance with international humanitarian law and international human rights law during this conflict. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), spoke to Saudi Foreign Minister Al Jubeir on 29 September in the margins of the UN General Assembly, and underlined the importance the UK attaches to finding a political solution to the current crisis as soon as possible. We note that the Kingdom of Saudi Arabia is not yet a state party to the Convention on Cluster Munitions, but have encouraged Saudi Arabia to accede to the Convention. The British Government has always been clear that any action taken must be in accordance with International Humanitarian law (IHL). 	answer	answer is ministerial correction date of answer 26/10/2015 answer text <p>The UK is supportive of the military intervention in Yemen by the Saudi-led Coalition, which includes the United Arab Emirates. This came at the request of President Hadi, the legitimate President of Yemen, to deter aggression by the Houthis and forces loyal to the former president Saleh. The Coalition has played a crucial role in reversing the military advance of the Houthis and forces loyal to former president Saleh, which is now helping to create the conditions for the return of the legitimate Yemeni government. We are aware of reports of alleged violations of International Humanitarian Law in Yemen including by the Saudi-led Coalition – alleged airstrikes resulting in civilian casualties and damage to civilian infrastructure - in Saada and elsewhere across the country. We take such allegations very seriously and have raised our concerns with all parties to the conflict in Yemen, including the Emiratis. We are very concerned and saddened by an attack on a Médecins Sans Frontières (MSF) centre in Yemen on 10 January and offer our condolences to the families of those affected. It is important to establish the cause of this incident. We welcome the public announcement by Saudi Arabia to establish a fact finding committee into the alleged airstrike on the MSF mobile clinic in Taiz on 2 December. It is important that Saudi Arabia conducts investigations into incidents which have raised concerns. All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking account of all relevant factors at the time of the application. A licence will not be issued for any country, including Saudi Arabia, if to do so would be inconsistent with any provision of the mandatory Criteria.</p><p>The conflict in Yemen is being monitored closely, and relevant information gathered from that monitoring is taken into account as part of the careful risk assessment for the licensing of exports to Saudi Arabia. We work closely with them in support of a stable, secure Yemen which poses no threat to regional countries or beyond. The US, together with Saudi Arabia, the United Arab Emirates and the UN Special Envoy for Yemen, participated in a Ministerial meeting we convened on 22 September in the margins of the UN General Assembly. All participants acknowledged the dire humanitarian situation in Yemen and agreed that more must be done to achieve a political solution. The Foreign Secretary raised the situation in Yemen with US Secretary of State Rex Tillerson most recently on 9 October. 	answer	answer is ministerial correction date of answer 14/03/2016 answer text <p>The United Nations report that 21.2 million people – or 82 per cent of the population – require some kind of humanitarian assistance to meet their basic needs or protect their fundamental rights. The UK government uses this UN report as one of its primary data sources.</p><p> </p><p>The UK is the 4<sup>th</sup> largest donor to the crisis in Yemen and has more than doubled its humanitarian support over the last year to £85 million for 2015/16. The UK is funding the World Food Programme, who are supporting over 580,000 beneficiaries with food assistance.
