star this property answer text <p>I refer the noble Lord to the answer I gave to question UIN <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Lords/2017-07-17/HL893/" target="_blank">HL893</a> that states that the government has not made an estimate of the social and economic consequences of restricting zero hours contracts to students and pensioners.</p><p> </p><p>The government has not assessed the social and economic consequences of restricting zero hours contracts to students and pensioners. The Matthew Taylor review found that zero hours contracts have a part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>However, this government shares the concerns regarding flexible work arrangements. That is why in October 2016 my right hon. Friend the Prime Minister asked Matthew Taylor to carry out an independent review to consider employment practices and whether they need to change to keep pace with modern business models. We are now considering the report and will respond in full later in the year.</p>

star this property answer text <p>We engage regularly with our US partners on a range of issues related to Yemen, including the humanitarian situation. We work closely with them in support of a stable, secure Yemen which poses no threat to regional countries or beyond. The US, together with Saudi Arabia, the United Arab Emirates and the UN Special Envoy for Yemen, participated in a Ministerial meeting we convened on 22 September in the margins of the UN General Assembly. All participants acknowledged the dire humanitarian situation in Yemen and agreed that more must be done to achieve a political solution. The Foreign Secretary raised the situation in Yemen with US Secretary of State Rex Tillerson most recently on 9 October. Any further enquiries relating to US policy should be redirected to the US authorities.</p> more like this

star this property answer text <p>​The UK supports freedom of religious belief for all Yemenis. On 28 September the UK voted for a resolution at the UN Human Rights Council that emphasised the international community’s concern at the plight of the Baha’i and called for the immediate release of all Baha’i detained due to their religious belief. The persecution of members of the Baha’i community in areas of Yemen under Houthi control due to their religious beliefs is a serious violation of international human rights law. New cases of arbitrary detention and continuing reports of the abuse of detainees by the Houthis are deeply concerning, and we wholly condemn this mistreatment. We have raised our concerns with the Houthi authorities.</p> more like this

star this property answer text <p>DFID works with the UN Children’s Fund (UNICEF) to support up to 1 million Gazans by providing clean water and rehabilitating sanitation facilities. DFID is also developing a new economic development programme which will help to address the lack of safe water in the Occupied Palestinian Territories through a range of activities, including by: enhancing the domestic desalination capacity; increasing capacity to import more water; and reforms and institutional capacity building to Palestinian water agencies. There are no plans at present to discuss an equitable basis for sharing the available water in the West Bank with the Palestinian Hydrology Group.</p> more like this

star this property answer text <p>We continue to urge the Government of Israel to develop improved mechanisms for zoning, planning and granting permission in Area C for the benefit of the Palestinian population, including by facilitating local Palestinian participation in such processes. Additionally the UK has also allocated £1.1 million to support essential infrastructure for vulnerable Palestinians in Area C. We are supporting four communities, comprising of nearly 500 Palestinian families living in Area C, to remain on their land through improved infrastructure and access to community services, including education and health, in areas which have an outline plan in the Israeli approval process.</p> more like this

An additional £200,000 provided by the FCO has recently been approved for a separate project that also aims to support the infrastructure of vulnerable Palestinians in Area C. This funding will be disbursed in due course. This combined £1.1 million of UK financial assistance supports communities in Area C to remain on their land through improved infrastructure and access to community services, including education and health.</p> more like this

star this property answer text <p>All Service leavers are provided with information on sources of housing help in their leaving information packs which are issued before discharge. The Joint Services Housing Advice Office (JSHAO) provides a dedicated focal point within the Ministry of Defence (MOD) for housing ​information and advice for those about to return to civilian life. The JSHAO gives regular nationwide briefings advising Service personnel of their housing options.</p><p> </p><p>In 2012, the Government changed the law so that serving personnel suffering from a serious injury, illness or disability attributable to their service, and former Service personnel with urgent housing needs, are always given high priority for social housing. The Government has issued guidance strongly encouraging councils to prioritise all members of the Armed Forces and their families for social housing. This is statutory guidance to which councils must pay regard and is published at:</p><p> </p><p><a href="http://www.communities.gov.uk/publications/housing/allocationaccommodationguide" target="_blank">www.communities.gov.uk/publications/housing/allocationaccommodationguide</a></p><p> </p><p>The MOD is developing a new tri-Service policy to provide more comprehensive support to Service personnel and their families as they transition out of the Armed Forces to civilian life. This will include advice and support on housing matters. The MOD will also be covered by the new Ministry of Housing, Communities and Local Government (MHCLG) led statutory requirement scheduled to come into effect this autumn to refer those Service personnel at risk of homelessness when they leave the Armed Forces to the relevant local authority. The MHCLG has also extended the period within which veterans are given priority for Government funded shared ownership schemes, from 12 to 24 months after service. Support is also available from Veterans UK who operate a Freephone helpline (0808 1914218), and the Veterans Welfare Service. The Veterans Gateway can also signpost individuals to the organisation best placed to support, making it easier for veterans to access advice on a range of issues, including housing.</p><p> </p><p>The cross-Government Rough Sleeping Strategy is focused on achieving a commitment to halve rough sleeping by 2022 and end it by 2027.</p>
